Over 40,000 children be registered for birth certificates, permanent residency and interlinked health insurance cards

Vietnam Social Security (VSS) has recently submitted a report to the Government Office on the summary of implementing two groups of interlinked administrative procedures. These groups include birth registration, permanent residency registration, and health insurance cards issuance for children under 6 years old, as well as death registration, removal of permanent residency registration, and support for funeral expenses and burial allowances.

According to the implementation of Decision No. 06/QD-TTg dated January 6, 2022 by the Prime Minister approving the Scheme for developing population data, identification, and electronic authentication for national digital transformation in the period 2022-2025, with a vision towards 2030 (referred to as Scheme 06), coordinating the implementation of the aforementioned two groups of interlinked administrative procedures was a task.

To fulfill this task, the VSS has reviewed and issued amended decisions, supplemented business process procedures, actively coordinated with the Ministry of Public Security, the Government Office, and relevant ministries and departments to adjust and upgrade software, share and connect with the interlinked Public Service Software (PSS) , and provided training for the Hanoi Social Security Office and the Ha Nam Social Security Office to serve the implementation as pilot locations.

As of June 22, 2023, the Social Security Office in two pilot locations has received and processed 40,338 applications for issuing health insurance cards for children under 6 years old, as well as 1,403 applications for funeral expense support, all through the interlinked PSS system.

The implementation of interlinked administrative procedures has brought benefits to both citizens and state agencies. For citizens, they only need to provide their information once to handle three administrative procedures, reducing paperwork, processing time, and travel time. For the Social Security OfficeS, it helps alleviate the workload at the front offices of the units, enabling faster, more convenient, and efficient work processes. It promotes transparency in handling social and health insurance policies and enhances the quality of public services. For state agencies in general, it fosters coordination and cohesion among different units and departments in dealing with citizen-related administrative procedures; enhancing the management efficiency of state agencies, which serves as a foundation for further research and implementation of other groups of interlinked administrative procedures by ministries, departments, and localities.

During the pilot phase, in preparation for nationwide implementation of the two groups of interlinked administrative procedures, the VSS organized surveys and evaluations of the implementation in Ha Nam (April 12, 2023) and Hanoi (April 13, 2023). Additionally, specialized units were assigned to assess and review the pilot processes, compare them with the procedures outlined in Circular No. 2084/VPCP-KSTT, and make necessary adjustments, software upgrades (if needed), and provide training for the staff of the Social Security Office in provinces and cities…

VSS Leaders conducts an inspection of the implementation of the two groups of interlinked administrative procedures at Hanoi Social Security Office

VSS has issued the Electronic Interlinked Procedure for handling the administrative group "Death registration - Removal of permanent residency registration - Funeral expense support" on Decision No. 706/QD-BHXH dated May 19, 2023. The interlinked procedure for "Birth registration - Permanent residency registration - Issuing health insurance cards for children under 6 years old" in Decision No. 976/QD-BHXH dated June 12, 2023.

On June 12, 2023, VSS completed the software upgrade and configuration of the PSS, and issued Circular No. 1205/CNTT-PM to inform the Social Security Offices in provinces and cities about the software upgrade for the implementation of the interlinked administrative procedures.

On June 22, 2023, VSS organized an online conference to provide training on the implementation of the two groups of interlinked administrative procedures for the Social Security Offices of provinces and cities. It aimed to to ensure consistent and effective implementation nationwide, enhance the quality of services provided to citizens, and meet the objectives and requirements set by the Government and the Prime Minister.
