At the conference, General Director of VSS Nguyen The Manh affirmed: During the past years, our Party and State have always paid attention to leading, directing, building and well implementing the welfare policy, in which the main pillar is the policy of social and health insurance, considering this both a goal and a driving force for sustainable development of the country, bringing prosperity and happiness to the people.

Our Party has had a great number of resolutions in this field, especially in recent periods such as: Resolution No. 21-NQ/TW dated November 22, 2012 has identified important strategic orientations on social and health insurance policies; Resolution No. 20-NQ/TW dated October 25, 2017 defines: “Towards achieving universal health care and health insurance coverage”; Resolution No. 28-NQ/TW dated May 23, 2018 clearly affirms that the goal of social insurance development is really a main pillar of the social security system, gradually expanding the coverage of social insurance, towards the goal of social insurance for all people. These are significant orientations, laying the foundation for the sustainable development of our country's social security system.

Regarding outstanding results in the implementation of social and health insurance policies, General Director Nguyen The Manh said that by the end of December 31, 2021, the number of social insurance participants is more than 16,547 million, of which, the number of participants in compulsory social insurance is 15,097 million people (an increase of nearly 6.6 times compared to 1995); the number of voluntary social insurance participants is 1.45 million people (6.65 times higher than in 2015), reaching 2.96% of the labor force in the age group of farmers and informal sector workers, exceeding 1.96% of the assigned target in Resolution 28-NQ/TW. The number of health insurance participants reached 88.837 million people (1.27 times higher than in 2015), reaching the coverage rate of 91.01% of the population.

In the past 5 years, on average, each year, over 12 million people receive social and unemployment insurance benefits with the payment amount of about 250,000 billion VND/year; over 169.3 million people receive medical care costs covered by health insurance, with an amount of over 100 trillion VND/year. The administrative procedures in participating in and settling benefits related to social and health insurance are increasingly improved and shortened (from 263 administrative procedures in 2009 to now 25 administrative procedures), in which 100% of procedures are provided online at level 4.

On the other hand, VSS has completed a database of more than 98 million people, which is the foundation of the national insurance database; connected and completed data sharing with ministries and branches, especially the national population database (as of April 10, 2022, information of over 40 million citizens have been shared and verified); shared data for agencies to serve the prevention of the Covid-19 epidemic. Along with that, the VssID application has brought many practical features and utilities to participants of social and health insurance.

Facing the far-reaching impact of the pandemic on the lives, economy, society, employment of people, workers and businesses, our Party and State have promptly issued many policies to stabilize people's lives, especially Resolutions No. 42/NQ-CP, No. 154/NQ-CP, No. 68/NQ-CP and No. 116/NQ-CP on policies to support people, employees and employers in difficulty due to the Covid-19 pandemic. It can be seen that ensuring social security and social welfare is a great success of our Party and State in recent years, especially in the context of the country facing difficulties due to complicated and prolonged developments of natural disasters and epidemics. To achieve these successes, an important contribution is the participation of the people in the development and implementation of social security policies.

At the conference, representatives of agencies and units presented 7 presentations to assess the current status of participation of Trade Unions, Women's Unions, Farmers' Unions and members in the development and implementation of social security policies; The role of VSS in participating in the development and implementation of social insurance policies; Solutions to promote people's participation in the formulation and implementation of health insurance policies, etc. Besides the achieved results, some participants also pointed out limitations and inadequacies in practice such as: Resources for insurance ensuring social security policy are still mainly based on the state budget; and have not been able to strongly mobilize the participation of the whole society in the work of ensuring social security. The most effective promotion of the people's roles in the formulation and implementation of social security policies in some areas are still not really clear and innovative, therefore, the results are still limited. On that basis, the delegates made several suggestions and proposed solutions to enhance the active role of organizations and people in the development and implementation of social security policies in our country in the future.

At the conference, Member of the Central Committee of the Party, Deputy Head of the Standing Committee of the Central Commission for Mass Mobilization Pham Tat Thang affirmed great achievements in implementing social security in our country. According to Thang, in order to have an appropriate and sustainable social security system, one of the decisive factors is that mass mobilization needs to promote the role of the people to participate in building and implementing social security policies in the development strategy. In addition, it is necessary to implement other solutions such as: Promoting the role of the Vietnam Fatherland Front and socio-political organizations in monitoring and giving social criticism to social security undertakings and policies; Mobilizing the people to actively participate in the formulation and implementation of social security policies; Bringing the guidelines and orientations of the Party and the State's policies and laws in the field of social security into action plans of all ministries, branches and localities in a substantive and effective manner; with the goal of development for the people, taking the people as the center, ensuring that all people can access and enjoy social security, contributing to the realization of social progress and justice./.
