Digital transformation - A key task with practical requirements to better serve the participants of social and health insurance

On April 27, 2022, the Steering Committee for Digital Transformation of Vietnam Social Security (VSS) held the Digital Transformation Conference in the first quarter of 2022. General Director of VSS Nguyen The Manh - Head of the Steering Committee chaired the conference.

The attendants of the Conference were the Deputy General Directors of VSS: Pham Luong Son - Standing Deputy Head of the Steering Committee; Dao Viet Anh - Deputy Head of the Steering Committee; Le Hung Son - Deputy Head of the Steering Committee and members of the Steering Committee are leaders of units under the VSS.

At the conference, the representative of the IT Center - Standing member of the Steering Committee gave a brief report on the results of implementing the directives of the Government, the Prime Minister, the National Steering Committee on Digital Transformation and the leaders of VSS in the digital transformation of the sector in the first quarter of 2022.

Currently, VSS has successfully connected with the national population database since this database was officially put into operation and is continuing to coordinate with the Ministry of Public Security to share and review personal information. Imports are included in the national database on insurance with the national database on population. As of April 25, 2022, the system has verified about 40 million demographic information contained in the national insurance database with the national population database. At the same time, VSS has also provided and shared over 33 million times of social and health insurance information for the national population database. Currently, there are about 25 million approved personal electronic transaction accounts nationwide - these accounts are to log in and use VssID - a digital social insurance application and the VSS Public Service Portal. The IT Center has coordinated with the units of the VSS to perfect the adjustment of professional software according to 18 decrees, circulars and professional documents.

The directions of the General Director and Deputy General Directors of VSS on IT application and digital transformation have also been implemented expeditiously and actively, such as: Completing the industry's data management process; upgrading and adjusting professional software; completing participant data; perfecting the professional process of renewing health insurance cards by households with deduction of premium rates for uniform implementation in the whole industry.

Appreciating the achieved results, General Director Nguyen The Manh - Head of the Steering Committee requested members and units to focus on performing assigned tasks in May and June; in which, he emphasizes the synchronization of data of the sector with the population database of the Ministry of Public Security. “It is necessary to accelerate the progress, and strive to achieve 100% of the data to be collated and authenticated. This is an important issue, and the foundation for the industry's digital transformation," said Manh.

At the meeting, the members focused on discussing this issue. Regarding the solution, VSS will classify the data for review and comparison. With new arising data, VSS will coordinate with the Ministry of Public Security to immediately synchronize with population data through citizen identification and ID number. With the available data, Vietnam Social Security will promote the review, update and supplement of citizen identification numbers to synchronize and authenticate with the population data source.

At the conference, the leaders of affiliated units informed about the performance of assigned digital transformation tasks, raised difficulties and proposed solutions to coordinate, resolve and deploy.

Deputy General Director Dao Viet Anh - Deputy Head of the Steering Committee requested the units to complete and develop the digital transformation plan of the field according to the industry's directions. The Legal Department shall review the entire process to implement Project 06 with 5 essential public services of the sector. The professional units need to restructure operations according to the requirements of Project 06 with 3 professional processes, administrative procedures and technical guidance.

Deputy General Director Le Hung Son - Deputy Head of the Steering Committee suggested that the Legal Department coordinate with related units, research and develop a proposal to develop and amend regulations related to IT and electronic transactions in the field of social, unemployment and health insurance in order to provide a legal basis for the industry's professional processes when applying digital transformation.

Deputy General Director Pham Luong Son - Standing Deputy Head of the Steering Committee requested that the units prepare a digital transformation plan for each unit based on the built project under the direction of industry leaders. In the construction of the insurance database, a great number of tasks have been completed before the deadline, but there are still some problems related to the fields of labor and health, so it is necessary to continue to promote the exchange, coordinate, as well as report to the Government, the National Steering Committee on Digital Transformation to ensure progress and quality. Regarding Project 06, units need to urgently restructure business processes to provide the IT Center. With the problem of IT human resources, it is also necessary to have a specific solution to attract and recruit.

Concluding the conference, General Director of VSS Nguyen The Manh - Head of the Steering Committee assessed that, in the first quarter of 2022, the digital transformation of Vietnam's social security industry continued to be promoted, with strong changes from awareness of the head and cadres, who have acknowledged the importance of digital transformation. The industry's units have been proactive and drastic in digital transformation with the goal of better serving participants of social and health insurance. However, there are some remaining units that have not fully and drastically focused.
