On August 8, at the Government headquarters, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired the third meeting of the Committee to evaluate the digital transformation results in the first 6 months of the year 2022 and identify solutions and tasks for digital transformation in the coming time.

Attending the meeting were Deputy Prime Minister and Standing Vice Chairman of the Committee - Vu Duc Dam; Minister of Information and Communications and Vice Chairman of the Committee - Nguyen Manh Hung; Committee members include the Minister, Chairman of the Government Office - Tran Van Son, Minister of Finance - Ho Duc Phuc, Minister of Home Affairs - Pham Thi Thanh Tra, Minister of Construction - Nguyen Thanh Nghi, Minister of Industry and Trade - Nguyen Hong Dien, Governor of the State Bank - Nguyen Thi Hong, Lieutenant General and Deputy Minister of Public Security - Nguyen Duy Ngoc.

The meeting is connected online to the headquarters of ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally-run cities. General Director of Vietnam Social Security (VSS) Nguyen The Manh and related members and units attended the meeting at the site at the VSS' headquarters.

The process of digital transformation is going strong and fast

The Prime Minister emphasized, digital transformation is a major policy and orientation of the Party and State, a job that must be regularly and continuously monitored, evaluated, urged, closely directed and drastically implemented. The mission for us is to accelerate digital transformation effectively and substantively, deploy comprehensive and synchronous tasks with a focus.

The tasks of the National Committee on Digital Transformation are putting quite a pressure, which are to direct and organize the implementation of guidelines, mechanisms and policies to promote the process of national digital transformation, closely associate with administrative reform; build and develop e-government, digital government, digital economy, digital society and smart city; facilitate the implementation of the 4th Industrial Revolution in Vietnam.

Evaluation of results in the first 6 months of 2022

At the meeting, the head of the Ministry of Information and Communications delivered a report on the situation of digital transformation in the first 6 months of 2022 with various positive results according to the following table:

Some outstanding results in the first 6 months of the year:

- The Ministry of Information and Communications has compiled and published 55 digital transformation problems of ministries, branches and localities at: https://c63.mic.gov.vn/

- Fixed broadband network access speed reached 71.79 Mbps, an increase of 32.7% over the same period in 2021. Mobile broadband network access speed reached 35.29 Mbps, an increase of 4.7% compared to the same period in 2021.

- Mobile telecommunications enterprises have deployed to cover 477/832 villages with telecommunications waves.

- Handover to provinces: 457,249 computers in the program "Waves and computers for children".

- The number of mobile subscribers using Mobile Money service increased 4 times compared to January 2022.

- 35/35 national digital platforms have completed development, announced and put into use, of which 31 digital platforms have been officially put into use, and 4 digital platforms are in trial use.

- The Ministry of Information and Communications has coordinated with ministries and sectors to direct the development, evaluation and announcement of 50 digital platforms, of which 18 are serving the digital government and 16 are serving the digital economy and 16 are serving the digital society.

- 63/63 localities have been assigned the task of deploying and using at least 01 digital platform; 43/63 localities have announced the selection of digital platforms to deploy in 2022, integrated in the digital transformation plan; 8/63 localities have announced the selection of digital platforms to deploy in 2022 in a separate document of the People's Committee of the province and city.

- Cyberinformation security revenue reached VND 1,418 billion, up 48.8% over the same period in 2021. The ratio of Vietnam's network information security products and services compared to 22 groups of ecosystem products network information security reached 95.5%. The production/import ratio in June 2022 reached 72.6%.

- Development of national database:

+ The national population database is promoted to deploy, connect and share data in service of providing online public services and utilities for people and businesses.

+ The national insurance database manages information of 27 million households participating in health insurance, including information of 98 million people.

+ The national electronic civil status database has about 28 million birth registration data, of which over 7 million children are granted personal identification numbers as prescribed; over 6 million marriage registration data; over 4 million death registration data.

+ National Business Registration Database containing real-time business registration information of more than 01 million enterprises and affiliated units; the rate of digitization of business registration dossiers reached 100%.

- The percentage of eligible public services provided online at level 4 is 97.3%; the rate of online public services generating records is 45.7%, 1.6 times higher than the same period in 2021; the online processing rate is 36.9%, an increase of about 10% compared to the same period in 2021. Some online public services have shown remarkable effectiveness in serving people, such as the registration service to sign up for the high school graduation exam; service of registration and issuance of license plates for motorbikes; general passport issuing service.

- The proportion of added value of the digital economy in GDP by the end of the first 6 months is estimated at 10.41%. This proportion in 2021 is estimated at 9.6%. The target set by 2025 is 20%.

- The number of digital technology enterprises is estimated at 67,300 enterprises, an increase of nearly 3,500 enterprises compared to December 2021, reaching the rate of 0.69 enterprises per 1,000 people.

- The rate of enterprises paying taxes electronically reaches 99%; the percentage of active enterprises using e-invoices is 100%.

- In the first 5 months of 2022, non-cash payment transactions increased by 76% in quantity and 30.6% in value over the same period in 2021, of which, mobile phone and QRCode had the most impressive jump. Mobile phones increased by 99.1% in quantity and 86.1% in value, and QRCode increased by 68.9% in quantity and 113.2% in value over the same period in 2021.

Promote the role of the leader, avoid the over-possessive mindset

Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and praised the determination and efforts of ministries, branches, localities, businesses, organizations and individuals to drastically implement digital transformation over the past time. Digital transformation has taken another important step, contributing to quick recovery and sustainable socio-economic development. However, this is only the initial result, as there are still numerous difficulties and obstacles ahead, which require high determination, great efforts, and drastic, practical and effective actions with concentration.

Some sites of People's Committees of provinces and centrally run cities

Regarding the key tasks in the coming time, the Prime Minister suggested that the Ministers, Heads of ministerial-level agencies, Governmental agencies, Chairman of the People's Committees of provinces and centrally-run cities and the Digital Transformation Steering Committee of ministries, branches and localities urgently and drastically organizes the implementation, inspires, creates trends and promotes movements to perform the assigned tasks in the National Digital Transformation Program, the National Digital Transformation Strategy and the National strategy for development of digital government, National strategy for development of digital economy and digital society, ensuring the completion of goals by 2022.

Promote the connection of information systems and national and specialized databases with the Information Center and the operating directions of the Government and the Prime Minister, forming an information system to serve the direction of the Government based on real-time data, ensuring synchronization, consistency and accuracy.

Review and assess information safety and network security of information systems and databases, urgently overcome limitations and shortcomings in terms of security holes, information leakage and personal data protection.

Localities shall select and announce digital platforms that they focus on promoting in 2022 to solve people's problems in socio-economic development; Implement effective community digital technology group activities to support and guide people to use digital platforms.

Review, register and allocate resources for the development and implementation of digital platforms, especially funding for 2023; Focus on developing high-quality human resources for digital transformation; not to drain brains or not to exploit all the brains of the country.

Strengthen international cooperation in digital transformation. Expeditiously issue programs, plans, schemes, resolutions/directives/documents on digital transformation in accordance with the requirements and tasks set out; Strengthen communication about the benefits of digital transformation to people and businesses./.
