VSS holds online conference on interconnected administrative procedures

On June 22, Deputy General Director of Vietnam Social Security (VSS) Chu Manh Sinh chaired an online conference entitled The whole security sector embarks on the two groups of interconnected administrative procedures: Birth registration, permanent residency registration, and health insurance card issuance for children under six years old; and Death registration, removal of permanent residency registration, and funeral allowance.

Representatives from the Government Office, Ministry of Public Security, and VSS’ relevant units, members of the Working Group of Project 06 attended the conference from the VSS’ headquarters in Hanoi. The event also witnessed the attendance of leaders of provincial and municipal social security offices and heads of the social security offices’ relevant units and was connected to district-level social security agencies nationwide.

In his opening remark, VSS Deputy General Director Chu Manh Sinh highlighted the importance of population data to the authentication, connection and exploitation of data to effectively serve socio-economic tasks, ultimately enabling the people to declare information to State bodies once for all administrative procedures. Well implementing this practice will bring great benefits to the nation, helping cut costs, and facilitating individuals and enterprises.

Currently, the social security sector is serving the largest number of people as compared to other sectors and ministries (about 90 million), thus, the connection and exploitation of population data is of significance, ensuring timely, rapid and precise authentication of information in the settlement of administrative procedures and the management of changes in the number of social insurance, health insurance and unemployment insurance participants and beneficiaries of these policies.

Over the past time, to successfully implement Project 06 (Project 06 is the short name for the Prime Minister’s Decision No 06/QD-TTg dated January 6, 2022 approving the Scheme on enhancing the application of population, identification and authentication data for national digital transformation in the 2022-25 period, with a vision to 2030) the Government and Prime Minister have directed and mobilised the joint efforts of the whole political system, especially heads of ministries, sectors, departments and localities and the participation of organisations, enterprises and people. The Vietnam social security industry immediately established the Working Group to carry out Decision No 06/QD-TTg. Also, the party delegation to VSS introduced Resolution No 362-NQ/BCSĐ dated May 12, 2023 on strengthening the implementation of the “Scheme on enhancing the application of population data, electronic identification and authentication for national digital transformation in the 2022-25 period, with a vision to 2030”. Concurrently, VSS directed provincial and municipal social security offices to set up their own Working Group to build plans for implementing the Project 06.

“Among 25 essential procedures related to the people, the Vietnam social security industry is responsible for four tasks of significance to ensuring social security, which are:  Interconnecting birth registration, permanent residency registration, and health insurance card issuance for children under six years old; Interconnecting death registration, removal of permanent residency registration, and funeral allowance; Integrating the deduction of payment for renewal of household-based health insurance premiums; Jointly providing information about the social insurance participation for the labour sector to settle unemployment benefits on the National Public Service Portal,” said Deputy General Director Chu Manh Sinh said.

Accordingly, VSS has so far completed technical procedures for the implementation of these tasks. The two interconnected administrative procedures of birth registration, permanent residency registration, and health insurance card issuance for children under six years old; and death registration, removal of permanent residency registration, and funeral allowance were completed in 2022 and closely follow the Government Office’s implementation process. It can be said that they are ready for a nationwide implementation.

“Such outcomes have been impossible without the joint efforts of VSS, Ministry of Public Security, Government Office, Ministry of Justice, Ministry of Labour, Invalids and Social Affairs and the People’s Committees of Ha Noi and Ha Nam Province,” said Sinh. “After eight months of pilot implementation in Ha Noi and Ha Nam Province, social security offices have received and dealt with thousands of dossiers to provide health insurance for children under six years old and funeral allowance for labourers’ families.”

Under the general direction of Prime Minister, ministries and sectors need to proactively complete their own information system to satisfy requirements for the interconnection of these two administrative procedures; and provide professional instructions for their staff, and labourers in settling administrative procedures before they are officially applied nationwide. 

“Therefore, VSS holds this online conference to ensure the consistency, efficiency and improved quality of services once these two administrative procedures are implemented nationwide,” said the Deputy General Director.

He requested units under VSS to provide detailed and specific instructions on the process of implementing these two interconnected administrative procedures, especially lessons of experience and solutions withdrawn from the pilot implementation in Ha Noi and Ha Nam to ensure feasibility when they are carried out nationally.

Speaking about the necessity of implementing these two groups of interconnected administrative procedures, Deputy Chief of Office of VSS Nguyen Thi Huong said, per the Prime Minister’s Decision 06, these procedures are significant to each person since s/he was born and their entitlement to basic healthcare (health insurance) and funeral allowance (when they die). These are administrative procedures that record a person’s important milestones and are archived in the National Population Database. These procedures are of great public concern, thus the implementation involves a large number of people across all localities. As the body implementing social insurance and health insurance policies, VSS has actively provided services related to these two interconnected administrative procedures.

Huong said the interconnected administrative procedures are of great significance to both the people and State management bodies. The people only need to declare information once for all three administrative procedures, which helps cut paper works and simplify procedures whilst saving travel time and settlement time. For the State management bodies, the practice helps cut costs, reduce misinformation and fake dossiers, and improve services quality.

On the occasion, a representative from the Department of Contribution Collection – Social Insurance Book and Health Insurance Card presented processes of receiving and settling interconnected administrative procedures related to birth registration, permanent residency registration, and health insurance card issuance for children under six years old in line with VSS’ Decision No 976/QĐ-BHXH dated June 12, 2023.

The Department of Social Insurance Implementation presented processes of settling interconnected administrative procedures related to death registration, removal of permanent residency registration, and funeral allowance per VSS’ Decision No 706/QĐ-BHXH dated May 19, 2023. The Information Technology Centre presented information related to upgraded software for the implementation of these two interconnected administrative procedures.

Representatives from Ha Noi and Ha Nam social security offices shared lessons of experience learnt from the pilot implementation of the two interconnected administrative procedures.

A representative from the Ministry of Public Security asked VSS and the ministries and departments concerned to continue providing professional training for staff directly involved in the implementation of these procedures in localities to ensure a smooth implementation nationwide.

Wrapping up the event, Deputy General Director Chu Manh Sinh said social security offices needed to establish task forces to support local people in implementing the two interconnected administrative procedures and to increase communications with VSS’ professional units to timely untie barriers. Additionally, VSS’ Task Force should also set up groups to exchange and share experience and documents with provincial and municipal social security offices.

“During the process of implementation, professional units and social security offices must demonstrate responsibility and seriously follow VSS’ directions and processes, to timely serve the people and improve service quality,” said the Deputy General Director.
