In 2022, Hai Duong Social Security Office paid special attention to and made good use of the attention and support of the Party Committee and local authorities in the implementation of policies on social, health and unemployment insurance, especially solutions to developing social and health insurance in order to suit the socio-economic characteristics of each locality. In particular, it focused on promulgating resolutions and action plans as well as advising and proposing to put targets and plans to implement the roadmap of social, health and unemployment insurance into the Resolution, the local socio-economic development program; establishing and consolidating the Steering Committee to implement policies on social and health insurance at all levels; had specific mechanisms and policies to provide additional support from the local budget for participants of voluntary social insurance and household health insurance. At the same time, the social security agency also regularly cooperated with other departments and branches in the implementation of social, health and unemployment insurance regimes and policies.

Along with that, Hai Duong provincial social security agency synchronously implements solutions to develop participants in social, health and unemployment insurance; urging debt collection and reduction, ensuring the completion of assigned targets. In particular, the social security agency reviewed, analyzed and assessed the situation of labor increase and decrease and expected labor use demand in 2022 in the area to develop solutions to direct and administer the collection, and participant development in 2022.

In addition, the Hai Duong Social Security Office took the initiative and accompanied employees and employers to overcome difficulties and ensure the restoration of production and business. It has promptly settled benefits for beneficiaries of social, health and unemployment insurance, especially timely and effective implementation of support packages from the social and unemployment insurance fund for employees and employers affected by the Covid-19 pandemic.

Along with performing the assigned tasks, in order to recognize and encourage the units, Hai Duong Social Security office has proposed the VSS General Director to award Certificates of Merit to 7 enterprises with excellent achievements in the implementation on the policy of social, health and unemployment insurance for the period 2017-2021; 7 groups and 5 individuals outside the industry with achievements in implementing health insurance for students in the school year 2021-2022; 32 collectives and 23 individuals outside the industry with excellent achievements in propagandizing, coordinating, directing and implementing the local social and health insurance policies for the period of 2021-2022. At the same time, the Director of the provincial social security agency also commended 25 collectives and 37 individuals with achievements in implementing health insurance for students in the school year 2021-2022; 44 collectives and 32 individuals who have well implemented the social and health insurance policies in 2022.

Promote cooperation in performing tasks

According to the assessment of Hai Duong Social Security Office, the coverage rate of social and health insurance tends to grow slowly with many production and business enterprises facing difficulties. Therefore, in addition to regular jobs, in 2023, Hai Duong Social Security Office will focus on completing the target of developing stable and sustainable social and health insurance participants in the spirit of Decree No. 28-NQ/TW; proactively grasp and evaluate problems, propose and recommend competent authorities to amend and supplement social and health insurance policies in accordance with reality.

With regard to the high results achieved in 2022, VSS Deputy General Director Nguyen Duc Hoa said that the direction to implement social and health insurance has covered all the way to the commune level, with a number of groups participating in social, health insurance supported by the province; the number of people participating in social insurance accounts for 45.7% of the labor force (national coverage is 38.8%) - the number of participants in Hai Duong is relatively high. While this implements Resolution No. 28, Hai Duong has developed a plan to increase 10% in 2025 compared to the Resolution; the rate of health insurance coverage has fulfilled the target assigned by the Prime Minister; the debt reduction ratio is lower than the national average - this is the effort of all social security officials in Hai Duong province.

Hai Duong Social Security determined that 2023 with a very difficult forecast, especially in enterprise development, should closely follow the direction of the VSS, the Provincial Party Committee, and the Provincial People's Council to implement targets; develop an implementation plan; actively coordinate with departments to implement solutions and apply flexibly according to the locality, customs and practices for efficiency. The provincial social security agency and the Department of Finance shall review and re-evaluate the situation of the province's support for participants.

At the conference, Nguyen Minh Hung - Vice Chairman of Hai Duong Provincial People's Committee affirmed that in the process of monitoring and directing political tasks, the Provincial People's Committee recognizes and praises the efforts of the social security agency, and these efforts have been recognized by the Party, State, the VSS, and Provincial People's Committee. Besides the achieved results, the Vice Chairman of the Provincial People's Committee also said that there are still limitations in the implementation of policies on social and health insurance.

Nguyen Minh Hung - Vice Chairman of the Provincial People's Committee, under the authorization of the Prime Minister and the People's Committee, awarded the Government's emulation flag to the Nam Sach District Social Security Office; and awarded the emulation flag of the Provincial People's Committee for Hai Duong Provincial Social Security Office and Thanh Ha District Social Security Office.

Previously, Nguyen Huu Thanh - Director of the Department of Personnel and Organization (VSS) announced the Decision No. 55/QD-BHXH dated January 19, 2023 of the VSS General Director, appointing for a definite time to Nguyen Thi Phuong - Head of Division of Planning and Finance (Hai Duong Social Security Office) to hold the position of Deputy Director of Hai Duong Provincial Social Security Office.

Delivering a speech and assigning tasks, VSS Deputy General Director Nguyen Duc Hoa affirmed that Mrs. Nguyen Thi Phuong, born in 1977, is well-trained, has 19 years of work and nearly 6 years as Head of Division of Planning and Finance. For Vietnam's social security industry, the provincial social security agency performs a relatively large amount of work related to the management of the revenue and expenditure of social, health and unemployment insurance. Particularly in 2022, Hai Duong has collected over 19,000 billion budgets, in which the social security agency implements policies for people in large areas, and the industry is regularly inspected and audited./.
