The Hanoi Social Security office needs to formulate an effective scenario to expand Social and Health Insurance coverage

This is the directive of Deputy Director General of Vietnam Social Insurance (VSS), Tran Dinh Lieu, during a working session with Hanoi Social Security office on the afternoon of August 9th, regarding the collection and development of Social, Health, and Unemployment Insurance participants for the first 7 months of 2023, as well as the directions for the tasks of the remaining 5 months of 2023.

During the working session, the leadership of the City's Social Security office provided a summary of the achieved results of the unit in the first 7 months of 2023. According to the report, in the recent period, the City's Social Security office has effectively provided consultation and coordinated in implementing Social and Health Insurance policies within the region.

Regarding the collection and expansion of participants, thanks to closely following the guidance of VSS, the City Party Committee, and the City People's Committee, along with strong coordination with departments, bureaus, sectors, and the efforts of the City's Social Security office, the number of Social, Health, and Unemployment Insurance participants has increased compared to the same period and December 2022.

Specifically, the City currently has over 7.7 million Health Insurance participants, over 1.9 million mandatory Social Insurance participants, and 76,811 voluntary Social Insurance participants. The total revenue from Social, Health, and Unemployment Insurance until the end of July 2023 reached 33.16 trillion VND, achieving 55.10% of the VSS's plan.

These results were achieved due to the City's Social Security office actively implementing a range of comprehensive solutions, such as: Expanding and developing the organizational structure of Social and Health Insurance collection services; collaborating with Tax authorities and the Department of Planning and Investment to review data on units not participating or not fully participating in Social Insurance; cooperating with the Police and Commune People's Committees to review individual business households and private enterprises. Additionally, there has been an emphasis on disseminating information about Social, Health and Unemployment Insurance policies through social media platforms, various media outlets, focused thematic campaigns, small group conferences/direct meetings with individuals, and notably through real-life figures and charitable activities,…

By the end of July 2023, the entire city had 86,545 units with delayed contributions (involving 1,207,869 workers), totaling overdue payments for Social and Health Insurance of 5,437.2 billion VND. The overdue rate was 8.46%. The amount of Social Insurance overdue payments with calculated interest stood at 1,854.2 billion VND, with an interest rate of 2.89%.

In the first 7 months of the year, the City's Social Security office conducted 2,421 inspections and checks, including planned inspections and checks at 1,797 employing units and unscheduled inspections and checks at 624 units. An amount of 219.4 billion VND was successfully recovered (achieving 79.1%). Through specialized inspections and inter-agency coordination, the City's Social Security office, along with relevant departments, sectors, and district-level People's Committees, detected, fined, and recommended administrative penalties to the City's People's Committee for administrative violations related to delayed payments of Social, Health, and Unemployment Insurance by 49 units in the area. The total amount of administrative fines imposed exceeded 4.2 billion VND.

Faced with this situation, the City's Social Security office has implemented various measures to minimize the occurrence of delayed and evaded Social Insurance premiums payment. Among these measures, the City's Social Security office reviews the employers, managers of units with difficult-to-collect debts (units that have disappeared, owners who have fled, suspended transactions) to demand proper contributions of Social Insurance and Health Insurance for the workers in accordance with regulations. If there is intentional non-compliance or insufficient contribution, the City's Social Security office shall forward the case to competent authorities for appropriate actions according to regulations.

Additionally, the City's Social Security office advises the City People's Committee to direct the Department of Planning and Investment and relevant business registration agencies to not issue operating licenses to previously active enterprises that have participated in Social and Health Insurance but evaded contributions. These units are required to immediately address their overdue Social and Health Insurance payments.

Furthermore, the Social Security offices in districts, towns, and municipalities have actively reported and provided guidance to the district-level People's Committees on a regular basis, issuing documents to urge and directly engage with units that have delayed Social Insurance payments within their areas.

As of now, the City's Social Security office and the Department of Labor, Invalids and Social Affairs have forwarded recommendations for prosecution to investigative authorities for 07 units, with a total overdue amount at the time of the recommendation exceeding 118.6 billion VND. Among these, 05 units have partially rectified the issue, totaling over 13.1 billion VND.

During the working session, the delegation from VSS also listened to various matters related to the collection and expansion of Social and Health Insurance participants, as well as the advantages and challenges in implementation from the leadership of Long Bien district, the leaders of the Management Division of Collection, Records, and Cards, and the Communication Division. Particularly, the leadership of Thuong Tin district shared practical experience in coordinating with collection service organizations, effectively managing voluntary Social and Health participants, and households enrolled in Health Insurance.

Addressing the difficulties in expanding the Social Insurance and Health Insurance participants, Deputy Director General Tran Dinh Lieu instructed the City's Social Security office to concentrate all available resources and devise effective implementation scenarios to achieve the targets set by the City's People's Committee, VSS, and the Prime Minister for the final 5 months of 2023. This includes organizing meetings within the district-level steering committees to clearly assign functions and specific tasks for each member to achieve effectiveness in expanding Social and Health Insurance coverage across the area.

Furthermore, there should be intensified efforts in communication, enhancing the quality of collection service organizations, providing training on skills and professional knowledge related to Social and Health Insurance, and improving communication skills for the staff of these organizations.

The Deputy Director General also instructed the Collection - Records Division to develop a model conference with specific steps to ensure uniformity throughout the entire system, aiming to attract potential participants and beneficiaries of Social and Health Insurance policies./.
