Continuing to Enhance Data Sharing and Cooperation between VSS and the General Department of Taxation

Afternoon of September 28th, Vietnam Social Security (VSS) and the General Department of Taxation jointly organized a conference titled "Assessing the Implementation of Regulation No. 1999/QCPHBHXH-TCT dated July 9, 2021, on Data Sharing and Cooperation between the VSS and the General Department of Taxation." Deputy Director General of Vietnam Social Insurance, Tran Dinh Lieu, and Deputy Director General of the General Department of Taxation, Mai Son, co-chaired the conference.

Attending the conference from the side of VSS were representatives from various units including the Department of Social Insurance Book and Health Insurance Card, the Legal Department, the Office, the Inspectorate Department, the Information Technology Center, the Information and Communication Center, and the Social Security Magazine from provinces and cities such as Hanoi, Ho Chi Minh City, Bac Ninh, and Nghe An.

Representatives from the General Department of Taxation included leaders from the Small and Medium Enterprise Tax Management Department and Business Households, the Information Technology Department, the Inspection and Tax Audit Department, and the Tax Departments of provinces and cities such as Hanoi, Ho Chi Minh City, Bac Ninh, and Nghe An.

In his speech at the conference, VSS’ Deputy Director General, Tran Dinh Lieu, stated that on July 9, 2021, the VSS and the General Department of Taxation signed Regulation No. 1999/QCPHBHXH-TCT regarding data sharing and cooperation between the two agencies. During the implementation of the regulation, despite close cooperation between the two agencies, there have been difficulties and limitations in sharing data and coordinating methods and processes due to changes in management mechanisms, policies, the rapid development of reality, and the strong digital transformation of the economy in general and the two sectors in particular. On the other hand, for the VSS, an important task in the coming time is to strengthen the strict management and development of participants in social and health insurance, as well as to combat debt and evasion while enhancing the management of the safety fund in a strict and efficient manner.

Therefore, according to Deputy Director General Tran Dinh Lieu, the organization of this conference holds significant importance in assessing the implementation of the regulation and resolving difficulties and obstacles through the implementation plan of the two agencies in the near future.

Agreeing with the statement made by Deputy Director General Tran Dinh Lieu, Deputy Director General of the General Department of Taxation, Mai Son, believes that alongside notable achievements in data sharing and cooperation between the two agencies, there are still some difficulties and obstacles. For example, data sharing has not fully met the requirements and tasks in the new situation. Son expressed hope that the coordination and data sharing efforts between the two sectors will be improved in terms of content, purpose, and significance, in line with the functions and tasks of each agency. Furthermore, it should meet the requirements and objectives of Project 06, which aims to provide favorable conditions for employees and businesses participating in social and health insurance, as well as ensuring transparency in tax payments by workers and their corresponding obligations and responsibilities.

During the working session, representatives from the Department of Social Insurance Book and Health Insurance Card (VSS) reported that immediately after the signing of Regulation No. 1999/QCPHBHXH-TCT between the VSS and the General Department of Taxation, social security agencies in provinces and cities collaborated with local tax departments to develop implementation plans for the regulation within their respective jurisdictions, ensuring consistent content and appropriate forms of information exchange between the two agencies.

The provision of information and data sharing among businesses, organizations, and employees related to income payment, personal income tax, and social insurance and health insurance contributions has been convenient and efficient, positively impacting tax management, revenue collection, and the management of participants in social and health insurance.

However, alongside the notable results, there are still certain limitations, such as data sharing not fully meeting the requirements and tasks in the new situation. Additionally, the coordination of inspections and audits targeting labor-utilizing units with tax and social insurance risks has been limited, and the sharing of inspection and audit results with income-paying organizations has not been regular and continuous.

Deputy Director General Tran Dinh Lieu highly appreciates the information exchange and cooperation mechanism between the two agencies, which aims to better serve tax management, revenue collection, and the development of participants in social and health insurance. He emphasizes that this is also the basis and premise for both sectors to continue administrative reform in both tax and social insurance areas, in line with the spirit of Project 06, which aims to create maximum convenience for citizens and businesses.

Based on the proposals and recommendations of the participants at the conference, the Deputy Director General expresses confidence that the coordination mechanism between the VSS and the General Department of Taxation will become more substantial and effective./.
