New strategy, guideline for the development orientation of the entire VSS industry in the next period

On March 2, Vietnam Social Security (VSS) held a workshop to collect opinions on the dossier submitted to the Prime Minister on the development strategy of Vietnam's social insurance industry to 2030, with a vision to 2045.

Bac Kan, Nghe An, Dong Nai and Ninh Binh (online).

Strategy for the period 2013-2020: Important milestones

The development strategy of Vietnam's social insurance industry to 2020 was approved by the Prime Minister under Decision No. 1215/QD-TTg dated July 23, 2013. To date, most of the objectives set out in this Strategy have been effectively implemented by the VSS.

Specifically, compared with 2013, the number of social insurance participants in 2020 increased by 46.1%, the number of voluntary social insurance participants increased by 6.6 times; unemployment insurance increased by 53.3%. The average number of health insurance participants each year increases by about 6%/year; Since 2016, the coverage rate has reached 81.88% of the population, "finishing" 4 years before the target set out in the Strategy to 2020.

Administrative reform of VSS has been continuously promoted. The number of hours for paying social insurance contributions for enterprises has decreased from 335 hours in 2015 to 147 hours in 2018; cut down over 70% of the number of administrative procedures (from 115 to 25 procedures).

Regarding IT application, the VSS has built a national database on insurance, managing about 16 million social insurance participants, over 13.3 million unemployment insurance participants, about 88 million health insurance participants. The health insurance assessment information system connects to more than 1,200 medical facilities for cost monitoring, data synthesis and analysis to develop policies.

The VSS has also provided 100% level 4 online public service; integrated and provided 15 public services on the National Public Service Portal; deployed the application of digital social insurance - VssID, creating favorable conditions for people to track information on payment of social and health insurance premiums, replacing health insurance cards when going for medical care, etc.

New Strategy - New Vision

From the orientation set out in the Resolution of the 13th Party Congress and the country's 10-year socio-economic development strategy for 2021-2030, the requirements set out from practice, it is necessary to develop a sector development strategy of VSS to 2030, with a vision to 2045.

Deputy General Director of VSS Pham Luong Son said that the VSS has actively developed a scientific project "Strategy for development of Vietnam's social insurance industry to 2030, with a vision to 2045", thereby summarizing the thesis and practice of developing the Report, the draft Decision, the draft Strategy to submit to the Prime Minister for approval.

At the workshop, the participants shared opinions, discussed and commented in detail on the goals and solutions set out in the draft new Strategy.

Contributing ideas on solutions to develop the number of social and health insurance participants, Mr. Duong Van Hao - Head of the Department of Social Insurance Book and Health Insurance Card, suggested that the responsibilities of relevant ministries and branches should be clearly added, thereby ensuring feasibility and synchronization in the implementation process in practice. “Besides, communication solutions need to be more specific, targeting specific and potential target groups, effectively exploiting data sources managed by the social security agency, thereby achieving development goals of participants in social and health insurance," said Hao.

From practical experience, Nguyen Duc Hoa - Director of Hanoi Social Security Office proposed to add more content on the responsibilities of the Party committees and local authorities in implementing the strategic goals of social and health insurance development in localities.

Phan Van Men - Director of Ho Chi Minh Social Security Office proposed to study measures to more closely manage information on pension beneficiaries at the grassroots level, in which, the main responsibility belongs to the social security agency. In addition, it is also necessary to pay attention to promoting the application and use of electronic 

receipts to make it more convenient for people.

Deputy General Director of VSS Tran Dinh Lieu emphasized that policy formulation and improvement are important prerequisites for effective implementation, especially in collecting and developing participants of social, health insurance. The process of developing goals must also clarify the context, assess the impacts to ensure feasibility; The key solutions must also be built very specifically, clearly quantifying the tasks, along with determining the financial resources for implementation, infrastructure investment, organizational structure model, and human resources, etc.

Further research and improve

At the workshop, General Director of VSS Nguyen The Manh highly appreciated the value, practicality, and specific details from the discussions and comments on the draft development strategy of Vietnam's social insurance industry to 2030, with a vision to 2045.

Emphasizing the importance of the New Strategy, which is a guideline for the development orientation of the entire Industry in the next period, Manh directed the Drafting Board to continue to perfect the content of the previous draft Strategy before submitting to the Prime Minister for approval.

He noted that the solutions are related and dialectical with each other, on the basis of legal, practical, and theoretical grounds, clearly identifying the context and conditions for implementation, anticipating changes and adjustment in the process of amending the law, ensuring that the goals and solutions set forth in the strategy are still valid and feasible in the long-term.

The Drafting Board will continue to research and synthesize, try to absorb all comments, clearly explain the contents that need further analysis; affiliated units, social security agencies of provinces and cities shall promote their sense of responsibility, continue to study more deeply, contribute ideas and propose solutions to draft the development strategy of Vietnam's social insurance industry to 2030, with a vision to 2045 is completed at the best level, directed by General Director Nguyen The Manh.
