Digital transformation of the Vietnam Social Security industry gains positive results

Vietnam Social Security (VSS) has sent a report to the Ministry of Information and Communications on the implementation results of digital transformation of the sector in the third quarter of 2022.

According to the report, the social insurance industry has gained many positive results in digital transformation, contributing to the national digital transformation task and better serving social insurance and health insurance participants.

In the third quarter of 2022, VSS continued to actively and proactively coordinate with relevant ministries and agencies in implementing tasks to build the national database on insurance as well as connecting and sharing data among them. 

The connecting and sharing of data between VSS and relevant ministries and agencies has been strengthened. VSS coordinated with the Ministries of Information and Communications and Justice to share data about birth certificate registration and granting of health insurance cards for children. It coordinated with the Tax General Department to review and develop the number of social insurance and health insurance participants and with the Ministry of Education and Training to share data on pupils and students.

VSS cooperated with the Ministry of Planning and Investment to share data about business establishment registration and their participation in social insurance and health insurance.

VSS shared data about health insurance cards with medical establishments to improve medical examination and treatment tasks.

VSS is implementing the Prime Minister’s Decision No 06/QĐ-TTg issued on January 6, 2022, approving a project on developing the application of population database, e-identification and e-authentication for national digital transformation in the 2022-2025 period with a vision to 2030.

As of September 18, the VSS system identified information relating to the insurance of 50,545,888 citizens registered in the national database on population; and shared 60,317,337 records of information on social insurance and health insurance for the national database. During the period, 11,190 medical establishments nationwide searched for information about health insurance cards using chip-based ID cards, accounting for around 88 per cent of the total number of medical establishments that provide medical examination and treatment covered by health insurance.

In the third quarter of 2022, the VSS successfully provided online public services to extend health insurance cards for households who are eligible for health insurance contribution reduction via the VSS portal.

Besides, VSS has actively implemented tasks assigned by the project on developing the application of population database, e-identification and e-authentication for national digital transformation, including connecting birth certificate registration and residence registration with health insurance card issuance for children under six years old; applying authentication technology based on biometric information integrated on the chip-based ID cards and on the national database on population; and integrated the handling of unemployment allowance on the national public service portal./.
