At the meeting, the members of the Project 06’s Working Group of the VSS listened to the detailed update report on the work content groups deployed in the past time.

Accordingly, by July 19, 2022, from connecting and sharing data between the national database on population and the national database on insurance, the system has verified over 47.74 million demographic information (including both people with ID cards and citizen identification cards), which are included in the insurance database. Also, the VSS has provided and shared over 35.66 million records of social and health insurance information for the national population database.

After 6 months of implementation, the whole country had 6,642 health care facilities that looked up health insurance card information using chip-based ID cards with 292,477 successful searches for medical care using health insurance.

Currently, the Information Technology Center (VSS) has successfully connected with the national population database to use the household information authentication service; successfully connected to the national payment platform (Payment Platform - PP). Currently, it is also coordinating with banks and payment intermediaries (available on PP) to check and accept money transfers and payments. So far, banks that have successfully implemented this method such as VP Bank or SHB. Many other banks/payment intermediaries are running tests such as Agribank, BIDV, Vietcombank, Sea Bank, Zalopay, VTC pay, etc.

With the online public service to settle unemployment benefits on the National Public Service Portal, on July 18, 2022, the VSS issued Decision No.1433/QD-BHXH on promulgating the online public service to pay unemployment benefits. Previously, the Department of Social Insurance Implementation (VSS) also developed and advised leaders of the VSS industry to issue the process of receiving the Decision on unemployment benefit entitlement and payment according to Decision No.1392/QD-BHXH on July 1, 2022 of the VSS. On that basis, the IT Center will make adjustments to professional software to implement the receipt of decisions on unemployment benefits and payments.

In addition to the above contents, according to the assignment in Project 06 of the Government, the VSS is also actively promoting the digitization and reuse of results of digitization of records, results of administrative procedures, and simplifying administrative procedures.

The work contents to concretize Decision No. 442/QD-TTg dated April 4, 2022 of the Prime Minister on approving the list of integrated online public services, provided on the National Public Service Portal in 2022 are also being actively implemented by the VSS. Accordingly, it will build and restructure the business process to deploy online public service with the registration of voluntary social insurance contributions (new participants); change from compulsory to voluntary social insurance; register to pay and issue health insurance cards for people only participating in health insurance.

Regarding the interconnection of birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old, the connection of death registration, deletion of permanent residence registration, and funeral allowances and fees, the VSS is also working closely with ministries and branches. On July 14, 2022, the affiliated units of the VSS met with units of the Government Office, Ministry of Public Security, Ministry of Justice, and Ministry of Labour, Invalids and Social Affairs and reached an agreement on the process and technical requirements in order to build interoperable software for the two groups of administrative procedures mentioned above.

At the meeting, the members of the Working Group discussed and clarified the implementation of each work content, analyzed difficulties, and proposed solutions.

Dao Viet Anh, VSS' Deputy General Director, Head of Project 06's Working Group of VSS, also gave direct instructions for each content, specific and detailed work assignment; required units to uphold the sense of responsibility, continue to implement the work under the direction of industry leaders, ensure progress, quality and substantive efficiency./.
