PM: Ministry of Public Security and Vietnam Social Security's data connection to facilitate people

On the morning of October 10, 2022, at the headquarters of the Ministry of Public Security, Prime Minister (PM) Pham Minh Chinh attended and delivered a speech at the 1st Conference on Digital Transformation of the People's Public Security. Visiting the booth displaying the application of chip-based ID cards in medical treatment covered by health insurance, PM highly appreciated the coordination between relevant ministries, especially the Ministry of Public Security and Vietnam Social Security (VSS) to successfully deploy this utility.

Introducing the utility, Minister of Public Security To Lam said that following the direction of PM Pham Minh Chinh, Chairman of the National Committee on Digital Transformation at the Conference to review the 6-month implementation of the Project 06, the Ministry of Public Security has been coordinating with the VSS and relevant ministries and branches to deploy biometric authentication technologies based on biometric information integrated on the chip-based ID card and on the database of the national population data to replace paper health insurance cards in medical examination and treatment; limit and prevent profiteering in paying and enjoying social, health and unemployment insurance benefits.

After listening to the introduction and speeches at the conference, PM Pham Minh Chinh assessed that the data connection between the Ministry of Public Security and VSS creates great convenience for people regarding medical treatment covered by health insurance. In addition, the implementation of this feature in the digital environment also contributes to preventing and minimizing negativity and profiteering in this field.

During the pilot implementation period, when people go to health facilities, they can use chip-based ID cards instead of health insurance cards to carry out medical treatment procedures. In the coming time, the VSS will coordinate with the Ministry of Public Security and the Ministry of Health to deploy the application of biometric authentication technology based on biometric information integrated on the chip-mounted ID card to accurately authenticate the patient's identity when carrying out medical treatment procedures using health insurance, minimizing the situation of profiteering. At the exhibition booth, leaders, guests, and people have actually experienced this utility.

In the past time, in order to pilot medical treatment covered by chip-based ID cards, the VSS has adjusted and upgraded the software for looking up health insurance card information with a chip-mounted ID card to serve the procedures for medical treatment covered by health insurance; synchronize ID numbers from the national population database with the data of participants in health insurance managed by the VSS. By the end of September 2022, there were 11,556 health care facilities nationwide that looked up health insurance card information using a chip-based ID card to serve medical care covered by health insurance (accounting for about 90.2% of the total number of health care facilities nationwide) with more than 3.1 million searches.

The VSS has also coordinated with the Ministry of Public Security to exchange technical solutions, adjust the Data Receipt Portal of the Health Insurance Assessment System, and integrate biometric authentication technology based on biometric information integrated on the chip-based ID card and on the data of the national database on population in order to authenticate patient information when receiving medical care using health insurance at health facilities; technical agreement with hospital management software suppliers (VNPT, Viettel, FPT, etc.) to pilot implementation at medical facilities in October 2022./.
