VSS’ Deputy Director General Chu Manh Sinh meets with Ha Giang Social Security Office

On the afternoon of June 23rd, Deputy Director General of Vietnam Social Security (VSS), Chu Manh Sinh, had a working session with the Ha Giang Social Security Office to review the results of the first six months' tasks and discuss the direction of activities for the remaining six months of 2023. The working session was attended by representatives of the leadership from several units under VSS.

During the working session, the representatives of the Ha Giang Provincial Social Security Office reported that as of June 20th, 2023, the total number of social and health insurance participants in the province was 870,463, reaching 98.11% of the allocated target set by VSS. The health insurance coverage rate reached 97.28% of the province's population, meeting the target coverage rate according to Decision No. 546/QD-TTg dated April 29th, 2022, of the Prime Minister assigned to Ha Giang Province in 2023. The healthcare services were implemented in a timely manner, ensuring the rights and benefits of the participants, and the management and control of healthcare expenses were maintained. The social insurance inspection and supervision work achieved 55.8% of the plan assigned by VSS, marking an 11.4% increase compared to the same period in 2022. The administrative reform, IT application, and digital transformation in the implementation of tasks within the sector received considerable attention and were implemented vigorously under VSS’ direction. Currently, the integration and verification of the social and health insurance participant database with the National Population Database have been fully deployed, reaching 92%, a 12% increase compared to the end of 2022. All healthcare facilities in the province (213 out of 213) required patients to use the Citizen Identification Card for health insurance procedures. The resolution of social security policies was always accurate and timely, contributing to social stability and ensuring social security policies in the locality.

Besides the achieved results, Director Nguyen Thi Thanh Huong of the Ha Giang Social Security Office also acknowledged the existence of several challenges in implementing social and health insurance in the area. These challenges include the slow and unstable growth of the coverage rate of social and health insurance, increasing difficulties in expanding mandatory social insurance and voluntary social insurance, a growing trend of individuals discontinuing their voluntary social insurance participation, delayed and inadequate collection and debt recovery efforts in some units, resulting in an increasing number of overdue social insurance premiums payments that significantly affect the rights of workers; a significant increase in the number of healthcare visits and healthcare expenses covered by health insurance in the first six months of the year; the issue of fraud and falsification of documents to exploit and fraudulently claim social insurance benefits is also becoming more complex, creating difficulties in processing and resolving social insurance cases.

In response to this situation, the Ha Giang Social Security Office has proactively and concentrated all available resources. They closely adhere to the guidance of the VSS, the Provincial Party Committee, the People's Council, and the People's Committee. They have established close coordination with various departments, sectors, and local authorities, and implemented multiple measures to effectively carry out the assigned tasks, contributing to ensuring social security and promoting socio-economic development in the province.

In the guidance speach, Deputy General Director of the VSS, Chu Manh Sinh, highly appreciated and praised the overall efforts made by the officials and staff of the Ha Giang Provincial Social Security Office. He emphasized that Ha Giang is a unique province located in the northern mountainous border region of the country, where 19 ethnic groups coexist. Therefore, the achievement of sustainable social security goals is one of the crucial task. Deputy General Director Chu Manh Sinh expressed his desire that the Ha Giang Provincial Social Security Office continues to promote the spirit of solidarity, with all officials and staff devoted to their profession, ensuring social security throughout the province.

In terms of direction and tasks for the future, the Deputy General Director has requested the Ha Giang Provincial Social Security Office to focus on the following key tasks:

1. Continuously carry out advisory work and proposals to the Provincial Party Committee, People's Council, and People's Committee in the implementation of Central Resolutions on social and health insurance policies. At the same time, closely coordinate with departments, sectors, and local authorities to effectively implement social and health insurance policies in the province.

2. Strengthen support from the Party committees and local authorities, and collaborate with departments, sectors, and organizations to enhance public awareness of the responsibilities and rights of social and health insurance participants. Continue to develop the number of voluntary social insurance participants

3. Intensify the application of measures to control and closely manage the health insurance fund, ensuring accurate and sufficient expenditures while safeguarding the full rights of health insurance participants.

4. Enhance specialized inspection activities regarding social, health, and work accident insurance, both planned inspections and surprise inspections at labor-using units and healthcare facilities. Continue to urge units to implement conclusions from inspections and examinations. Ensure efficient citizen reception, resolve complaints and denunciations within the authority.

5. Continue the successful implementation of administrative procedure reform, promote the application of information technology in operational activities, closely manage beneficiaries, innovate service delivery and payment methods through public service organizations, and expand non-cash payment as directed by the Government. Tighten the management of short-term social insurance benefits, one-time allowances, and work accident compensation payments.

6. Ensure timely completion of assigned tasks according to functions and responsibilities. Implement clear delegation and assignment of responsibilities, processes, and accountability, with clear identification of individuals and results. Foster the leadership responsibility of the agency's leaders. Proactively concentrate efforts to achieve comprehensive and surpassing targets for 2023.

Furthermore, many collectives and individuals from the Ha Giang Provincial Social Security Office were awarded the Government's Emulation Flag, the Prime Minister's Commendation, and the Emulation Flag of the VSS for their excellent performance in fulfilling their duties.

During the working session, Deputy General Director Chu Mạnh Sinh also issued a decision from VSS’ General Director appointing Mr. Đỗ Anh Tuấn, Head of the Inspectoration Division of the Ha Giang Provincial Social Security Office, as the Deputy Director of the Ha Giang Provincial Social Security Office, effective from July 1, 2023.
