At the conference, Mr. Lo Quan Hiep, Director of the Inspectorate Department (VSS) said that the inspection work of Vietnam's social insurance industry in the past time has achieved positive results and successfully deterred and prevented violations; through which the number of businesses to overcome reached a high rate. Citizen reception and settlement of complaints and denunciations have contributed to ensuring the interests of employees and participants of social and health insurance. This task shows that the responsibilities of the heads of social security agencies at all levels are focused on and associated with anti-corruption work and administrative reform. After implementing Decision 868/QD-BHXH, the task of handling complaints and denunciations and citizen reception of the whole industry has witnessed positive changes.

In order to promptly adapt to the new situation, the VSS has flexibly applied the method of conducting inspection, enhanced the improvement of the inspection method, and promoted the application of IT to review and analyze data with the principle of inspection, following the risk management mechanism, minimizing direct inspection at the unit.

Direct inspection activities only take place through reviewing and analyzing data, detecting abnormal signs, or having grounds to believe that there is a violation of the law.

As a result of 2020 and 2021, the VSS has presided over and coordinated to implement inspection at 24,104 units (specialized inspection at 11,739 units, 8,139 employer units, 709 health care facilities with health insurance, inter-sectoral inspection at 3,517 units); it detected nearly 77,221 cases of violations in terms of subjects, payment levels with arrears of nearly 276 billion VND; units to immediately remedy the amount of 1,523 billion VND out of the total 4,508 billion VND owed to social, unemployment and health insurance; requested to recover nearly 14.8 billion dong to the social insurance fund, 3.3 billion dong to the unemployment insurance fund, and 142.2 billion dong to the health insurance fund.

Through the inspection and examination, violations of the implementation of the social insurance regime have been detected, such as the insufficient number of compulsory employees in participating units, incorrect payment amount of social insurance premiums for employees, and outstanding debts, improper requests for payment of maternity, sickness, convalescence and health rehabilitation benefits, fake certificates of leave of absence to enjoy social insurance or fake hospital discharge certificates; violations on the implementation of the health insurance regime such as abuse and exploitation of technical services, dates, treatment beds, etc. Since then, the violations have been rectified and the implementation of the social and health insurance policy has been corrected in accordance with the provisions of law, contributing to raising awareness of employers and employees about responsibilities and benefits when participating in social and health insurance.

The specialized inspection of paying social and health insurance premiums has made strong changes in both quality and quantity. The number of units getting inspection increases year by year, and it mainly focuses on units showing signs of violating the law on payment of social and health insurance premiums. However, there are some shortcomings and problems, especially in handling administrative violations on payment of social and health insurance premiums; as well as limitations in citizen reception, letter processing and handling skills, etc. Therefore, this Conference aims to help solve the remaining problems; equipping with additional knowledge, especially soft skills, for the inspection and examination staff throughout the sector to well perform their assigned functions and tasks.

At the conference, representatives of the Government Inspectorate, the Ministry of Public Security, the Ministry of Labor, War Invalids and Social Affairs highly appreciated the results of the implementation of the specialized inspection function of the social insurance industry in recent years. The delegates commented that the effectiveness of specialized inspection activities on payment of social, unemployment and health insurance has been clearly seen, and has changed the awareness and sense of compliance with the law on social, unemployment and health insurance of the employers; social insurance debt ratio decreases year by year; employees' interests are guaranteed, and benefits are resolved timely, properly and sufficiently. On that basis, in the coming time, ministries and branches will continue to closely coordinate with the VSS to remove difficulties and obstacles in practice to effectively implement specialized inspection work on social and health insurance, ensuring compliance with the provisions of the law.

At this conference, delegates will be trained to equip with additional information, knowledge and skills to receive citizens, handle complaints and denunciations and handle administrative violations in the field of social insurance.
