Vietnam Social Security (VSS) has just issued document number 1263/BHXH-TĐKT to its affiliated units and social security agencies of provinces and cities under the central government to launch a movement to implement the registration, installation, and use of the VssID app in 2023.

To fulfill the targets set in Decision number 336/QĐ-BHXH dated March 13, 2023 by the VSS regarding the registration, installation, and use of the VssID app in 2023, the VSS General Director has launched a specialized emulation movement titled "Proactive, Creative, Flexible, and Effective in Implementing the Registration, Installation, and Use of VssID App in 2023".
Accordingly, the target is to have over 35 million people participating in social, health, and unemployment insurance to be registered, approved, installed, and use the VssID app by December 31, 2023. Among those, the coverage rate of VssID app for those who participate in social, health, and unemployment insurance at local labor departments should be reviewed and reach 100%. The target also includes achieving 100% voluntary registration of new social insurance participants and continuing to guide registration, installation, and use of the app to other target groups nationwide.

The target audience for the emulation movement is all employees and workers in the VSS. The emulation movement will run from May 5, 2023 to December 31, 2023 (with the target goals counted from January 1, 2023 to December 31, 2023).
The General Director requests that the leaders of affiliated units of the VSS and the directors of social security agencies of provinces and cities under the central government coordinate with the Party committees and organizations of the units to thoroughly disseminate the content of Decision number 336/QĐ-BHXH dated March 13, 2023 to all employees and workers in the units.
Moreover, they must actively consult and closely coordinate with the Party committees, government authorities, ministries, departments, and organizations at the central and local levels to organize the emulation movement to ensure that the movement achieves its objectives, requirements, progress, timeline, and assigned targets.
It is crucial to proactively grasp and propose solutions, innovations, and participating in dialogue to address any obstacles that arise during the process of organizing and implementing the registration, installation, and use of VssID app, based on feedback from app users.
Upgrade and add features to VssID app to better suit users, especially features such as real-time notifications of social, health, and unemployment insurance payments; late payment amounts for social, health, and unemployment insurance; benefits received by employees; and health insurance history of participants. Develop a feature for participation and benefits on the VssID app, as well as propose the development of additional utilities on the app for users to create and manage documents and transactions with social insurance agencies, in order to encourage app usage.
Review and list local labor departments regarding the registration, installation, and use of VssID app for employees, for both registered and unregistered users. Implement synchronized and effective solutions and proactively choose deployment methods for multiple groups of participants simultaneously or one group at a time to achieve the targets set in Decision number 336/QD-BHXH dated March 13, 2023.
Enhance communication about VssID app and its benefits beyond the app's features, as a tool to monitor social, health, and unemployment insurance participation of employees. Diversify communication content and open communication sections about the practical significance and outstanding utilities of the app. Develop plans and solutions for communication to different groups of participants.
Regularly monitor, inspect, and urge the progress of target implementation on a monthly, quarterly, and annual basis in localities, and to promptly report any difficulties or obstacles regarding VSS (Customer Care Center) to compile leadership reports for the industry's consideration and direction.
Encourage and promptly reward teams and individuals with outstanding achievements in the emulation movement, units will select outstanding teams and individuals who have completed targets on schedule to recommend to the VSS General Director for rewards or commendations according to specific criteria during interim and final reviews of task performance./.
