Efforts and determination to successfully build a large citizen database, promote national digital transformation

On January 18, 2022, Prime Minister Pham Minh Chinh, Chairman of National Committee on Digital Transformation, chaired a nationwide online conference to deploy the project on developing the application of data on population, identification and e-authentication for national digital transformation in the period of 2022-2025, with a vision to 2030.

The conference is connected online to the headquarters of ministries, ministerial-level agencies, agencies attached to the Government, People's Committees of centrally-run provinces and cities, online meeting rooms of districts, communes, wards and townships.

Attending the conference at the Government headquarters site, there were Deputy Prime Minister Vu Duc Dam; Minister of Public Security To Lam; Minister, Chairman of the Government Office Tran Van Son; Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung, leaders of ministries, departments, branches and central agencies.

Defining solutions and implementation roadmap of the Project

At the conference, Lieutenant General Nguyen Duy Ngoc, Deputy Minister of Public Security, reported that on January 6, 2022, Prime Minister Pham Minh Chinh signed and issued Decision No. 06/QD-TTg approving The project to develop the application of population data, identification and electronic authentication for national digital transformation in the period of 2021-2025, with a vision to 2030.

The project has identified 7 major guiding points, general and specific goals along with 5 groups of tasks and solutions with the roadmap of each task in 2022 and the period of 2023-2025, with a vision to 2030. Followed by that, it is a list of 25 priority essential administrative procedures, integration of population data sharing to serve administrative procedures, and a list of 52 specific tasks to be performed with specific assignment of responsibilities and completion timelines to implement the Project.

The overall objective of the project is to apply the national population database, electronic identification and authentication system, and citizen identification cards with electronic chips in the process of national digital transformation by 2025, oriented to 2030 to serve 5 groups of utilities as follows: (1) Serving administrative procedures and providing online public services; (2) Serving socio-economic development; (3) Serving digital citizens; (4) Completing the ecosystem for connecting, exploiting, supplementing and enriching population data and (5) Serving the direction and administration of leaders at all levels.

Vietnam Social Security has successfully connected and shared data on population

Presenting at the conference, General Director of Vietnam Social Security (VSS) Nguyen The Manh said that currently, the Vietnamese social insurance industry has implemented a relatively comprehensive and smooth digital transformation following a centralized model from central to local levels. Business operations of the industry as well as interactions with people and employers are based on data. The VSS has connected with nearly 13,000 health facilities and more than 500,000 organizations and enterprises using public services nationwide. The provision of level 4 public services for 100% of administrative procedures of the Sector on the VSS Public Service Portal and the National Public Service Portal. In 2021, the electronic social insurance transaction system will receive and process over 220 million applications.

Implementing Decree No. 43/2021/ND-CP dated March 31, 2021 of the Government on the national insurance database (where VSS is assigned as the lead agency), the VSS has and is actively coordinating with relevant ministries and branches to effectively implement the assigned tasks. In particular, over the past time, the VSS has received the active and effective attention and sharing of the Ministry of Public Security in connecting and sharing information and data with the national population database.

As soon as the national population database was announced and deployed, the VSS was the first unit selected by the Ministry of Public Security on connection and sharing. As an industry serving over 90% of the population participating in social, health, unemployment insurance and annual electronic transactions reaching over 220 million records, the successful connection and data sharing with the national population database is of great significance in digital transformation, reducing administrative procedures, reducing dossiers, saving time and costs for people and businesses, especially in combating fraud and profiteering from social and health insurance. Some of the implemented contents and achieved results are:

The VSS has coordinated with the Ministry of Public Security to deploy sharing about 33 million times of citizen information contained in the National Insurance Database with the National Population Database for authentication. This is an important basis for the VSS to continue to correct, complete, and enrich information for the national insurance database.

The VSS has also coordinated with the Ministry of Public Security to deploy automatic authentication of citizen information from the national population database when citizens register an electronic transaction account with the social security agency on the VSS Public Service Portal and on VssID - Digital social insurance application with more than 6 million verified registrations. The automatic authentication of information from the national population database has significantly supported the VssID application today with nearly 30 million downloads, installations and users.

Implementing Resolution No. 116/NQ-CP and Decision No. 28/2021/QD-TTg on supporting employers and employees affected by the COVID-19 pandemic from the unemployment insurance fund, thanks to automatic verification of employee information with the national population database and bank account data, the VSS has performed swift and accurate information verification, ensuring timely and accurate payment for employees during the difficult period of the Covid-19 pandemic.

In order to help citizens reduce paperwork when going for medical treatment, the VSS is coordinating with the Ministry of Public Security and the Ministry of Health to deploy the use of chip-based ID cards for medical treatment under health insurance instead of paper health insurance cards.

