PM orders relevant ministries, agencies to focus on four priorities in digital transformation implementation

Prime Minister Pham Minh Chinh ordered relevant ministries and agencies to focus on four priorities in the implementation of digital transformation on July 12.

PM Chinh made the order when he chaired the online national conference to review the implementation of national digital transformation in the first six months of this year as well as the Project on developing and applying the population data and electronic identification and authentication to serve national digital transformation in the 2022-25 period, with a vision towards 2030.

The four priorities consist of database development, which is a national resource and both necessary and urgent; promoting online public services for people and businesses; development of digital platforms; ensuring network security and information safety; focusing on reform, building more competitive institutions, removing bottlenecks and difficulties in the implementation process, he said.

The PM also said that digital transformation is an inevitable requirement, so the country must overcome barriers and bottlenecks, breakthrough more to bring practical benefits to the people and the country, contributing to national development, industrialisation and modernisation.

He said the digital economy is an important driving force for the country's economic development; digital society is one of the foundations of Vietnamese society; and digital culture is an important part of a culture imbued with Vietnamese national identity.

Thus, it should harmonise the interests of the State, people and businesses when operating them, Chinh said.

It must also be implemented in a humane, people-pleasing manner, he said.

It has to mobilise resources and participation of the whole political system, people, and businesses to operate the digital economy, society and culture, he said.

The formation of the National Data Centre, chaired by the Ministry of Public Security, is an important solution to promote the formation, connection and sharing of national databases in the future, he said.

He also requested the relevant ministries and agencies to promote decentralisation; individualisation of responsibilities; allocation of resources; highlighting the responsibility of the head in the implementation of the project in particular and national digital transformation in general; develop a mechanism to monitor and supervise the implementation of the National Population Database; promote the spirit of innovation, dare to think, dare to do for common interests.

Regarding the key tasks, he told the relevant ministries and agencies to be drastic in directing and operating, creating a strong breakthrough in the implementation of the project, with the motto, “the national digital transformation is a very large and strategic job, but it must start with specific actions and goals”.

He required that the ministers, heads, secretaries, chairmen of People's Committees at all levels must make greater efforts, give drastic direction, and create unity of awareness and action in the whole political system in implementing the national digital transformation.

The relevant ministries and agencies were tasked to continue to improve the efficiency of online public service implementation to create the most favourable conditions for people and businesses; deploying the two online public services groups of birth registration - permanent residence registration - issuance of health insurance cards for children under six years old; death registration - deletion of permanent residence registration - funeral allowances across the country, he said.

He said 2023 is the year of "Creating and exploiting data to create new values" with the main task of digitising, building, connecting and sharing data among ministries, sectors and localities; protecting personal data; exploiting and using data to better serve the people and businesses.

He said with the participation of the whole political system, the response of the people and the business community, the national digital transformation and the project will be successfully operated at the national level, promoting the development of digital government, digital economy, digital society and digital citizens.

A report from the Ministry of Information and Communications showed that in the first six months of the year, the Government, the Prime Minister, ministries, sectors and localities have shown their determination to perfect institutions to create a legal corridor to help create development for the digital space, solve problems arising from the practice of digital transformation to boost rapid digital transformation in Viet Nam.

National and specialised databases have been enhanced to be built, connected and shared.

The national database on population has connected, shared, and authenticated among 13 ministries, 63 localities, four businesses, creating many utilities and practical services for the people and businesses, such as integrating chip-base identity cards with health insurance cards (over 95 per cent of medical facilities applied the integration); and authenticating 41 million pieces of banking information.

The national database on cadres, civil servants and public employees has been deployed to connect and share data on a national scale with rapid progress (reaching about 95 per cent of agencies and units within six months).

The provision of online public services on the National Public Service Portal has changed markedly. There have been nearly 8 million accounts and 20.7 million records submitted on the portal so far.

Thirty-five out of 53 essential online public services have been run in the portal, helping to save over VND2.5 trillion (US$105.7 million) each year.

The police sector has brought 227 public services to the electronic environment and successfully piloted the two online public services groups of birth registration - permanent residence registration - issuance of health insurance cards for children under six years old; death registration - deletion of permanent residence registration - funeral allowances in Ha Noi and Ha Nam./.
