First under-six-year-old given health insurance card via inter-connected software in the country

Đinh Bao N., who was born in 2022 in Thanh Phong Commune, Thanh Liem District in the northern province of Ha Nam, has become the first child under six years old in the country to be granted a birth certificate and health insurance card through software to connect birth registration, permanent residence registration, and a health insurance card.

Ngoc’s father, Dinh Tien Hoang, who came to the People’s Committee of the commune on the morning of November 21 to complete the birth registration for his daughter, said it took him less than 30 minutes to receive her daughter’s health insurance card and birth certificate through the software.

“All procedures are implemented very quickly,” he said.

“It’s quicker than I expected,” he said.

Declaring some basic information via the software, he added that his daughter was immediately granted a birth certificate, health insurance card and permanent residence registration without having to go to many administrative agencies and wait for a long time like before.

Under instructions of judicial officers, Hoang logged in to the system with his identity card number and his basic information was available, he said.

He said he only had to declare some information about his daughter, then the procedures were completed.

Next, judicial officers and the Viet Nam Social Security branch in the province immediately processed and issued the relevant documents.

Deputy General Director of Viet Nam Social Security Chu Manh Sinh, who witnessed the process, handed over the health insurance card of the baby to Hoang.

Sinh also expressed his joy when the public service was deployed smoothly and quickly, bringing great benefits to people.

On the morning of November 21, the one-stop-shop administrative receiving and processing system of the People’s Committee of the commune was chosen as the first system in the country to pilot two groups of public services.

The public services consist of birth registration, permanent residence registration and the issuance of a health insurance card for children under six years old; death registration, removal of permanent residence registration, funeral allowance, and support for funeral expenses.

Sinh said to pilot the two groups of public services, the agency has actively coordinated with the Ministry of Public Security, the Government Office and relevant ministries to upgrade the software.

By piloting the two groups of public services, it not only brings benefits to people and employees such as reducing travel time and costs, but also helps to improve the management efficiency of State agencies, especially the social insurance sector, he said.

The agency will focus on closely supervising and appointing permanent staff to support promptly receiving and processing dossiers for the two groups of public services; closely coordinate with the ministry of public security, the Government Office and relevant ministries to remove obstacles and adjust the process and software to suit the real situation.

It aims to ensure a smooth piloting in Ha Nam Province and Ha Noi as well as other localities in the country, he said./.