The interconnection, data sharing with the national population database has helped the VSS industry to deploy professional activities conveniently, quickly and accurately, and has helped reduce procedures, paperwork, time and cost for citizens when participating in and enjoying social, health and unemployment insurance benefits, while helping to improve the accuracy and capacity of data-based management; facilitate the strengthening of electronic inspection and testing; reduce duplication of health insurance cards, limit fraud and profiteering in payment and enjoyment of social, health, and unemployment insurance.

With the experience and results achieved in connecting and sharing between the national population database and the national database on insurance recently, General Director of VSS Nguyen The Manh proposed, the Ministry of Public Security shall continue to support to perform authentication with the entire national database on insurance; continue to support the verification of household demographic information from the national population database to extend and pay social insurance premiums for households; soon introduce biometric authentication at the sites where administrative procedures need to be presented.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that the implementation of the Project is in line with the National Digital Transformation Program. The goals identified by the Project in 2022 show a large amount of work (one of the largest information technology projects ever), carried out on a large scale (nationwide) and with the coordination of many stakeholders (between ministries, branches, localities, large telecommunications enterprises, the people and business community); in which the Ministry of Public Security will play a pivotal role in implementing the scheme and we strive to reach the finish line as soon as possible in 2023.

Regarding the tasks in the coming time, the Prime Minister basically agreed with the report of the Ministry of Public Security and emphasized a few more points as follows:

First, in terms of leadership and direction, the implementation of the Project is identified as one of the important and breakthrough contents of the Government's Digital Transformation Program in 2022 and the following years. The Prime Minister requested the Project Implementation Working Group to regularly monitor, supervise and urge the assigned tasks; proactively guide ministries, branches and localities in organizing the implementation; promptly advise and report to competent authorities about difficulties and problems in the implementation process. Provinces and cities shall set up Working Groups to implement the Project.

Second, ministries, ministerial-level agencies, Governmental agencies, People's Committees of centrally-run provinces and cities, the key roles are the Ministry of Public Security, the Ministry of Information and Communications, the Government Office; Ministries and branches being assigned with the national databases shall hold responsibility for urgently developing programs, plans and roadmaps on time and human resources for implementation to ensure the successful implementation of the Project in association with the national digital transformation program. Party secretaries and chairpersons of People's Committees at all levels must pay close attention to directing to promote the synergy of the whole political system on the basis of assigned functions, tasks and powers, and strengthen direct inspection at the establishment, immediately resolve arising difficulties and problems; promote propaganda to create consensus for participation of organizations, business communities and people.

Third, ministries, branches and localities shall urgently promote online public services, especially 25 essential public services to serve people and businesses identified in the Project. The Ministry of Justice, the Ministry of Labor, War Invalids and Social Affairs, and the VSS shall assume the prime responsibility for, and coordinate with the Ministry of Public Security in, quickly connecting and interoperating the national electronic civil status database and the social security database, vaccine information, COVID-19 testing, the national insurance database with the national population database, ensuring accurate information authentication; speed up the preparation of the platform, connecting the national population database with national and specialized databases, especially databases on businesses, taxes, customs, and banks, driver's license, insurance, health care, education, etc. and soon, land and securities. For units that do not have information technology infrastructure or have not yet secured information technology infrastructure, they should study and use the same infrastructure of the national population database to ensure savings, synchronization, and efficiency.

Fourth, relevant ministries and sectors should urgently review and resolve according to their competence or propose competent authorities to remove obstacles and inadequacies in relevant laws to create a unified, connected, and effectively organized legal framework.

Fifth, it is necessary to prioritize the arrangement of reasonable, economical and effective funding; arrange sufficient human resources, especially information technology human resources to organize the effective implementation of the Project.

Sixth, the Ministry of Public Security and the Government Office shall promote their standing roles in the implementation of the Project. In which, the Ministry of Public Security must ensure that population data is accurate and is always supplemented and regularly updated, ensuring "accuracy, sufficiency, transparency, availability"; maintain continuity of connection, communication, data sharing; ensure security, safety, and protect personal data in accordance with the provisions of law.

The Prime Minister assigned Deputy Prime Minister Vu Duc Dam to give direction on the activities, consider and solve the regular work of the Project. The Prime Minister decided to establish a Working Group to implement the Project, led by the Minister of Public Security; The Minister, the Chairman of the Government Office shall act as the vice leader and represent the leaders of the ministries and agencies to guide and urge the ministries, branches and localities to effectively organize the implementation of the tasks of the Project./.
