Hai Duong Social Security Office implements and develops VssID app effectively and innovatively

As of June 30, 2023, Hai Duong Social Security office has successfully guided the installation and approved the use of 108,724 VssID accounts, achieving 103.14% of the assigned plan by the Vietnam Social Insurance. Throughout the province, there have been 75,273 citizens using the Health Insurance card application on VssID to access medical examinations and treatments at healthcare facilities.
To achieve these remarkable results, Hai Duong Social Security office has actively implemented various popular solutions and promoted the installation of the VssID application among the public. They have focused on intensifying communication efforts, raising awareness, and providing guidance on installing VssID for social and health insurance participants.

The province's Social Security office has provided advice to the Provincial People's Committee to issue directives to various provincial departments, boards, and sectors, political and social organizations, enterprises, and residents within the province, urging them to install and use the VssID application. The Agency have launched a competitive movement in 2023, involving all officials, employees, and workers within the social insurance system of the province, setting targets for each district's Social Security Office to achieve on a monthly and quarterly basis.
Furthermore, the Social Security Security has organized installation instructional programs for different participant groups, such as workers in business units, students, beneficiaries of social insurance, and training sessions specifically for employees of the collection service organizations, teachers, and district officials. During policy dialogues and conferences related to social, health, and unemployment insurance with workers and employers, the provincial Social Security Office consistently dedicates time to promote and guide the registration and use of the VssID application. At pension and social insurance allowance payment centers, they have designated personnel to directly communicate with beneficiaries, instructing them how to register and use the VssID application and how to use the digital health insurance card within the VssID app for medical check-ups and treatments instead of the paper-based health insurance card.

The provincial Social Security Office regularly disseminates information through various mass media channels and social networking platforms such as Zalo, Fanpage, and the provincial Social Security Office's website. They also provide support through the provincial Social Security Agency's hotline to advise and assist users facing issues related to installation, usage, and inquiries, such as password recovery and information retrieval.
Moreover, at the district-level Social Security Offices, there are creative and effective approaches in place. For instance, 100% of the district-level Social Security Offices implement the following measures: For mandatory social insurance participants, the district Social Security Office notifies each agency and business about workers who have not installed the VssID application. They assign staff to cooperate with these entities to provide guidance on installation, which enables the workers to access their monthly participation history and contribution status, allowing them to closely monitor their own participation.
In Thanh Mien district, the Social Security Office has signed a coordination regulation with the district Health Center for the 2023-2025 period, which outlines specific targets. For individuals visiting the district Health Center for medical examinations but have not installed or used the VssID application, they aim to ensure that at least 15% of them receive guidance and installation assistance for using VssID as a replacement for the traditional health insurance card. Additionally, at the commune-level health stations, they strive to install the application for 30 people per month.
Catering to the "difficult to implement" target group, such as students and young children in kindergarten schools, the Social Security office of Chí Linh City and Kinh Môn Town have advised the local People's Committees to issue directives to relevant units. They actively cooperate with the Education Department, schools, and educational facilities within their respective areas to guide individuals and parents of students in installing the VssID application. The Education Department has established Zalo groups with members including school principals and vice principals, requiring weekly and monthly progress reports.
For voluntary social insurance participants, family health insurance, and employees of collection service organizations in Thanh Hà district, they are promptly instructed to install the VssID application right after paying their contribution premiums. This allows participants to track their voluntary social insurance progress and contributions.
These solutions and methods demonstrate that Hai Duong Social Security Office has concentrated its resources to organize effective communication, guidance, registration, and approval of VssID accounts. This facilitates easy and fast access for social, health, and unemployment insurance participants to use the VssID application conveniently.
