Hai Duong province: Promulgating action plan to implement resolutions on social and health insurance

Recently, the Steering Committee for implementation of social and health insurance policies in Hai Duong province has just issued Action Program No. 2230/CTHD-BCD dated July 29, 2022 on the implementation of resolutions on the implementation of social and health insurance policies. In which, by 2025, the whole province of Hai Duong has the proportion of people participating in social insurance accounting for about 55% of the labor force in the age group participating in social insurance, and the proportion of people participating in health insurance accounting for 95% of the province's population.

Based on the goals, tasks and solutions on social and health insurance policies in Resolutions No. 09/2020/NQ-HDND dated December 24, 2020 of the Provincial People's Council on the socio-economic development plan of the province for the five years 2021-2025, the Action Program aims to create a clear change in the awareness and actions of leaders of sectors, levels, employers, employees, and people, as well as to rapidly increase the coverage of participants of social and health insurance in the whole province, step by step towards universal social and health insurance. Based on the functions and tasks of the agencies, units and organizations, individuals and heads shall actively organize the implementation of tasks and solutions in a synchronous, comprehensive, and focused manner.

Specifically, in 2022, Hai Duong province strives to have the proportion of social insurance participants account for about 48.6% of the workforce in the age group participating in social insurance, of which compulsory social insurance participants account for 42.6% and voluntary social insurance participants account for 6%. The proportion of health insurance participants accounts for about 92% of the province's population.

In 2023, the goal is to have the proportion of social insurance participants account for about 50.8% of the labor force in the age group participating in social insurance, of which the rate of participation in compulsory social insurance is 43.8%, and voluntary social insurance 7%; The proportion of health insurance participants accounts for about 93% of the province's population.

By 2024, the goal is to have the proportion of social insurance participants account for about 53% of the labor force in the age group participating in social insurance, of which the rate of participation in compulsory social insurance is 45%, voluntary social insurance 8%; the proportion of health insurance participants accounts for about 94% of the province's population.

By 2025, the goal is to have the proportion of social insurance participants account for about 55% of the workforce in the age group participating in social insurance, of which the rate of participation in compulsory social insurance is 46%, voluntary social insurance 9%; The proportion of health insurance participants accounts for about 95% of the province's population.

To achieve the above objectives, the Steering Committee has set out 4 main tasks and solutions in the Action Program, including strengthening information and communication, raising awareness about views, goals, the meaning and importance of social and health insurance, renewing mindset, methods, and creating high consensus at all levels, branches, agencies, units, enterprises, organizations and individuals and people.

Improve the effectiveness and efficiency of state management of social and health insurance by strengthening coordination among all levels and sectors in directing the implementation of policies on social and health insurance; connect and share information, timely handle difficulties and problems, strengthen inspection and inter-sectoral inspection, handle violations of payment evasion or debt, fund profiteering, etc.;

Improve governance capacity and effective organization and implementation of social, health and unemployment insurance policies, in which the focus is on promoting reform of administrative procedures, effective application of information technology, towards achieving 100% of electronic transactions, modernizing management, investing in developing advanced technology and management methods in the implementation of social and health insurance, creating favorable conditions for organizations and individuals to participate and benefit from social and health insurance policies.

Notably, the top task and solution is to expand the coverage of participants of social and health insurance; all levels and sectors shall advise on promoting business development, enhancing investment attraction, and creating a favorable environment for enterprises to develop production and business to attract many laborers, thereby promoting the development of social and health insurance participants; Review and expand the development of participants of social and health insurance for the State, the business sector, the informal labor sector and farmers with appropriate and flexible solutions.

In addition, the Steering Committee also requested the provincial social security agencies, the provincial Department of Labor, War Invalids and Social Affairs, the Department of Health, the Department of Finance, the Department of Planning and Investment, the Department of Education and Training, the Department of Information and Communications, Provincial Tax Department, Provincial Post Office, Provincial Labor Confederation, Provincial Radio and Television Station, etc. and mass organizations, socio-political organizations and People's Committees of districts, towns and cities, according to functions and tasks, coordinate, develop specific programs and plans, periodically evaluate, summarize and draw experiences, propose measures to implement tasks and solutions set out in the action program./.
