Promote negotiations and sign bilateral agreements on social insurance

On November 22nd, Deputy General Director of Vietnam Social Security (VSS) Dao Viet Anh and representatives of a number of VSS’ units had a meeting and worked with the Korean National Pension Agency (NPS) on implementing the Agreement. Speaking at the meeting, Deputy General Director of VSS Dao Viet Anh emphasized: In the context that Vietnam and Korea have established a strategic cooperative partnership between the two countries in all fields, including the field of labor and employment. The number of Vietnamese workers working in Korea and the Koreans working in Vietnam is increasing and are obliged to comply with the laws of both countries; Their legal and legitimate rights and interests are also protected by the laws of the two countries, including the right and obligation to participate in social insurance.

Overview of the meeting

Like most bilateral and multilateral agreements on social insurance in the world, the bilateral agreement on social insurance between Vietnam and South Korea has two main purposes: to avoid paying social insurance twice and the time for social insurance payment will be agreed by both sides.

Up to this moment, VSS has also submitted an official document on the contents to be signed to the Ministry of Labor, Invalids and Social Affairs (MOLISA) as soon as possible. However, it is necessary to make preparations for signing the implementation minutes between the two countries related to social insurance certification. It is expected that the MOLISA of Vietnam will sign the administrative agreement by December 6-10th, 2023. Currently, VSS is actively coordinating with the diplomatic agencies of the two countries so that the bilateral agreement between Vietnam and South Korea on social insurance shall take effect from January 1st, 2024.

Mr. Kim Chi Mug - NPS representative pledged that South Korea will continue to coordinate with VSS and related agencies to complete the remaining contents to implement the Agreement as soon as possible. NPS representatives also hope that in the coming time, they will promote cooperation with VSS in implementing social security policies.
