Working group meeting on implementing Project 06 of Vietnam Social Security held in June 2023

On the morning of June 14th, 2023, the working group responsible for implementing Project 06 of Vietnam Social Security (VSS) held a meeting to review the progress of their tasks. Deputy Director General Chu Manh Sinh chaired the meeting as the head of the working group.
During the meeting, the members of the working group summarized the results of some tasks of the VSS up to June 2023 in the implementation of Decision No. 06/QD-TTg dated January 6th, 2022, approved by the Prime Minister for the Project on developing the application of data on population, identification, electronic authentication data for national digital transformation in the 2022-2025 period, with a vision toward 2030 (Project 06).
Overview of the meeting
Accordingly, in May and early June 2023, the VSS continued to actively coordinate with ministries and sectors in data sharing, providing online public services on the National Public Service Portal and the Industry's Portal, digitizing records, implementing biometric technology integrated with chip-embedded Citizen Identity Cards, and on the National Population Database; coordinating the implementation of electronic health records; interconnecting health examination data, birth certificates, and electronic death certificates through VSS’ infrastructure to serve the implementation of online issuance and renewal of driver's licenses and interconnection of public services under Project 06.
The Information and Communication Center, Social Security Magazine, and provincial social security agencies have increased their communication activities on the results of VSS’ Project 06 implementation, with a focus on communicating the benefits of implementing health insurance coverage using chip-embedded citizen identity cards to the public and health insurance facilities, creating consensus to effectively implement the policy, including the expansion of biometric authentication technology integrated into health insurance coverage with chip-embedded citizen identity cards. The VSS and the Ministry of Education and Training are developing coordination regulations and connecting data to serve the implementation of health insurance policies, including health insurance for students.
During the meeting, Deputy Director General Chu Manh Sinh acknowledged and evaluated the results of the VSS and the working group in implementing Project 06. The tasks assigned to the working group in one month were significant, with a lot of pressure, and the results achieved were very positive.
In the future, Deputy Director General Chu Manh Sinh stated that the working group has many important tasks that need to be implemented early and completed promptly. On February 23rd, 2023, the Prime Minister issued Directive No. 05/CT-TTg to continue to promote the implementation of Project 06 in the period of 2022-2025, with a vision to 2030 in ministries, sectors, and localities in 2023 and the following years. Deputy Director General Chu Manh Sinh assigned the members to urgently review the progress and results of VSS’s implementation according to this Directive; at the same time, advise and issue a plan to disseminate the contents of the Directive to all staff and workers in the Industry, creating favorable conditions for implementation. This task needs to be completed by the end of July 2023.
Regarding the task of reviewing, evaluating, and restructuring the processes of 53 essential online public services in Project 06 and Decision No. 422/QD-TTg of the Prime Minister, the VSS has six public services in this group. Currently, four of the Industry's public services have been fully integrated, while two have not been fully integrated yet: registration for health insurance for those who only participate in health insurance; and one-time settlement of social insurance benefits (experimental integration of digital signatures on mobile devices).

In terms of implementing biometric authentication technology on chip-embedded citizen identity cards at healthcare facilities, Deputy Director General Chu Manh Sinh urgently instructed the evaluation of the pilot results and transfer of the technology to the Ministry of Health for nationwide implementation. Regarding the application of biometric technology on chip-embedded citizen identity cards at the "One-Stop Shop" department of the VSS, members of the working group also researched and advised on the mechanism for expanding the implementation.
In terms of updating, cleaning, and authenticating information of participants with the national population database, Deputy Director General Chu Manh Sinh assigned the units in the working group to coordinate and organize direct surveys at facilities to consider specific cases of difficulties and find solutions, and replicate the process nationwide.
Regarding the two groups of interlinked administrative procedures: birth registration - residence registration - issuing health insurance cards to children under 6 years old; and death registration - removal of residence registration - funeral allowance, burial cost support, the VSS has issued procedures, and related units urgently organize training throughout the Industry, completing before June 25th, 2023.
Regarding the support for interlinking data of health check certificates for driving licenses, birth certificates, death certificates, the related units continue to monitor and promptly report to the head of the working group and provide information to the Ministry of Health for cases of slow or delayed data transmission to coordinate and urge. The coordination with the Ministry of Education and Training needs to be expedited to complete the connection and development of the coordination regulations. Communication activities on digital transformation and the implementation of Project 06 need to be further strengthened, researching and proposing for more in-depth contents, focusing on the experience and desires of citizens, workers, and businesses in using public services and digital utilities of the Industry./.
