On Sept 13^th, VSS issued the Plan No. 2520/KH-BHXH on organizing dialogue between Viet Nam Social Security and Janpan enterprises set in Vietnam on implementing social and health insurance’s policy and regulation. Specifically, the conference shall be organized on Oct 11^th in Ba Ria-Vung Tau with the attendance of representative of Japan’s Embassy in Vietnam; leaders of ministries, industries and nearly 100 Japanese enterprises in Ba Ria-Vung Tau, Đong Nai, Binh Duong and HCM City.

The meeting aims to provide information, exchange and answer questions; at the same time to raise awearness, create consensus and cohesion of FDI enterprises in implementing social and health insurance’s policies and Decree No 143/2018/ND-CP on regulating Law on Social Insurance and Law on Occupational Safety and Hygiene regarding compulsory social insurance for foreign employees working in Vietnam.

Accordingly, the representatives attending the conference shall receive result on the process of Japanese enterprises’ social and health insurance participation; the situation of deploying public services, applying information technology to social and health insurance; the deployment situation of the Decree No 143/2018/NĐ-CP regulating detailedly the execusion of Law on Social Insurance, Law on Occupational Safety and Hygiene regarding compulsory social insurance for foreign employees working in Vietnam.

Providing information, exchanging social and health insurance regimes, polices with Japanese and Vietnames employees working in FDI enterprises and the related matters such as the impact of new-generation Free Trade Agreement on labor mobility, social security policy for employees; building and drafting the social insurance agreement between Vietnam and Japan in order to avoid duplicating social insurance payment and ensure employees’ right in both countries.

At the same time, the difficulties, obstacles of the enterprisese and employees on implementing social and health insurance policies, regimes… were answered. Especially, on this occasion, VSS shall commend some exemplary Japanese enterprises with excellent achievement in implementing social and health insurance law in 2022.

After listening to units’ report, Deputy General Director Dao Viet Anh evaluated that the conference was well prepared. Recalling lesson from the successful organization of the Dialouge Conference with Korean enterprises in 2021, Deputy General Director Dao Viet Anh emphaszed: “Athough the dialouge between VSS and FDI enterprises was first hold, we have achieved a lot of important results”.

Deputy General Director Dao Viet Anh said that this conference was held in the area with high FDI capital compared to the national average, Japan is the highest ODA donor, the second highest investor and the forth biggest trading partner of Vietnam. Especially, the conference contributed to promote, strengthen two sides’ relationship in the field of social security, towards 50^th year anniversary of Vietnam and Japan diplomatic relation establishment.

“This event also contributes to strengthen VSS’ role, position and image through external information working, raise awareness, create consensus and cohesion of FDI enterprises in implementing social and health insurance policy. Therefore, units are suggested to rapidly complete duty asigned according to the Plan No 2520/KH-BHXH; carefully and meticulously prepare each stage to achieve the set results”  Anh emphasized.
