Addressing the conference, Ms. Nguyen Thi Bich Lien, Deputy Director of the Center for Training and Retraining (General Department of Population and Family Planning), said that the conference was organized on the basis of implementing a coordinated program to propagate policies and laws on social and health insurance between Vietnam Social Security and the General Department of Population and Family Planning for the period 2018-2022. The conference aims to promote the roles, responsibilities and strengths of the team of population and family planning collaborators with the desire to promote communication activities of social and health insurance policies directly to all classes of people, thereby improving understanding and actively participating in social security policies of the Party and State. Ms. Lien also suggested that population collaborators, after being equipped with basic knowledge about social and health insurance, return to the grassroots to do well in propaganda, advocacy and counseling for people and workers in rural areas, in craft villages and cooperatives; self-employed workers participate in voluntary social insurance and household-based health insurance. At the same time, she encourages the population collaborators to participate in the network of employees collecting social and health insurance premiums so that the policies of the Party and State can quickly come to life.

At the Conference, the population collaborators were provided with basic knowledge about the guidelines and orientations of the Party, policies and laws of the State on social and health insurance; the role and benefits of participating in social and health insurance; policies to support subjects when participating in voluntary social insurance, household-based health insurance and points to note when going for medical treatment covered by health insurance; in which the meaning and values of humanity and the rights and responsibilities of the participants are emphasized; disadvantages when receiving the one-time social insurance allowance.

The population collaborators have paid special attention to the policy of voluntary social insurance and household-based health insurance since they raised numerous questions related to these two policies such as age, participants, benefits, promoting communication so that people can access the humanistic policies of the Party and State, etc. All problems have been answered thoroughly by the reporter of the provincial-level social security agency.

Through the Conference, the population collaborators in Thua Thien Hue were equipped with knowledge about the role, purpose and meaning of the health and social insurance policies; thereby, raising their own awareness and responsibility for the Party's guidelines; laws and policies of the State on social and health insurance. After the conference, the equipped knowledge about voluntary social insurance and household-based health insurance will be applied by population collaborators in the community when mobilizing people to participate in social, health and unemployment insurance./.
