Vietnam Social Security received 2 ISSA Achievement Awards

Within the framework of the Asia-Pacific Social Security Forum 2022 taking place on February 22, ISSA announced the results and awarded the Asia-Pacific Good Practice Award.

Accordingly, the Health Social Security Agency (BPJS Kesehatan) of Indonesia won the ISSA Good Practice Award for Asia-Pacific, with the National Health Security Program.

Indonesia is a rapidly growing middle-income country with a population of 271 million. Established in 2014, BPJS Kesehatan is required by law to extend universal health insurance coverage to all Indonesian citizens. This agency administers the social security program of a large country with a population scattered across 17,491 islands – which are significant geographical barriers.

Through an ambitious, proactive and flexible approach, BPJS Kesehatan has managed to increase its medical coverage from 133.4 million members in 2014 to 222.4 million members in 2020. At the same time, the number of primary care providers increased from 18,437 to 22,953, and the customer satisfaction rate also improved in parallel from 78.6% to 81.5%. Thanks to these achievements, BPJS Kesehatan won the ISSA Good Practice Award for Asia-Pacific in 2021.

It is known that BPJS Kesehatan has defined its digital ecosystem into 4 clusters including: Cluster members with services moving from offline to self-service mobile applications, including chatbots, artificial intelligence, dialogues. Healthcare provider clusters with digital certificate validation and re-validation have been established for healthcare providers, as well as digital solutions for services, administration, payment verification and claims, as well as fraud detection.

In addition, the banking and financial cluster with enhanced online banking solutions, a network of 650,000 payment points was established through financial institutions.

And finally, the group of stakeholders have been connected. BPJS Kesehatan has partnered with various ministries, public and private organizations, associations and communities to optimize data updating and membership expansion in web-based services.

Marcelo Abi-Ramia Caetano - ISSA Secretary-General commented: “Indonesia's BPJS Kesehatan has set a great example in building a model of universal health coverage, through digital innovation and the determination of the agency. The digital service transformation has contributed to improving business processes and supported membership growth, revenue, healthcare providers, and customer satisfaction.”

The ISSA Good Practice Award for the Asia-Pacific region attracted record participation. Notably, out of a total of 168 nominations from 30 member organizations of 19 countries in the Asia-Pacific region, Vietnam Social Security was honored to receive 2 ISSA Best Practice Awards of Asia-Pacific in 2021.

This is a mobile application built by the Vietnam Social Security to realize the industry's goal of digital transformation, towards replacing paper social insurance books and health insurance cards, providing online public services for people, towards the publicity and transparency of information on payment and benefits of social and health insurance to participants. In fact, the implementation of the VssID application has created favorable conditions for participants and beneficiaries of social and health insurance to access information and perform public services on social and health insurance in a convenient and fast way.

The Achievement Award for nomination on “Expanding coverage of social insurance and health insurance in Vietnam”. In 2015, in prior to the implementation of the Law on Social Insurance in 2014, the number of social insurance participants was only 12,290,529 people, equivalent to 24.8% of the labor force in age, the number of health insurance reached the coverage rate of 74,7% of the population. This poses a great deal of challenges for Vietnam Social Security in expanding coverage of social and health insurance. After 6 years of continuous efforts, by the second quarter of 2021, the number of social insurance participants has increased to 3,108,251 people (an average increase of 5.95% per year), voluntary social insurance alone increases by 924,274 people (equivalent to 553% compared to 2016).

According to Mr. Nguyen Tien Thanh - Director of the Department of International Cooperation (Vietnam Social Security), within the framework of the official visit to Vietnam in 2020, ISSA Secretary General had time to visit the IT system of the Vietnam Social Security. Impressed by the development of IT of Vietnam Social Security, the Chief of Office of ISSA proposed Vietnam Social Security to attend the Good Practice Award 2021.

“ISSA recognizes and appreciates the two nominations that Vietnam Social Security has registered. In fact, these are all remarkable achievements from the efforts of the Vietnam Social Security in recent years, contributing to perfecting and improving the social security system, towards ensuring social security benefits of all Vietnamese people," shared Mr. Nguyen Tien Thanh.

The ISSA Good Practices Award is held every 3 years in each region, in order to introduce the best practices and methods of social security organizations. All accepted good practices will appear and make available to ISSA member organizations at the ISSA good practices database. The Awards and Merits are judged fairly by an international jury and are one of the rare opportunities to receive international recognition for the achievements of social security organizations.
