Implementation of Two Interconnected Administrative Procedure Groups: Ensuring Seamless Connectivity

The implementation of two interconnected groups of administrative procedures 'Birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old' and 'Death registration, cancellation of permanent residence registration, funeral cost support, and funeral allowance' nationwide has achieved some initial results. However, it is necessary to address existing issues, improve and upgrade software, and other technical factors to ensure smooth and seamless system connectivity.
On the afternoon of September 6th, the Government Office, in collaboration with the Ministry of Public Security, held a meeting to discuss solutions to overcome difficulties and obstacles in the implementation of the two interconnected groups of administrative procedures 'Birth registration, permanent residence registration, and health insurance card issuance for children under 6 years old' and 'Death registration, cancellation of permanent residence registration, funeral cost support, and funeral allowance.'

The meeting was attended by leaders and representatives from various ministries and departments, both in-person and online, including the Ministry of Justice, Ministry of Health, Ministry of Labor - Invalids and Social Affairs, Vietnam Social Security (VSS), as well as leaders and specialists from the People's Committee Office, Department of Justice, Provincial Police, Department of Labor - Invalids and Social Affairs, Department of Health, and Provincial Social Security Offices of Hanoi, Dong Nai, Da Nang, Thanh Hoa, Khanh Hoa, and Quang Ngai.
According to the report from the Government Office, in compliance with the guidance of the Government and the Prime Minister regarding the nationwide implementation of the two interconnected groups of administrative procedures since July 10, 2023, ministries and localities have actively implemented the procedures and achieved some initial results.
As of September 5, the total number of received records nationwide through the interconnected software was 104,659 records. The shared electronic household registration management software received 104,659 records, of which 78,767 records have been processed and results have been returned (birth registration: 72,175 records, death registration: 6,592 records).
The residency management system received 78,767 records, of which 51,239 records have been processed and results have been returned (permanent residence registration: 47,994 records, cancellation of permanent residence registration: 3,245 records).
The social security system received 73,409 records, of which 64,974 records have been processed and results have been returned (health insurance card issuance for children under 6 years old: 64,953 records, funeral cost support: 21 records).
The system of the Ministry of Labor - Invalids and Social Affairs received 5,358 records, of which 45 records have been processed and results have been returned.
However, after two months of nationwide implementation, the Government Office has also received numerous feedback from localities (such as Dong Nai, Thanh Hoa, Khanh Hoa, Da Nang, Quang Ngai, etc.) regarding difficulties and obstacles encountered during the implementation process.
During the meeting, representatives from localities raised several difficulties and obstacles related to the legal framework, particularly the 2020 Residence Law and Circular No. 55/2021/TT-BCA dated May 15, 2021, which provides detailed regulations on certain provisions and measures for implementing the Residence Law. Additionally, the interconnected e-government software frequently encounters errors such as: inability to access, failure to receive OTP codes, SMS messages, inability to search for records, lost records, malfunctioning features, etc. The operational software sometimes has issues with digital signatures and seals, as well as incorrect data transfer between systems.
Furthermore, there are other challenges, such as the lack of IT personnel at the commune level, insufficient authorization for monitoring, statistics, and reporting, as well as difficulties in contacting the support departments of relevant ministries.
Transparency and public disclosure for citizen awareness and oversight
After listening to the representatives of ministries and departments presenting measures to address these issues, Mr. Ngo Hai Phan, Director of the Department of Administrative Procedure Control, stated that the feedback from localities would help the Government Office and the ministries and departments improve the software and tools.
In a spirit of openness and receptiveness, the Government Office will provide recommendations to the Head of the Working Group to send a document to the relevant ministers and members of the Working Group to direct agencies to upgrade and improve the system.

Regarding the institutional framework, such as amending Circular 55, the Ministry of Public Security needs to report to the government leadership in order to make the necessary amendments following the streamlined procedure to ensure progress.
The ministries and agencies also need to regularly inspect and urge localities in receiving and resolving interconnected administrative procedure records, especially those that are overdue.
"We agree that once citizens have submitted their information on the software, officials should not instruct them to scan handwritten declaration forms onto the system for administrative procedure processing. All administrative procedures, from the moment of reception to the transfer to relevant authorities, must be transparent and publicly disclosed for citizen awareness and oversight. The system also needs to be intelligent to serve the monitoring and oversight of leaders at all levels," emphasized Mr. Ngo Hai Phan./.
