Prime Minister asks to supplement, complete sanctions on handling social and health insurance violations

The Government Office has issued the Official Dispatch No 37/TP-VPCP conveying the PM’s conclusion at the Conference on evaluating the implementation of the regulations on coordination between the Government and the Vietnam General Confederation of Labour (VGCL).
Regarding enterprises’ delay and evasion of social insurance and health insurance payments for employees, PM assigned the Ministry of Labour, Invalid and Social Affairs (MOLISA) to chair and cooperate with related ministries and agencies to study the VGCL’s proposals on sanctions to handle social insurance regulation violation, especially the evasion and delay of payments, profiteering SI to synchronize with related regulations.

The PM also assigned VGCL to tightly cooperate with government agencies during the process of amending the Law on Social Insurance. VGCL was also asked to actively assess the obstacles in implementing Trade Union’s suing regulations under Clause 8, Article 10 of Law on Trade Union and Clause 1, Article 14 of Law on Social Insurance and then propose the amendments, and supplementations to related legal documents to ensure the effectiveness, feasibility of the regulations as well as to protect labourers’ rights.
Regarding addressing difficulties and obstacles in disbursement for basic construction investment capital of the enterprises in transport and construction industries so that they can have sufficient funding to pay salary and social insurance premiums for workers, the PM assigned the Ministry of Transport, the Ministry of Construction to cooperate with ministries, agencies to study recommendations by VGCL. The PM requested the difficulties and obstacles be addressed timely following laws and regulations.
