Accordingly, in the first 10 months of 2022, overcoming many difficulties and challenges, local social security agencies have made great efforts, creativity and flexibility in propagandizing social, unemployment and health insurance policies. By the end of October 2022, there were about 144,000 face-to-face and online media conferences, consultations, dialogues, clients, small group communications, etc., 2.9 times higher than the same period last year, with about 2 million attendees; over 864,200 communication sessions through the base loudspeaker system, 1.6 times higher than the same period in 2021; over 15,000 news articles, reports, etc; on local media and press agencies, nearly 1.2 times higher than in the same period in 2021; over 734,000 news, articles, videos, infographics, etc. uploaded on the web portal of the provincial social security agency, on the fan page, zalo, youtube channels of the provincial social security agency, civil servants and employees.

Thereby, it has created unity and consensus in leadership, direction and implementation of policies and laws on social, unemployment and health insurance; contributed to orienting public opinion, strengthening trust among the people in social security policies of the Party and the State, thereby actively participating in social, unemployment and health insurance.

In order to join the whole Vietnamese social insurance industry in sprinting and striving to complete the assigned targets and tasks in 2022, the VSS requires social security agencies of provinces to focus on implementing the following contents.

It is required to closely follow the documents guiding the communication work issued by the VSS, especially Plan No. 4376/KH-BHXH dated December 29, 2021; Official Letter No. 932/BHXH-TT dated April 14, 2022; Official Dispatch No. 1038/BHXH-TT dated April 23, 2022, etc. to actively lead, direct and deploy communication activities on social, unemployment and health insurance policies according to guided content, form and method communication, ensuring flexibility and creativity, suitable to local socio-economic characteristics; focus on communication and mobilization of voluntary social insurance, household health insurance, and student health insurance; follow the direction of VSS in the Notice of Conclusion under Plan No. 2168/KH-BHXH dated August 10, 2022; the contents of the direction of the General Director in the Official Letters that the VSS sent to the People's Committees of 63 provinces and cities; documents guiding the collection and development of participants to deploy appropriate communication activities, focusing on the contents as follows.

It is necessary to propagate the meaning and results of consolidating the Steering Committee for the development of participants in social, health and unemployment insurance according to the Prime Minister's Decision No. 546/QD-TTg dated April 29, 2022; implement communication on the responsibility and significance of financial support from the local budget for participants of social and health insurance (groups of pupils, students, near-poor people, families engaged in agriculture, forestry, fishery and salt production with an average standard of living, voluntary social insurance participants, etc.), contributing to ensuring social security and stabilizing people's lives in the area, thereby helping to complete the local socio-economic development plan; strengthen communication of meaning, role, humanity, rights and practical benefits of participating in voluntary social insurance and household health insurance; with real characters in the area, so that people understand, persevere and continue to participate, in order to stabilize lives in old age; organize communication on the results of the collection and development of participants in the first 10 months of 2022; awareness and responsibility of employers, agencies and units in paying full social, unemployment and health insurance premiums for employees; benefits when participating that employees enjoy; the risks of receiving one-time social insurance allowances; mobilize employees to return to work after the Covid-19 pandemic to continue participating in social, unemployment and health insurance; thereby creating positive changes in the implementation of social security policies of the Party and State.

Organize the peak communication campaign in the sprint phase, which focuses on communicating efforts, determination, urgent solutions, initiatives, experiences and results of the implementation of assigned targets and tasks; outstanding achievements in 2022 of Vietnam's social insurance industry; strengthen coordination with Party committees, authorities, departments, agencies, local media agencies in communicating and mobilizing participants of social, unemployment and health insurance to achieve high efficiency.

Last but not least, it is crucial to communicate and praise the units with outstanding implementation of policies on social, unemployment and health insurance; publicize the list of employers that violate the obligation to pay social, unemployment and health insurance premiums on the mass media; results of inspection, examination and handling of violations of the law in the fields of social, unemployment and health insurance; sanctions of not participating in social insurance, unemployment, and health insurance, or improper participation; replicate effective ways and innovative models in communication, advocacy and development of participants of social and health insurance, thereby creating the spread, sharing of experiences and initiatives.
