Over 4.3 million chip-based ID cards integrated with health insurance information: Ha Noi Police says

The chip-based identification cards of more than 4.3 million people living in Ha Noi have been integrated with health insurance information as of June 6.

The data was announced at the meeting of the People’s Committee of Ha Noi to summarise the economic and social situation of the city in the first two quarters of this year on July 1.

At the meeting, the city’s Police Department said that in the first six months of 2022, there were over 17,300 people using the chip-based identification cards at 416 local medical facilities in the first five months of this year.

Users expressed satisfaction because the integration of health insurance information on the chip-based identification cards helped to reduce administrative procedures; smoothly authenticate citizen information; save time for both local people and medical staff; and improve management effectiveness in the field of medical treatment, the police said.

The city’s Department of Health also authenticated, updated and supplemented information for more than 700,000 people in the national population database as well as the national COVID-19 vaccination management system.

It also ordered medical facilities and COVID-19 vaccination sites in the city to deploy the authentication of vaccine passports for local people.

In the first six months of this year, the police processed nearly 1.8 million applications for electronic identification, especially, the issuance of chip-based identification cards and electronic identification for students, who were born in 2004 and 2007, in order to serve the 10th-grade entrance exam and the national high school graduation exam.

Also at the meeting, the police completed the deployment of 20 of the total 25 essential public services, equal to 80 per cent, on the National Public Service Portal under the project on developing and applying the population data and electronic identification and authentication to serve national digital transformation in 2022-25, with a vision to 2030 (Project 06).

The People's Committee has directed relevant units to closely follow the direction of the ministries and sectors, which are in charge of implementing the project, to continue completing the remaining five services.

The city already approved the list of 928 administrative procedures for online public services at level 3 and 4 to be integrated into the National Public Service Portal this year.

At level 3, users can fill in and send application forms to the wards’ people’s committees online. The forms are processed online. However, the users still have to pay the fees, if any, in person at the office of the wards’ people’s committees.

In the meantime, public service level 4 allows users to fill in and send application forms to the wards’ People’s Committees entirely online. The forms are then processed online and users can pay the fees online.

The city’s one-stop-shop administrative receiving and processing system and the city’s online public service portal have successfully connected and exploited data from the national database on population and synchronised with the National Public Service Portal under the guidance of the Government Office.

The project, which was approved by the Prime Minister on January 6, outlined seven main goals and five missions, as well as solutions to be implemented in different stages of the project. A list of 25 crucial administrative procedures that need to be prioritised for digitalisation were included.

The five areas that the project seeks to serve with digitalised information are: administrative procedures and online public services, socio-economic development, digital citizenship, enriching and completing population data and all-level leadership.

To make it easier for citizens, this year, the project is to create electronic identifications for all people whose personal information had been added to the national population database.

This information will include an identification number, medical insurance, social insurance, driving license, motorbike registration, certificate and degree.

The project will also encourage citizens to register and use their electronic identifications for administrative procedures and public services.

It will ensure complete authenticity of citizens’ information on the mobile application VNEID and on their electronic citizen ID cards, which includes vaccination and test information. They are expected to gradually replace paper documents in a number of administrative procedures./.
