Deputy PM orders ministries, sectors, localities to drastically implement project 06

All ministries, sectors and localities were told to drastically implement the project on developing and applying the population data and electronic identification and authentication to serve national digital transformation (Project 06).

Thus, heads of the ministries, sectors and localities have to actively change their mindset to effectively solve bottlenecks when implementing Project 06, Deputy Prime Minister Tran Hong Ha spoke at a briefing with the ministries and sectors on removing difficulties and obstacles in the implementation of the project 06 on the afternoon of June 14 in Ha Noi.

Ha said it is necessary to reduce, simplify and digitise administrative procedures. The Government Office and the Ministry of Justice need to be more proactive in adjusting legal documents related to the implementation of project 06.

“All procedures that cause obstacles and difficulties for people must be cut," he said.

He urged the ministries and sectors to quickly apply administrative processes into the digital environment.

Digital resources will continue to develop as we deploy online public services, he said.

He tasked the ministries and sectors to strictly handle documents via online public services.

He also requested the ministries and sectors to speed up the implementation of digital signatures on electronic devices such as mobile phones.

The ministries and sectors have to regularly inspect, urge and provide detailed instructions to departments and localities to ensure synchronous and effective implementation of the targets and requirements of Project 06.

Besides, the ministries and sectors were assigned to review available infrastructure, people and data; evaluate all online public services that have been provided, especially those that people use a lot, thereby focusing on further improving the quality of online public services to better serve people and businesses in the future, he added.

The ministries and sectors were required to finish before June 30 the evaluation of the pilot related to two groups of public services: birth registration - permanent residence registration - issuance of health insurance cards for children under six years old; and death registration - removal of permanent residence registration - funeral allowances.

He said the model of the two groups will be multiplied across the country.

At the briefing, Tran Van Son, Minister and Chairman of the Government Office reported the results of Project 06’s implementation, and noted the tasks that the ministries, sectors and localities have to ensure the effectiveness of Project 06.

Along with that, the pilot implementation’s results of two groups of public services will be soon summarised before being expanded across the country, he said.

He asked the ministries, sectors and localities to soon complete the information and data system to meet the interoperability requirements, handling documents and administrative procedures.

Speaking at the briefing, Lieutenant General Nguyen Duy Ngoc, Member of the Party Central Committee, Deputy Minister of Public Security, Standing Deputy of Project 06’s Working Group, said he highly appreciated the ministries, sectors and localities’ great efforts to implement the project over the past time.

The working group, as well as each individual in the group, are always ready to share and coordinate with ministries, sectors and localities to solve problems and difficulties in order to effectively implement the project’s tasks, Ngoc said.

Ngoc said that all relevant units agreed on a roadmap to implement the project, and all measures would be applied to finish the roadmap.

Ngoc also proposed Ha direct the implementation of training on online software, and public service, serving the entire people, ministries, sectors and localities.

At the briefing, the Ministry of Information and Communications reported on three contents related to technology, data mining, and ensuring security and safety according to guidance 1552, while a representative of the Ministry of Planning and Investment reported in detail the options for amending regulations on bidding and allocating public investment capital for the implementation of Project 06.

Relating to finance and investment issues, a representative of the Ministry of Finance reported on the arrangement of recurrent funding sources for Project 06’s implementation; and online public service provision.

Regarding the implementation of tasks following Directive No 05 of the Prime Minister, the Ministry of Health, the Ministry of Home Affairs, the Ministry of Labour, Invalids and Social Affairs, the Ministry of Natural Resources and Environment, the Ministry of Education and Training made its report in detail, all of them confirmed that they would finish assigned tasks as scheduled.

Project 06, approved by Prime Minister Pham Minh Chinh on January 6, 2022, is designed to create electronic identifications for all people whose personal information has been added to the national population database.

This information will include an identification number, medical insurance, social insurance, driving license, motorbike registration, certificate and degree.

The project will also encourage citizens to register and use their electronic identifications for administrative procedures and public services.
