Social security agencies of localities to be ready and flexible to turn challenges into opportunities

Facing difficulties during the Covid-19 epidemic, local social security agencies have flexibly turned challenges into opportunities to spread social and health insurance policies. The outstanding achievements achieved by local social security agencies in 2021 are a favorable premise for the implementation of tasks in the new normal.
Thai Binh Provincial Social Security Office:
In 2021, the Thai Binh Social Security Office has developed 482 new units, with 3,305 participants in social and health insurance (an increase of 160 units compared to 2020). Currently, Thai Binh has 8,692 units with 217,634 participants in compulsory social insurance (an increase of 25,779 compared to 2020), reaching 107.2% of the assigned estimate; 40,878 participants in voluntary social insurance (an increase of 14,155 compared to 2020), reaching 104.8% of the estimate; 207,613 participants in unemployment insurance (an increase of 25,122 compared to 2020), reaching 107.3% of the estimate. In addition, there are 1,619,610 participants in health insurance (including 484,631 participants in household health insurance), an increase of 21,853 compared to 2020, reaching the coverage rate of 86.6% of the province's population.
Director of Thai Binh Social Security Office - Pham Quoc Thai - said that the provincial social security agency regularly sends reports to and advises the Provincial Party Committee, the People's Council and the Provincial People's Committee on the implementation of policies and laws on social and health insurance; thereby directing relevant levels, branches and units to closely coordinate with social insurance agencies to well organize the implementation of policies and laws on social and health insurance.
Specifically, in 2021, the Thai Binh Social Security Office continued to advise the Provincial Party Committee to direct all levels and sectors to effectively implement Directive 33-CT/TU dated September 8, 2020 of the Provincial Party Committee on "strengthening leadership and direction on social and health insurance”; to advise the Provincial People's Committee to issue official documents directing the implementation of VssID application in the province; to plan to pay monthly pension, social insurance and unemployment insurance allowance during Covid-19 epidemic prevention and control; to request the Provincial People's Council to supervise and urge enterprises that owe social and health insurance to strictly abide by the law on social and health insurance to ensure the legitimate benefits and regimes for employees.
Giving voluntary social insurance books to people
In addition, to actively and closely coordinate with other departments and branches: Department of Finance, Management Board of Economic Zones and Provincial Industrial Parks, Department of Planning and Investment, Department of Labor, War Invalids and Social Affairs, Provincial Labor Federation, Department of Taxation, Provincial Youth Union, Provincial Post Office, Provincial Cooperative Union, Provincial Women's Union, Provincial Farmers' Association and media agencies have well organized the implementation of policies and laws on social and health insurance; to coordinate with the Department of Health in promulgating documents guiding the management and use of health insurance premiums.
The Thai Binh Social Security Office also drastically directed social security agencies of districts and affiliated units to stick to the assigned targets and plans, proactively developed plans to organize tasks according to regulations; directed district-level social security agencies to advise the district-level People's Committee to assign target development targets to each commune, ward, town and collection agency; regularly evaluated performance results and promptly overcame shortcomings and limitations in the process of performing assigned tasks.
In particular, an effective solution of Thai Binh in 2021 is to effectively use the monitoring "tools" given to the Vietnamese social insurance industry. According to the inspection and examination results, 315 employees are required to participate but have not been able to, 345 employees have paid less than the prescribed amount with the requested amount of 591.9 million dong; 36 turns of people improperly enjoying social insurance benefits with the amount to be recovered of 25.9 million dong; recovered the health insurance fund of 438.1 million dong due to improper expenditure by health care facilities with health insurance; collected 45 billion dong of social and unemployment insurance debt at enterprises; issued 2 decisions on sanctioning administrative violations on payment of social and unemployment insurance premiums; reviewed data for 110 employers, issued a document requesting the unit to self-check and compare with actual data at the unit for consistency and implementation.
Thai Binh Social Security Office is ready to carry out tasks in the new normal.
