The list of 24 online public services that need to be integrated soon and provided on the NPSP (Dichvucong.gov.vn) in 2022 has just been announced, including 14 essential public services for individuals and 10 essential services to the organization.

The newly approved list includes essential administrative procedures with priority for integration, sharing of population data of the national population database with the NPSP and the information system to settle administrative procedures of ministerial and provincial levels in order to settle administrative procedures and provide online public services, according to Appendix I of the PM's Decision 06 dated January 6, 2022 approving the project on developing the application of population database, e-identification and e-authentication for national digital transformation in the 2022-2025 period, with a vision to 2030 (Project 06).

In addition to 25 essential public services to serve people and businesses identified in Project 06, the list of integrated online public services, provided on the NPSP in 2022, consists of 24 services that need to be integrated and provided on the portal this year.

In the list of 24 online public services that soon need to be integrated and provided on the portal, the group of essential public services for individuals has 14 public services or administrative procedures including: Confirmation of residence information (Implementation period: April 2022); Recognition of bachelor's degrees, master's degrees, doctoral degrees and equivalent qualifications issued by foreign educational institutions for use in Vietnam (second quarter of 2022); Registration to participate in voluntary social insurance contributions (second quarter of 2022); Registration to pay and issue health insurance cards for people only participating in health insurance (third quarter of 2022).

Jointly grouping procedures for registration of business household establishment and tax registration (second quarter of 2022); Registration of changes in land use rights and ownership of land-attached assets in cases of transfer, lease, sub-lease, inheritance or donation of land use rights or ownership of assets attached to land (fourth quarter of 2022); Jointly grouping procedures for granting work permits to foreigners working in Vietnam and issuing judicial record cards (fourth quarter of 2022); Jointly grouping procedures for granting certificates of marital status and marriage registration (fourth quarter of 2022); Online payment service group; public service groups piloting authentication via digital signatures integrated in mobile applications to provide online public services.

Ten public services and administrative procedures that belong to the group of essential public services of the organization include: Issuing certificates of origin of goods at the Vietnam Federation of Trade and Industry; Registration of geographical indications; Registering the layout design of semiconductor integrated circuits; Payment of financial obligations in carrying out administrative procedures for land with enterprises; Completing the connection with the national one-stop portal to facilitate access and implementation of procedures related to import and export of goods on the NPSP;

Paying taxes and registration fees for businesses; Connecting and sharing enterprise data of the national database on business registration to perform power supply services for enterprises; Jointly grouping procedures for appraising environmental impact assessment reports; procedures for granting, amending and supplementing sea dumping permits and procedures for sea area assignment, amendment and supplement decision on sea area assignment; Jointly grouping procedures for debt cancellation of financial obligations (land use fees, registration fees) on certificates of land use rights and ownership of assets attached to land; registration of changes in land use rights and ownership of land-attached assets due to changes in financial obligations (due to debt cancellation of financial obligations); Jointly grouping procedures for registration of establishment of cooperatives or unions of cooperatives and tax registration.

In addition to the above online public services, based on the practical conditions of ministries, branches and localities, ministers, heads of ministerial-level agencies, General Director of Vietnam Social Security (VSS), Chairman of People's Committees of provinces and cities directly under the central government shall approve the list, roadmap, and responsibilities of their affiliated agencies and units in integrating and providing online public services and online payments under their management on the NPSP in 2022, guaranteeing to reach the minimum rate as prescribed in the Government's Resolution 01 dated January 8 and Resolution 03 dated January 10 of the Government.

According to the Ministry of Information and Communications, the standing body of the National Committee on Digital Transformation, in the first quarter of 2022, ministries, sectors and localities have continued to promote the provision of online public services at levels 3 and 4. Until March 20, the rate of eligible public services online provision at level 4 was 97%.

With the NPSP, 3,552 online public services at levels 3 and 4 have been provided so far; more than 1.51 million registered accounts; more than 103.3 million state synchronization records; more than 4.61 million times of performing utility services; more than 3.12 million online applications implemented on the Portal; more than 689,000 online payment transactions with the amount of more than 1,078 billion dong./.
