Vietnam Social Security: Promoting the Application of Information Technology in Administrative Procedure Control and Implementation

The application of Information Technology (IT) in administrative procedure control and the implementation of electronic administrative procedures at Vietnam Social Security (VSS) has achieved remarkable results in the second quarter of 2023.

According to the report from VSS, in the second quarter of 2023, VSS actively coordinated with the Ministry of Public Security, the Government Office, and relevant ministries and sectors to implement adjustments and upgrades to the operational software (Receiving and Managing Records; Policy Approval; Contribution Collection, SI Book – HI Card Management), sharing and connecting with the interoperability Public Service software, to meet the requirements for issuing health insurance cards to children under 06 years old and processing funeral allowance for beneficiaries under the interoperability Public Service groups.

Continuing the collaboration with the Police Department for Administrative Management of Social Order (C06) - Ministry of Public Security, Vietnam Social Security (VSS) to utilize household data from the National Population Database to implement the E-government Services for Household Health Insurance registration and Voluntary Social Insurance registration.

VSS has successfully implemented remote digital signature integration for organizations and individuals, enabling them to register and use digital signatures on mobile devices to conduct administrative procedures and public services provided by VSS. Currently, VSS is integrating the One-time social insurance settlement via Public Service (excluding objects under the management of the Ministry of National Defense) as issued on Decision No. 3612/QD-BHXH dated December 9, 2022, regarding the one – time social insurance settlement process, which applies the pilot authentication through digital signatures integrated into the mobile application according to Decision No. 422/QD-TTg.

As of now, VSS has integrated and provided 20 online public services on the National Public Service Portal. As of June 14, 2023, the following services have been processed: 268 turns of reissuing damaged or lost health insurance cards; 13,097 turns of household-based health insurance card extensions; 2,070 turns of voluntary social insurance enrollment; and 232 turns of mandatory social insurance enrollment on the National Public Service Portal.

In addition, VSS has integrated and provided 07 individual public services on the VssID application: (1) Reissuance of Social Insurance book without changing information; (2) Reissuance of damaged or lost Health Insurance card; (3) Transfer of the area for pension and social insurance allowances; (4) Change of payment method or beneficiary information for Social Insurance regime; (5) Registration of electronic transaction accounts for children; (6) Covid-19 support under Decree 116/ND-CP; (7) Delegation of receipt for various Social Insurance regimes and unemployment benefits. As of June 14, 2023, the entire industry has approved over 29.2 million personal electronic transaction accounts (used for logging in and using the Public Service Portal of VSS and VssID application).

Implementing the Prime Minister's Directive No. 05/CT-TTg on February 23, 2023, regarding the continued promotion of the Project on Developing Population Data, Electronic Identification, and Authentication to Serve the National Digital Transformation Phase 2022-2025, Vision to 2030, in various ministries, industries, and localities in 2023 and subsequent years; following the Official Letter No. 1753/BNV-CCVC on April 19, 2023, from the Ministry of Home Affairs on the implementation of VNeID installation and level 2 electronic identification, VSS has issued a document requesting its affiliated units and provincial social security offices to implement the installation of the national VNeID electronic identification application and level 2 electronic identification on VNeID. Accordingly, it is required that 100% of the personnel in the One-Stop Section must carry out level 2 electronic identification to facilitate the process of receiving administrative procedure records in cases citizens present their identity cards through the VNeID application.
