Establishment of task force for implementing Project 06 at provinces and centrally-run cities’ social security offices

On April 10th, 2023, the Vietnam Social Security (VSS) issued Document No. 990/BHXH-CNTT to the Directors of social security agencies in provinces and centrally-run cities regarding the organization of a task force to develop a plan and roadmap for implementing the Prime Minister's Project 06.

In accordance with Directive No. 05/CT-TTg dated February 23rd, 2023 of the Prime Minister on strengthening the implementation of Project on development of national population database, electronic identification and authentication for national digital transformation in 2022-2025 period, with vision to 2030 (referred to as Project 06) in ministries, sectors, and localities in 2023 and the following years, to create uniformity, synchronization, and timely and effective implementation of tasks and solutions for Project 06, the VSS proposes that the directors of social security offices in provinces and centrally-run cities (referred to as provincial social security offices) urgently direct and implement the following contents:

Reviewing, organizing, and establishing a task force (referred to as the Task Force) to implement Project 06 at the provincial social security offices, in which the Director of the provincial social security office will serve as the Head of the Task Force; the Deputy Director in charge of information technology will serve as the permanent Deputy Head; other members include the Chief of Office, Heads of Departments, Directors of district-level social security offices, and relevant staff. The decision to establish and organize the Task Force of the provincial social security office must be sent to the the VSS (via the IT Center) before April 15th, 2023.

To closely follow the tasks outlined in Project 06, Directive No. 05/CT-TTg dated February 23rd, 2023 of the Prime Minister, Decision No. 299/QD-BHXH dated March 1st, 2023 of the VSS, as well as guidance and directions from the VSS and the provincial People's Committee regarding the implementation of Project 06, the provincial social security office will develop and issue a plan to implement Project 06 in 2023 and the following years, ensuring clarity on personnel, tasks, responsibilities, progress, and results.

The provincial social security office will regularly report on the status, results, difficulties, challenges, and propose solutions to effectively implement the tasks related to Project 06 in the provinces and centrally-run cities under the responsibility of the VSS. These reports will be submitted monthly from the 15th to the 18th of each month.

The provincial social security office's Task Force is responsible for fully participating in online meetings and discussions with the VSS’ Task Force (when requested by the VSS’ Task Force) to timely implement assigned tasks.

The Director of the provincial social security office will strictly implement this requirement. In the process of implementation, if there are any difficulties, it is recommended to promptly report to the VSS (via the IT Center) for consideration and resolution.

Minister To Lam is also the Head of the Working Group of the Project to enhance the application of population, identification and electronic authentication data in support of national digital transformation in the period 2022-2025, with a vision toward 2030 launched by the Government (Project 06).

 
Reports at the meeting read that Project 06 continued to achieve important results in February 2024.
Notably, the Ministry of Public Security in coordination with the Government Office advised the Prime Minister to issue Directive No. 04/CT-TTg dated February 11, 2024 to step up the implementation of Project 06 in ministries, branches and provinces in 2024 and the following years.

Particularly, the Ministry of Labor, Invalids and Social Affairs in coordination with the Ministry of Public Security and the State Bank of Vietnam paid allowances, stipends and retirement pensions for various social security and policy beneficiaries via mobile banking.
Regarding digital citizen development, 73.8 million applications for electronic identification accounts have so far been received (an increase of 700,000 accounts compared to January 2024) while over 52.7 million accounts (accounting for 71.4% of the total applications) have been activated.

At the discussion session, under the chair of Deputy Minister Nguyen Duy Ngoc, delegates and members of the Working Group frankly pointed out and analyzed existing problems, and gave ideas to remove difficulties and obstacles to the implementation of the project.
They also discussed approaches to implement Project 06 more efficiently and effectively in the coming time.
They focused their discussion on evaluating the control of administrative procedures and public services in partial or entire processes, the roadmap to simplify administrative procedures and digitize civil status, housing data and related data as well as approaches to deploy non-cash social security payments, build electronic medical records, electronic health record data, and effectively execute Directive No. 18 of the Prime Minister on preventing and combating tax losses.

To conclude the meeting, Minister To Lam praised the results that Project 06 Working Group had achieved in recent times, and requested ministries, branches and members of the Working Group to closely follow Directive No. 04/CT-TTg dated February 11, 2024, on stepping up the implementation of Project 06 in ministries, branches and localities in 2024 and the following years.
 
Minister To Lam emphasized that 5 groups of issues should effectively be implemented, namely: (1) Promoting the deployment of integrated and interconnected public services; (2) Digitizing data, reusing digitized data and creating shared data; (3) Implementing Directive 18/CT-TTg, issued on May 30, 2023,by the Government on promoting data connection and data sharing to serve the development of e-commerce, prevent tax loss and ensure monetary security. (4) Improving house number management and house numbering. (5) Identifying businesses and household enterprises –Strengthening management of workers and the labor market on VneID.
