Delivering an opening speech, Deputy General Director Pham Luong Son said: The 13th Party Congress has identified many groups of solutions in different industries and fields to be the driving force for the development of the country in the next period. In which, the field of digital transformation is identified as the key. Along with the whole political system, Vietnam Social Security (VSS) has coordinated with relevant ministries and sectors and directed units throughout the industry to implement many digital transformation solutions such as: awareness transformation, infrastructure development, developing digital platforms, ensuring network safety and security, developing and innovating in the digital environment. Over the past time, the VSS has achieved initial successes in digital transformation. Among them is the successful construction of a national insurance base, which is considered as one of the six national databases.

At the seminar, Director of the Institute of Social Security Science of VSS Nguyen Minh Tuan said, digital transformation in the health insurance sector is one of the important components of the digital transformation program of Vietnam's social security industry. Digital transformation activities in the field of health insurance are not new to Vietnam's social insurance industry, as in recent years the industry has done significant things, which are fundamental to the digital transformation process; for example, it has built and regularly put into operation a health insurance assessment information system. This system connects with more than 12,000 medical facilities nationwide to collect data on medical care using health insurance, which is an effective tool to serve the assessment, promptly detect cases of health insurance fraud, and help the sector better manage the health insurance fund. It has also built and regularly put into operation the system of issuing social insurance codes and managing household-based health insurance. This system is managing over 97 million people and providing a unique social insurance number for each citizen. Currently, about 25 million people have installed and used the VssID application on their handheld devices.

At the conference, Standing Vice Chairman of Hoa Binh Provincial People's Committee Nguyen Van Toan mentioned the results of the local digital transformation application and affirmed, 2022 is the year of strongly promoting digital transformation for all branches, all levels on a national, all-people and comprehensive scale. This is the first year of implementing new strategies, which concretizes the National Digital Transformation Program, including Digital Infrastructure Strategy, Data Strategy, Postal Strategy, Cyber Information Security Strategy, Strategy Digital Economy and Digital Society, etc.

As of May 31, 2022, Hoa Binh province has over 160,000 people registered to install VSSID, reaching about 20% of the total number of health insurance participants. From June 1, 2021, Hoa Binh province officially implemented and used health insurance cards on the VssID application to replace paper health insurance cards at 100% of health insurance facilities. Implementing Official Letter No. 931/BYT-BH of the Ministry of Health on guiding the pilot implementation of medical treatment using citizen identification, Hoa Binh province has directed to strengthen the communication widely to the participants of health insurance on the implementation of chip-based ID cards when going for medical treatment, announced at health care facilities so that people can easily access. As of April 25, 2022, Hoa Binh province had 175,006 ID cards synchronized with valid health insurance cards for medical treatment using ID cards with electronic chips and 61 health facilities were able to accept those who go for medical treatment using ID cards with electronic chip attached.

At the conference, Deputy Director of Information Technology (IT) Center Nguyen Hoang Phuong said that in the next period of 2021-2025 and the following years, IT application of the Vietnam's social security industry needs to continue to inherit and make full use of the results of implementing e-Government, ensure the network information security of VSS achieved in the period 2016-2020, make the most of the national shared infrastructure and platform, avoid duplicating investment to build an integrated, centralized, and national IT system of VSS that meets international standards, customer-oriented and service-oriented with a highly automated business process operated by professional and high-quality IT human resources to meet the requirements of national social security assurance, comprehensive customer service in the fields of social and health insurance.

Regarding the current situation and solutions for digital transformation in the health insurance sector, Deputy Head of the Department of Health Insurance Implementation Nguyen Lan Huong pointed out the difficulties and limitations, and also proposed many specific solutions to digital transformation in the health insurance sector regarding the appraisal of payment and settlement of health insurance premiums; regarding synthesizing and building cost estimates for medical care using health insurance; in the synthesis and development of cost estimates for medical care using health insurance; summarizing bid-winning medical supplies price announcement.

Speaking at the conference on the health insurance assessment information system and digital transformation solutions in health insurance assessment activities, To Hong Luong - Deputy Director of the Center for Medical Claim Review said, digital transformation in activities to health insurance assessment brings numerous practical benefits to patients, medical facilities, social security agencies and management agencies.

At the conference, Nguyen Ngoc Son - Director of Hoa Binh province's social security agency pointed out the difficulties and obstacles that the agency is facing, including the incompleteness of shared directory data system in the medical sector as the technical services, drugs, and medical equipment are often added and changed, leading to difficulties for the units in implementation.

Deputy Director of Hanoi Social Security Office Nguyen Thi Tam also said that Hanoi is one of the localities with the largest revenue and expenditure on social and health insurance in the country. The number of units and beneficiaries of the policy is large with regular fluctuations, and the beneficiaries of social and health insurance policies are diverse. Therefore, in the coming time, Hanoi Social Security Office will effectively deploy the industry's professional management software; review and complete the professional processes, simplify administrative procedures; promote PAR, apply IT and implement online services at level 4 in all fields of social, health and unemployment insurance.
