VSS supervision delegation works in Lam Dong Province

A supervision delegation of the Management Board of Vietnam Social Security (VSS), led by Deputy Minister of Home Affairs Nguyen Duy Thang – a member of the board – held a working session with Lam Dong Province on August 15 regarding the collection of social insurance and health insurance premiums and payment for social insurance and health insurance benefits as well as the management and use of the social insurance and health insurance funds in the province since 2020.

Participants at the meeting included VSS Deputy Director General Le Hung Son, heads of some VSS agencies, Vice Chairman of Lam Dong Province People’s Committee Dang Tri Dung, and heads of Lam Dong Social Security and other provincial departments and agencies.

Director of Lam Dong Province Social Security Dau Tu Lan said in order to effectively implement social insurance and health insurance tasks, the Lam Dong Social Security has actively coordinated with authorised agencies to consult the local Party and authorities to enhance leadership and direction relating to social insurance and health insurance.

Each year, the province’s Social Security set the target of health insurance coverage rate as one of the socio-economic development goals of the province. The provincial People’s Committee assigned quotas of social insurance, health insurance and unemployment insurance participants for the province’s districts and cities and their results will be used to assess their yearly performance.

In 2021, the province’s Social Security consulted the provincial People’s Committee to issue a decision to establish a steering committee on implementing social insurance, health insurance and unemployment insurance policies. The steering committee will hold meetings every six months to evaluate the results of social insurance, health insurance and unemployment insurance policies and put forward measures for the implementation of the policies in the following months.

Besides, the Lam Dong Social Insurance consulted the provincial People’s Committee to direct the development of participants, communication works and installation of the VSS application VssID.

It has also actively coordinated with relevant departments and agencies in effectively implementing social insurance, health insurance and unemployment insurance policies.

The Lam Dong Social Security has also paid great attention to information dissemination which is considered one of its most important measures to successfully implement social insurance, health insurance and unemployment insurance policies, particularly in increasing the number of participants.

Amid the difficulties and complicated development of the COVID-19 pandemic, the provincial social insurance agency has diversified communication methods, particularly in increasing the use of social networks such as its Fanpage and Youtube channel.

As a result, in 2020, the province collected VND2.58 trillion worth of social insurance and health insurance premiums, equivalent to 100.69 per cent of the yearly plan. The figure in 2021 was over VND2.6 trillion or 100.28 per cent of the yearly plan. In the first seven months of 2022, the province collected more than VND1.47 trillion, fulfilling 52.89 per cent of the yearly target.

Regarding payments for social insurance and health insurance benefits, the province’s Social Insurance paid VND1.94 trillion; VND2.1 trillion and VND1.3 trillion in 2020, 2021 and the first seven months of 2022, respectively.

The province mobilised 98,590 people and 1,164,298 people to participate in social insurance and health insurance, respectively, in 2020. The figures were 100,123 and 1,206,479 people in 2021 and 104,384 and 1,124,492 people in the first seven months of 2022.

The supervision delegation also heard opinions relating to problems in the collection of social insurance and health insurance premiums and discussed with representatives from relevant departments and agencies about the progress of increasing the rate of social insurance participants in the province.

As planned, Lam Dong Province needs to reach a health insurance coverage rate of 40 per cent of the workforce in the next three years. However, the province has so far just reached 14.5 per cent, which is a great challenge for the province’s social insurance sector.

Addressing the meeting, VSS Deputy Director General Le Hung Son spoke highly of the province’s efforts in implementing social insurance, health insurance and unemployment insurance policies.

However, he noted that the provincial Social Security needs to consult with provincial authorities to organise and chair conferences to assign quotas for developing social insurance and health insurance participants.

Pointing out difficulties facing Lam Dong Social Security, particularly the shortage of human resources, he asked the supervision delegation to report the problems to the VSS Management Board to have solutions because the reduction in human resources will make it harder to fulfill tasks in implementing social insurance, health insurance and unemployment insurance policies.

Speaking at the meeting, Deputy Minister of Home Affairs Nguyen Duy Thang said efforts of the province’s Social Security over recent years have helped the province gain positive results in social security. 

He said the goal of supervision activities of the VSS is to help the Management Board identify difficulties and shortcomings to adjust or propose authorised agencies to adjust related policies in line with reality. Therefore, the province needs to clarify the remaining difficulties and shortcomings.

Vice Chairman of the provincial People’s Committee Dang Tri Dung said the province has always paid attention to the development of social insurance and health insurance and considered it one of its socio-economic development goals.

He also analysed difficulties in implementing social insurance, health insurance and unemployment insurance policies in the province and stressed that Lam Dong Social Security has effectively fulfilled its role as a consultant for the provincial People’s Committee in issuing legal documents to help implement social security tasks.

Concluding the session, the Deputy Minister of Home Affairs spoke highly of the direction and attention of provincial authorities in social security in general and in the implementation of social insurance, health insurance and unemployment insurance policies in particular as well as efforts of the Lam Dong Social Security and coordination of provincial departments and agencies in implementing the policies. The supervision delegation recommended provincial authorities take some solutions, including guiding and implementing current measures to ensure the quotas of developing the number of social insurance participants following the 12th Party Central Committee’s Resolution No 28-NQ/TW; ensuring funds for medical establishments to improve health check-up and treatment quality for patients; guiding the organization of bidding for medical materials and medicine in line with regulations; and directing relevant agencies and departments in coordinating with the provincial Social Security to inspect the adoption of regulations relating to the implementation of social insurance, health insurance and unemployment insurance policies and strictly punish violators.

The deputy minister also pointed to the need to improve capacity of public cadres and officers of the social insurance industry, continue to speed up administrative reform and strengthen the application of information technology./.
