Voters, people acknowledge Government’s great efforts in ensuring social security, administrative reform

Voters and people acknowledged the great efforts of the Government as well as the Prime Minister in strengthening administrative reform, promptly handling a number of consequences after the COVID-19 pandemic, initially removing difficulties in health, education and training, and ensuring social security.

Chairman of the Central Committee of the Việt Nam Fatherland Front Do Van Chien presented a report, which summarised opinions and recommendations of the voters and the people, at the 23rd session of the National Assembly Standing Committee in Hà Nội on the morning of May 10. The session was chaired by National Assembly Vice Chairman Tran Quang Phuong.

The report will be submitted to the fifth plenary session of the 15th National Assembly (NA) which is scheduled to open on May 22 and close on June 20 or June 21.

Chien said the voters and the people have also expressed confidence in the important results achieved in Party building and rectification, particularly in anti-corruption and anti-bribery efforts.

The voters and the people praised the NA for organising extraordinary meetings to discuss and decide on the country’s crucial issues related to policies on socio-economic recovery and development, law-making and human resource development, he said.

Besides, the Government and the Prime Minister were assessed to make efforts to propose to the NA to approve credit, tax and labour support policies in industrial parks, he said.

The Government's Standing Committee already established many working groups to remove difficulties in economic recovery and development, and disburse public investment capital, he said.

The NA Standing Committee also directed the organisation to collect extensive opinions from the public regarding the amended Land Law, he said.

Worries and recommendations

However, there are still many issues that the voters and the people worry about, he added.

The production and business of many businesses have faced difficulties, the income of labourers in many industries and occupations has decreased quite seriously, and the lives of many people have not been stable after the pandemic, he said.

“If the situation continues, life will be harder,” he said.

The price of raw materials for agricultural and forestry production has been increasing while agricultural product consumption has faced difficulties, purchasing power has decreased, and many agricultural products cannot be consumed, significantly affecting production and people's lives, he said.

Many people face risks when depositing their savings and buying bonds although authorities and the State Bank of Viet Nam have issued guiding documents, requesting to ensure the interests of customers, the voters and the people, he said.

The voters and the people are concerned about organised, transnational, foreign-led fraud through calls and texting such as loan sharks, gangster debt collection or pretending to be law enforcement agencies to defraud people and appropriate large amounts of money, causing many unpredictable consequences for society, he said.

Therefore, the Presidium of the Central Committee of the Viet Nam Fatherland Front proposed to the Party and State to direct relevant agencies to research, issue policies and solutions to support, remove difficulties; restore production for enterprises soon; promote economic growth; stabilise jobs and ensure incomes of labourers in industrial zones, agricultural and rural areas.

The solutions should be suitable and feasible, both ensuring stability for the development of the country while also safeguarding the interests of those who have invested in real estate, bonds, savings, and insurance.

In addition, the Presidium of the Central Committee of the Việt Nam Fatherland Front recommended that legal documents be studied and promulgated to prevent and address situations where some cadres, civil servants, public employees, and competent individuals avoid taking responsibility, prioritise their personal safety over their duties, and fail to solve problems, ultimately leading to stagnation that affects the production and business of enterprises and people's lives.

NA Standing Committee’s comments

Also at the session, members of the NA Standing Committee recognised and highly appreciated the report of the Central Committee of the Viet Nam Fatherland Front. The report showed meticulous preparation, collecting data on many outcomes and issues that the voters and the people pay attention to.

However, NA Permanent Vice Chairman Tran Thanh Man suggested that the report should be reviewed so that the content is coherent and logical in order to clearly show that this is really the voice of the voters and the people.

Speaking at the session, Vu Hong Thanh, Chairman of the NA’s Committee for Economic Affairs pointed out that the stamina of businesses is being "eroded" after the pandemic, and it is necessary to take measures to support and remove obstacles for businesses to access capital to recover and develop.

Thanh also said that it needs to promptly implement solutions to improve the business investment and environment; simplify administrative procedures; adjust technical standards on fire prevention to properly handle wrongdoing, and create conditions for enterprises to maintain production, expand and develop.

NA’s Ombudsman Committee report

During the morning session of the same day, the NA Standing Committee also reviewed the report of the NA’s Ombudsman Committee on monitoring the results of settlement and response to voters' petitions, which was sent to the fourth session of the 15th National Assembly.

Head of the NA’s Ombudsman Committee Duong Thanh Binh, who presented the report, said 2,593 petitions were collected and sent to competent agencies for settlement via voter meetings.

Voter petitions relate to almost all areas of social life. Up to now, 2,588 petitions have been resolved and answered, accounting for 99.8 per cent of the total petitions, he said.

In addition to the positive results achieved, Binh also pointed out a number of shortcomings in the collection of voters' petitions.

The collection of voters’ petitions is not guaranteed on time as prescribed by law.

Some petitions are under the jurisdiction of the locality; but they are still gathered to propose the central agencies for settlement, he said.

The settlements of some petitions, which have been absorbed by ministries and sectors, have been lower than expected, he said./.
