On the VSS side, there are Deputy General Directors, namely Tran Dinh Lieu and Chu Manh Sinh; leaders of a number of affiliated units and social security agencies of provinces and cities with enterprises were rewarded on this occasion. On the guest side, there were Hoang Quang Phong, Vice President of the Vietnam Chamber of Commerce and Industry (VCCI) - a member of the VSS Board of Commissioners, and representatives of 103 enterprises who were rewarded and honored at the ceremony.

According to the organizing committee, the 103 enterprises honored by the VSS at this honoring ceremony are the employers of the non-business units that are fully autonomous in operating expenses with outstanding achievements in implementing policies on social, health and unemployment insurance. The commendation process has strictly followed the steps specified in the Law on Emulation and Commendation and VSS' regulations on emulation and commendation.

VSS' criteria to select typical enterprises include compliance with legal regulations on social, health and unemployment insurance; pay social, health, and unemployment insurance premiums; returning social insurance books and health insurance cards to employees; settlement of enjoyment and payment of social and unemployment insurance regimes and policies; the settlement of entitlement to social insurance regimes and policies for employees; the payment of social insurance benefits to employees in full and on time (in case the employees receive them through the employer); outstanding performance on coordination with the social security agency (in the fields of implementing electronic transactions with the social security agency; propaganda, inspection, examination, information provision, etc.). In addition, there are sub-criteria such as the fulfillment of tax obligations; occupational safety; environmental protection; ensuring security and order; fire protection; food safety; participation in social charity activities (donating health insurance cards, social insurance books, and supporting people affected by natural disasters or floods, etc.).

At the ceremony, VSS General Director Nguyen The Manh affirmed the pivotal role of social and health insurance policies in the social security system. “Our Party and State always pay attention to properly leading, directing, building and organizing social security policies whose main pillar is the policy of social and health insurance, considering this as both a goal and a driving force for the sustainable development of the country, as well as showing the good nature of the socialist regime." - emphasized Manh.

According to Manh, in order to achieve the important results and achievements of Vietnam's social insurance industry in the past 27 years, it is thanks to the companionship, sharing and responsible support of enterprises, employers and employees. The employers have made great efforts to overcome difficulties, and strictly abided by the law on social, health and unemployment insurance, creating jobs and income for employees. By the end of September 2022, the whole country had over 17 million people participating in social and unemployment insurance; the health insurance coverage rate reached over 88.4% of the population, basically fulfilling the target of universal health insurance.

Especially, since 2020, prior to the serious impacts of the Covid-19 pandemic, which have negatively affected the production and business activities of enterprises, most of them have been making efforts to ensure the proper implementation of policies on social, health and unemployment insurance; closely coordinating with social security agencies at all levels to ensure the benefits for employees, especially the implementation of procedures to support employees affected by Covid-19. On the basis of the coordination of the employers' units, the Vietnamese social security industry has concentrated all resources and effectively implemented support packages from the social insurance fund and unemployment insurance fund in accordance with the Resolutions of the National Assembly and the Government for employees and employers affected by the epidemic. Accordingly, by the end of September 2022, the total support expenditure for employees and employers affected by the Covid-19 pandemic was VND 47.2 trillion, accounting for 54.3% of the total Covid-19 support packages of the Government.

Further demonstrating the achievements of the whole industry, including the positive contribution of businesses in digital transformation and administrative reform, General Director Nguyen The Manh shared, the VSS has now completed the database of more than 98 million people, corresponding to nearly 28 million households nationwide; connected with nearly 13,000 medical treatment facilities, with more than 620 thousand organizations and enterprises using public services in transactions with social security agencies across the country. This is an important premise for the work of implementing social, health and unemployment insurance policies in the digital environment of Vietnam's social security industry.

Appreciating the important contributions of employers over the past time, General Director Nguyen The Manh praised and recognized the efforts and responsibilities of employers in social security work, especially in creating jobs and the responsibility for the Vietnamese social security industry in ensuring the welfare benefits for employees and the people. With that in mind, the first honoring ceremony of typical enterprises in the implementation of social and health insurance policies was organized by the industry with the hope that this will be a practical activity not only to recognize, praise, and timely encourage typical enterprises, but also to create a spillover in the business community on the implementation of policies and laws of the Party and the State, ensuring security and socio-economic development of the country.
