Improving Citizen Welfare: Two Groups of Interconnected Administrative Procedures Set to Launch Nationwide

After a trial period in two localities, Hanoi and Ha Nam, these two groups of administrative procedures will be widely implemented nationwide, continuing to bring many benefits to the people.

The Vietnam Social Security (VSS) has just issued two Decisions No. 706/QD-BHXH and 976/QD-BHXH on the electronic interconnected process for handling groups of administrative procedures, including "Registration of Death - Removal of Permanent Residency Registration - Funeral Allowance"; "Birth Registration - Permanent Residency Registration - Health Insurance Card issuance for children under 6 years old" on the National Public Service Portal (NPSP), according to Decision No. 06/QD-TTg dated January 6, 2022 by the Prime Minister. After a trial period in Hanoi and Ha Nam, these two groups of NPSP procedures will be widely implemented nationwide, continuing to bring many benefits to the people.

People perform the electronic interconnected administrative procedures at the People's Committee of Tran Hung Dao Ward, Hoan Kiem District, Hanoi.

Specifically, the VSS has completed the process of electronic interconnected administrative procedures for "Registration of Death - Removal of Permanent Residency Registration - Funeral Allowance", which takes effect from June 15, 2023, in preparation for nationwide deployment. According to regulations, the order of execution of electronic interconnected administrative procedures for "Registration of Death - Removal of Permanent Residency Registration - Funeral Allowance" on the NPSP is carried out at the social security agency for deceased persons who fall into the following cases:

  1. Persons receiving monthly pensions or social insurance benefits;
  2. Persons who have reserved their social insurance payment time and have paid compulsory social insurance for at least 12 months;
  3. Voluntary social insurance participants who have paid voluntary social insurance for at least 60 months;
  4. Voluntary social insurance participants who have paid compulsory social insurance for at least 12 months or have a total period of paying compulsory and voluntary social insurance of at least 60 months;
  5. Persons who are waiting to reach the retirement age or receive monthly social insurance benefits;
  6. Persons aged 80 or older who are receiving monthly social assistance benefits.

Individuals who register for the death of persons falling into cases 1, 2, 3, 4, and 5 above will request the social security agency to resolve funeral allowances or transfer the death registration record to the relevant agency through the NPSP via the electronic interconnected administrative procedures software. The relevant agency will issue a Decision to stop the monthly social assistance benefits. Based on this, the social security agency will resolve funeral allowances or the procedure to stop the monthly social assistance benefits in accordance with regulations for these cases.

Ministries and departments are inspecting the pilot implementation of two electronic interconnected administrative procedures in Ha Nam province.

In addition, the VSS has completed the process of electronic interconnected administrative procedures for "Birth Registration - Permanent Residency Registration - Health Insurance Card issuance for children under 6 years old", which takes effect from July 1, 2023, in preparation for nationwide deployment. Accordingly, parents/guardians/relatives of children under 6 years old only need to complete the electronic interconnected registration form for birth registration, permanent residency registration, and issuance of health insurance cards for children under 6 years old on the NPSP. After receiving the electronic file from the electronic interconnected administrative procedures software, the social security agency will handle it in accordance with regulations. For valid files, the time to issue a health insurance card for children under 6 years old will not exceed 2 working days, from the date of receiving the electronic birth certificate and information, electronic data from the electronic interconnected administrative procedures software.

The resolution of electronic interconnected administrative procedures for the two groups of administrative procedures "Birth Registration - Permanent Residency Registration - Health Insurance Card issuance for children under 6 years old" and "Registration of Death - Removal of Permanent Residency Registration - Funeral Allowance" is very important. Its implementation benefits the people by reducing travel time and costs, as they only need to perform the procedures once but can solve 3 administrative procedures at the same time. At the same time, it helps state agencies, especially the VSS, to improve management efficiency, service quality, and ensure the rights and benefits of participants in social and health insurance policies, such as reducing costs for printing files, result resolution, and file transfer time; overcoming the problem of incorrect information, fake files, and simplifying administrative procedures./.

Previously, Vietnam Social Security actively coordinated with relevant ministries and departments to pilot two groups of electronic interconnected administrative procedures, "Birth Registration - Permanent Residency Registration - Health Insurance Card issuance for children under 6 years old" and "Registration of Death - Removal of Permanent Residency Registration - Funeral Allowance, supporting funeral expenses," in Hanoi and Ha Nam province. As of May 30, 2023, the social security agency in two localities has received and processed 34,004 requests for health insurance cards for children under 6 years old and 1,220 requests for funeral allowance through these two groups of electronic interconnected administrative procedures.
