Outstanding achievements

Director of Lang Son Social Security Nong Thi Phuong Thao reported the results achieved in 2022 and proposed leaders of the VSS continue supporting and guiding to help the province’s Social Security to fulfil assigned tasks.

As of February 2023, there were 694,705 people participating in the social insurance, health insurance and unemployment insurance system in Lang Son, equivalent to 91.32 per cent of the target set by the VSS.

Of the total, the number of voluntary social insurance participants reached 13,000, equivalent to 75.6 per cent of the target; the number of health insurance participants reached 681,797, or 91.7 per cent of the target and equivalent to the coverage of 85 per cent of the total population.

The provinceial Social Security has always paid attention to the collection of social insurance premiums in order to fulfil the target set by the VSS. Since early in the year, the social insurance agency carried out many comprehensive measures such as allocating collection quota of insurance contribution for each district in line with its actual conditions, encouraging employers to proactively contribute social insurance premiums each month, enhancing coordination with relevant agencies in reviewing and making a list of businesses that have not yet registered to join social insurance or have not yet registered all of their employees to join social insurance. As a result, the collection of social insurance and health insurance premiums reached more than VND207 billion (US$8.7 million), equivalent to 11.4 per cent of the set target.

The Lang Son Social Security has also focused on dealing with benefits for social insurance, health insurance and unemployment insurance participants. In the first three months of 2023, nearly 2,800 participants got benefits from social insurance policies. More than 149,000 people had their medical examination and treatment cost covered by health insurance.

Lang Son Social Security also focused on implementing online public services via the public services portal and speeding up the application of information technology. So far, the provincial social insurance agency helped 80,000 participants install and use the VssID app.

Inspection and examination of insurance contributions by businesses as well as communication tasks were also enhanced. The provincial social insurance agency has coordinated with press agencies to disseminate information about social insurance and health insurance policies and regulations.

At the meeting, representatives from Lang Son Social Security also discussed difficulties and challenges such as the reduction in the number of social insurance, health insurance and unemployment insurance participants and the delay in making insurance contributions by some businesses.

A number of local businesses did not register for their employees to join social and health insurance. Administrative punishment for businesses found to violate social insurance and health insurance regulations faced obstacles due to the lack of mechanisms.

Concluding the meeting, VSS Deputy Director General Dao Viet Anh spoke highly of the efforts made by Lang Son Social Security in carrying out assigned tasks.

Regarding orientations and tasks in the future, he asked the province’s social insurance agency to continue following guidelines from the VSS and proactively consult local authorities to allocate quota to develop social insurance, health insurance and unemployment insurance participants for districts and communes in order to fulfil set targets.

The agency should also take measures to continue increasing the number of participants; speed up the collection of social insurance, health insurance and unemployment insurance premiums to prevent debts; and regularly review and complete data about those who have yet joined social insurance, health insurance and unemployment insurance to build appropriate communications plans to mobilise more people to take part in voluntary social insurance and household health insurance.

He also instructed the agency to diversify communications tasks and carry out communications activities flexibly in line with the actual conditions of each group of citizens; promote administrative procedures; enhance the application of information technology to improve work efficiency; raise the effectiveness of the management of medical examination and treatment cost covered by health insurance to ensure the benefits of health insurance participants.

The agency was also required to increase inspection and examination and strictly punish individuals and units found to violate social insurance and health insurance policies and regulations.

Concluding the meeting, Director of Lang Son Social Seucrity Nong Thi Phuong Thao said the agency wishes to receive more direction and support from the VSS and is committed to continue striving to fulfil tasks effectively./.
