The purpose is to continue the communication and dissemination of health insurance policies and laws, encourage and mobilize people to participate in health insurance towards achieving universal health insurance coverage, ensuring that all citizens are managed and receive healthcare, and ensuring equality in rights and obligations in health insurance participation and accessing healthcare services.

At the same time, it aims to raise awareness and responsibilities of health insurance officials, healthcare personnel, and staff in the health sector. The Ministry of Health requests the Provincial People's Committees under the Central Government to direct the Department of Health, the Department of Information and Communications, the provincial Social Security office, and other relevant departments and agencies to enhance communication and dissemination activities on health insurance policies and laws in commemoration of Vietnam Health Insurance Day on July 1, 2023, with the theme "Strict implementation of the Health Insurance Law towards the goal of universal healthcare coverage and comprehensive health insurance."

Accordingly, the Ministry of Health proposes that the Provincial People's Committees under the Central Government direct the Department of Health and the Provincial Social Security office to coordinate with relevant departments and agencies to organize communication and dissemination activities on health insurance in conjunction with the implementation of Decision No. 546/QD-TTg dated April 29, 2022, by the Prime Minister on the targets for health insurance coverage in the 2022-2025 period.

The Department of Health is tasked with directing healthcare facilities within their jurisdiction to strictly comply with the laws and regulations regarding health insurance, including medical examinations and treatments. They should enhance inspections and checks to prevent abuse and misappropriation of the health insurance fund, and improve the quality of healthcare services to meet patient satisfaction, while using the fund efficiently.

The Department of Health, in coordination with the Provincial Social Security office, should carry out communication activities in commemoration of Vietnam Health Insurance Day on July 1, 2023, using appropriate forms based on the local conditions, such as symposiums, news releases, articles, and documentaries in various media outlets. They should also display banners and posters conveying the following key messages:

• Strict implementation of the Health Insurance Law to ensure social security and sustainable development.
• Participating in health insurance is the responsibility and right of every individual, family, organization, and community.
• Improving the quality of health insurance healthcare services to meet patient satisfaction and achieve comprehensive healthcare coverage.
• Participating in health insurance to take care of personal health, family, and the community.
• Health Insurance is a social security policy implemented by the state.
• Implementing health insurance for the whole family to take care of the health of every family member.
