Reporting on the situation of collection and development of participants of social and health insurance, Director of HCMC Social Security Office Phan Van Men said that the city social security agency has coordinated with departments and branches to advise on strengthening the steering committee to implement the city's social and health insurance policies. The settlement of social and health insurance benefits has been guaranteed.

In the first 7 months of 2022, Ho Chi Minh City has nearly 2.5 million social insurance participants, an increase of 4.12% compared to 2021. Of which, the number of compulsory social insurance participants is more than 2.4 million people (reaching nearly 90% of the assigned plan), and that of voluntary social insurance is more than 28,000 people (reaching 22.4% of the assigned plan). There are more than 2.3 million unemployment insurance participants, and more than 7.7 million health insurance participants. The total revenue from social, health and unemployment insurance up to now is estimated at 41,894 billion VND, up 7.74% over the same period. The amount spent on social, health and unemployment insurance is nearly 24,700 billion VND.

As of August 10, 2022, the HCMC Social Security Office has issued a decision and organized the inspection and examination of 2,563 units (reaching over 68% of the plan). Specifically, specialized inspection has been applied to 510 labor use units; examination has been applied to 1,419 labor use units, 291 collection agents; 17 affiliated units, and 16 medical facilities; coordinated interdisciplinary inspection of 15 labor use units; coordinated interdisciplinary examination of 90 labor use units. The inspection and examination have brought into full play the effectiveness, especially the unexpected inspection for employers who have delayed payment of social and health insurance premiums for 3 months or more. Through inspection, the amount of late payment of 408 units before the inspection was 117.59 billion VND, and the remedial amount of 487 inspected units was 52.7 billion VND, reaching the rate of 44.85%.

However, according to Mr. Phan Van Men, the most ominous factor is the increasing number of people receiving one-time social insurance allowance. Specifically, in 2018, HCMC settled a one-time social insurance allowance for 54,000 people, then 60,000 people in 2019 and nearly 62,000 people in 2021. The number of people in need of one-time social insurance benefits increased dramatically in March and April 2022.

At the conference, the Director of Dong Nai Social Security Office - Pham Minh Thanh reported that there are still no really effective measures to handle arrears of social and health insurance, especially the cases of employers escaping, which significantly affects the safety and security in the area and employees' benefits of social and health insurance. The number of people participating in voluntary social insurance has increased rapidly, but it is still a long way from the annual performance target as well as the target stated in Resolution 28-NQ/TW.

Overcoming the above limitation, the provincial social security agency has actively and synchronously implemented many solutions, focusing on a number of key disarmament groups. Specifically, estimates of revenue and development of participants of social and health insurance shall be assigned at the beginning of the year so that relevant units can actively develop and implement plans.

Director of the Department of Health Insurance Implementation -  Le Van Phuc proposed a number of solutions to resolve difficulties in payment, settlement and development of health insurance participants.

At the conference, the Director of Binh Duong Social Security Office - Le Minh Ly briefly reported on the results of tasks in the first 7 months of 2022. Accordingly, after two years of being heavily affected by the Covid-19 pandemic, from the beginning of the year until now, in Binh Duong province, the labor market has gradually recovered, and the number of workers returning to work and having jobs has increased, which creates favorable conditions for the implementation of social and health insurance policies.

Besides the achieved results, Ly also shared about the difficulties and obstacles in the implementation of social and health insurance policies in the area.

The Director of the Department of Social Insurance Book and Health Insurance Card proposed some solutions to develop participants of social and health insurance.

After listening to the assessment of the difficulties and problems, the leaders of the departments and professional boards asked the social security agencies of the provinces and cities to focus on a number of key tasks such as: Continue to synchronously implement the solutions to develop participants; Urge the collection and reduction of late payment of social and health insurance premiums to the lowest level; Actively coordinate with relevant departments and sectors to send reports, etc.

Duong Van Hao, Director of the Department of Social Insurance Book and Health Insurance Card (VSS), suggested that social security agencies of provinces and cities synchronously deploy solutions to further improve the efficiency of collection and development of participants of social insurance and health insurance.

In the field of health insurance, according to Mr. Le Van Phuc, Director of the Department of Health Insurance Implementation (VSS), social security agencies of provinces and cities need to use the health insurance fund economically and efficiently on the basis of the estimated sources assigned by the Prime Minister.

Mr. Nguyen Tat Thao - Deputy Director of the Center for Medical Claim Review requested social security agencies of provinces and cities to review and connect data on medical treatment under health insurance at all medical facilities from commune to central level. All data submitted to the system for requesting payment for medical treatment under health insurance by health care facilities should be encrypted and strictly managed, ensuring the safety and confidentiality of information according to regulations. The payment request data is automatically verified by a set of rules based on technical regulations and procedures of the VSS and the Ministry of Health.

Regarding the communication and development of participants in social and health insurance, the Director of the Information and Communication Center (VSS) Nguyen Thi Thanh Huong asked the social security agencies of the provinces and cities to continue promoting the communication of policies on social, health, and unemployment insurance, promoting extensive communication about the meaning, value and benefits of participating in and enjoyment from social, health and unemployment insurance policies, especially communication and development of participants of voluntary social insurance, health insurance for households, and health insurance for students.

Regarding inspection, Director of the Inspectorate Department - Lo Quan Hiep requested social security agencies of provinces and cities to strengthen inspection, inter-sectoral inspection, specialized inspection, and unexpected inspection at units and enterprises with outstanding debts, with signs of abuse and profiteering from social, health and unemployment insurance.
