At the meeting, General Director Nguyen The Manh said that IT is a difficult and burdensome field, in which it is related to legality, technical requirements, management regulations, operation and exploitation of IT. “Therefore, in order for IT tasks to be carried out effectively, the Industry Leaders will listen to the opinions of relevant units, including solutions for implementation, difficulties, existing obstacles, requirements set forth in the coming time. The key content focuses on IT device management, network and information security; IT application plans; provision of online public services,” said Manh.

Reporting on the performance of IT tasks, Le Nguyen Bong - Director of IT Center (VSS) said that currently, the VSS is managing more than 30 professional databases, which are continuously updated regarding the professional activities of the district-level social security agencies and those of provinces and centrally-run cities. Since 2021, the VSS has been assigned to be the managing unit of the National Database on Insurance. Currently, the VSS is reviewing and completing specialized databases to ensure interoperability, readiness to connect and share between specialized databases and the national insurance database. The industry's software is deployed according to the centralized model at VSS on modern technology platforms.

According to the list, in 2022, the Industry needs to implement a number of tasks and projects such as: Replacing and equipping specialized computers; upgrading and expanding the processing capacity of the Industry Data Center; replacing routers, adding devices to ensure network safety and security; upgrading and expanding processing capacity for the backup data center; building a smart monitoring and operating center; deploying the national database on insurance; deploying drills for emergency response to information security incidents, etc. In which, there are 2 priority tasks: maintaining the Wan network connection and maintaining the connection line service.

At the meeting, the leaders of the units under the VSS reported on the progress of implementing tasks related to IT application; existing difficulties and problems. In which, there are contents related to legal documents, legality in IT implementation; documents guiding the use of professional software; promulgating regulations on data management, clearly stating the responsibilities of data management and use for units.

"Application of IT is a key task of the industry, therefore, in order to deploy effectively, units need to be more drastic, strengthen coordination, and professional units at the same time need to be more proactive in data management, identifying this as the responsibility of their units".

The IT Center has also made a number of proposals such as: The units shall quickly deploy plans to purchase and replace equipment to ensure infrastructure and information security; proactively manage data, continue to upgrade software, and develop manuals for professional software. Notably, the sector shall soon issue specific and detailed instructions on the management and implementation of investment in IT application in Vietnam's social security industry to speed up the implementation of IT tasks and projects.

At the meeting, the Deputy General Directors all agreed that it is necessary to soon issue the process of investment in the IT field, in which the IT Center advises and is the focal point in the implementation in the coming time. For data management software, which requires high expertise, it is necessary to develop a unified process, institution, and legality of the application, use and management of data software, to ensure the accuracy of data and information. In which, it is noted that there is data to connect the national database on insurance.

At the meeting, General Director Nguyen The Manh emphasized, the Industry shall further promote the implementation of administrative procedures in the electronic environment, and implements the provisions of Decree No. 45/2020/ND-CP; Decisions and projects related to reform of administrative procedures, databases, and national digital transformation. Continue to review and restructure the process of reducing and simplifying administrative procedures. In which, the specialized departments and committees shall review the legal basis, summarize and propose the contents that need to be adjusted, supplemented, amended, replacing the legal provisions related to the implementation of the IT tasks.

“It is necessary to uphold the responsibility of the head in coordinating, guiding, implementing, clearly assigning people with clear work and responsibilities so that the IT work of the Industry is promoted, developed, and met the set out requirements in the near future.” - Manh directed.
