This is level 4 of online public service applied to unemployed workers according to provisions of Law on Employment. These people have been decided by the competent authority to receive unemployment benefit and the provincial VSS Offices will directly implement.

The order steps are including:

Step 1. The Social Insurance Implementation Division receives and settles cases of unemployment benefits that are transferred directly by post or the National Public Service Portal (paper or electronic version) from agency of Labour, Invalid and Social Affairs through the one-stop-shop.

Step 2. The Social Insurance Implementation Division considers the application and transfers to relevant Divisions/Units to implement:

• To pay unemployment benefits (by cash or transfer banking according to the Decision on benefits);
• To provide the Health Insurance Card to beneficiaries.

Implementation method:

The decision on unemployment benefits is transferred from agency of Labour, Invalid and Social Affairs to VSS via one of the following forms:

• The public portal service;
• The one-stop-shop;
• The National Public Service Portal.

VSS pays unemployment benefits and provides Health Insurance Card in registered forms.

 Fixed time for settling: 02 working days, from the date that VSS receives the decision on unemployment benefits.

VSS Director General assigned: The Information Technology Centre is responsible for connecting and integrating to provide online public services on the National Public Service Portal to ensure compliance with regulations.

Chief of Office, Director of Social Insurance Implementation Department, Director of Contribution Collection-Insurance Book and Card Department, Director of Information Technology Centre, Director of Units under VSS, Director of Provincial VSS Office are responsible for implementing this Decision./.