According to the Director of Thai Binh Social Security Office, the Covid-19 epidemic remains complicated and prolonged, affecting socio-economic activities in the country and in the province, the organization and implementation of the collection estimate and reduction of debts on social and health insurance and the development of health insurance participants has been dealing with difficulties; most enterprises has been facing challenges in production and business, mainly focusing in the textile and garment industry, producing building materials, etc. due to a large number of employees and the inability to sell products; the number of employees receiving unemployment benefits and one-time social insurance benefits increased; income of the majority of people decreased. Therefore, the development of participants, inspection and checking on the observance of the law on social and health insurance at the employers' units has been encountering obstacles.
Determined to well perform the assigned tasks and targets in 2022, Thai Binh Social Security Office will continue to coordinate with departments and branches in the province to well implement the signed coordination programs and regulations in the implementation of policies and laws on social and health insurance; take the initiative to promptly resolve difficulties and obstacles in the implementation of social and health insurance policies; ensure full benefits for participants and enjoy social and health insurance; also, strengthen access to and urge employers to deduct and pay social and health insurance premiums in accordance with regulations; strengthen inspection, supervision, training and professional development of collection agents, in order to strengthen the development of participants in voluntary social and household-based health insurance.
Entering the new year of 2022, one of the tasks that the Thai Binh Social Security Office continues to focus on is to carry out specialized inspection and examination according to the plan; irregular inspection and examination of units showing signs of abuse and exploitation of social, health and unemployment insurance funds.
Lang Son Provincial Social Security Office:
In 2021, the Lang Son Social Security Office had actively responded to the emulation movement to implement Resolution 28-NQ/TW and achieved many successes, contributing to creating a foundation for sustainable socio-economic development in the region.
The Lang Son Social Security Office has proactively assigned specific targets suitable to each unit in order to encourage civil servants and employees to promote their sense of responsibility and determination to successfully implement the set goals. Along with that, it has advised the Provincial Party Committee to develop Action Plan No. 103-CTr/TU; advised the Provincial People's Committee to set up a committee to implement policies on social and health insurance in the area. Thanks to that, the provincial social security agency has developed and expanded the group of subjects participating in voluntary social insurance and household-based health insurance effectively, with an average annua growth of 2-3%.
Propagating people to participate in voluntary social insurance
Efforts, initiative and flexibility in propaganda have helped to rapidly increase the number of social and health insurance participants in Lang Son. If in 2018, the whole province had 57,241 participants in compulsory social insurance and 3,562 participants in voluntary social insurance, by 2021 there were 65,348 participants in compulsory social insurance and 12,906 participants in voluntary social insurance. Regarding health insurance, in 2018, the province had 743,650 participants, reaching the coverage rate of 94.3% of the population; By 2021, the provincial social security agency has tried to maintain the rate of 683,025 participants in health insurance, reaching the coverage rate of 86.6% of the population. The reason for the decrease in the rate of participation in health insurance is due to many objective factors, including the implementation of Decision 861/QD-TTg, which makes a large number people no longer eligible for state budget support to participate in health insurance.
Administrative procedure reform is also directed by the Lang Son Social Security Office. Until now, the whole province has 2,666 units registered for electronic transactions with the social security agency, reaching 97.8%. The units that have not yet registered for electronic transactions are mainly small businesses, individual business households, and employ few employees. The provincial social security agency also publicly posts the administrative procedures at the headquarters of the provincial and district-level social insurance authorities, etc., ensuring that all organizations and individuals can easily learn and access them. From January 2020, the provincial social security agency will receive and return administrative procedures results at the Provincial Public Administration Service Center with 9 administrative procedures.
According to Mrs. Nong Thi Phuong Thao - Director of Lang Son Social Security Office, the emulation movement to implement Resolution 28-NQ/TW has been responded to and implemented by the provincial and district-level social security authorities. Through this movement, many excellent collectives and individuals have been praised and rewarded, contributing to building typical factors for the Industry. The implementation of Resolution 28-NQ/TW has brought about positive changes in the implementation of social and health insurance policies. However, the proportion of subjects participating in compulsory social insurance and unemployment insurance still increased lower than expected. Therefore, in the coming time, the Lang Son Social Security Office will continue to research and deploy more synchronous communication solutions, in order to effectively implement the policy of social and health insurance, towards the completion of all targets and tasks in 2022./.
