Deputy General Director of Vietnam Social Security Le Hung Son launched the emulation movement in 2022 for Vietnam's social insurance industry.
Accordingly, in order to continue the success and promote the achievements achieved in the past years, with the determination to well implement the Prime Minister's Directive No. 19/CT-TTg dated July 16, 2021 on the development of the Government on launching the emulation to successfully implement the annual socio-economic development tasks and the 5-year plan (2021-2025) according to the Resolution of the 13th National Party Congress, General Director of the VSS launched the emulation movement of Vietnam's social insurance industry in 2022 with the theme: "Civil servants, public employees and workers of Vietnam's social insurance industry will be united with high determination, striving to make efforts, be flexible and creative and successfully completing the assigned tasks in 2022".
The purpose of the movement is to: Promote the spirit of solidarity and creativity of the contingent of civil servants, public employees and workers in the whole industry participating in emulation, striving to successfully complete the targets and tasks, the key plan and work program of the year, contributing to the successful implementation of the sector's 2022 political tasks; Discover new factors, new models, advanced role models, good people and good deeds, creativity with a positive impact on work efficiency, creating a new shift in awareness, in order to improve quality and practical effectiveness of the patriotic emulation movement of agencies and units.
The VSS leaders requested: Heads of units attached to the VSS, Directors of social security agencies of centrally-run provinces and cities, and Emulation and Commendation Councils at all levels to actively research, closely follow the contents and solutions of political and central tasks of agencies, units and localities to lead and direct the emulation movement and promptly detect, praise and reward. The implementation process must be regular, continuous, extensive, substantive, effective and flexible. Furthermore, they shall regularly check, urge, supervise, supplement and update new tasks to meet the requirements and requirements of practice; link the results of the emulation movement with the commendation work; take the performance of assigned tasks as the main criterion to evaluate the achievements of collectives and individuals.
In order to successfully complete the assigned political tasks of the VSS in 2022, it is recommended that the whole sector focus on a few main contents:
1. Actively participate with ministries and sectors to research and propose amendments and supplements to perfect policies and laws on social, health and unemployment insurance in accordance with practice and inspection; complete the system of documents to direct and guide units and localities on key tasks related to the organization and implementation of social, unemployment and health insurance regimes and policies in 2022 to meet the "dual goal" while completing the assigned tasks, while fighting the epidemic safely, effectively and flexibly.

2. Focus on closely following the tasks and solutions in Resolution No. 28-NQ/TW dated May 23, 2018 of the 12th Party Central Committee on reforming social insurance policy (Resolution No. 28-NQ/TW); Resolution No. 125/NQ-CP dated October 8, 2018 promulgating the Government's action plan to implement Resolution No. 28-NQ/TW, Resolution No. 20-NQ/TW dated October 25, 2017 of the 12th Central Committee on strengthening the protection, care and improvement of people's health in the new situation; Resolution No. 32/2021/QH15 dated November 12, 2021 of the National Assembly on the socio-economic development plan in 2022 and Resolution No. 01/NQ-CP of the Government annually on major solutions only directing and monitoring the implementation of socio-economic development plans and State budget estimates, in order to organize and ensure the completion of socio-economic development targets of the VSS in 2022:
- To strive to develop participants of social, unemployment and health insurance to reach about 38% of the workforce in the age group participating in social insurance; about 30% of the workforce in the age group participating in unemployment insurance; about 92% of the population participates in health insurance; the index of satisfaction of social insurance participants to reach over 82.5%.
- To strive to achieve and exceed the assigned collection of social, unemployment and health insurance premiums; limit arrears, avoid payment of social, unemployment and health insurance in order to reduce the proportion of social insurance debt that must calculate interest in 2022 to the lowest level (lower than in 2021).
- To drastically implement solutions to monitor and control the cost of medical treatment under health insurance, ensuring implementation in the 2022 estimate assigned by the Prime Minister; use management costs of social, unemployment and health insurance in accordance with regulations, effectively, thoroughly and economically associated with development results of participants of social, unemployment and health insurance.
- To closely work with ministries, branches and localities to continue researching and proposing policies to support businesses and employees to recover and develop production and business, especially policies to maintain jobs, in order to maintain the supply of labor; seriously and effectively implement policies to support employees and employers affected by the Covid-19 pandemic according to the Government's Resolutions and Prime Minister's Decisions, ensuring assigned schedule. Firmly grasp the situation, closely monitor developments, especially arising problems that cause difficulties and affect the social security of people and businesses; proactively, flexibly, creatively and promptly solve and handle problems or propose competent authorities to resolve arising difficulties and problems, as well as propose expanding policies to support employees and employers.
- To strengthen the specialized inspection and examination of social, unemployment and health insurance according to the provisions of law, in which focuses on inspecting and examining units with outstanding debts, evasion of payment, late payment of social, unemployment and health insurance and units showing signs of violations of the law on social, unemployment and health insurance; attach importance to the application of information technology in inspection and examination.
3. To properly, fully and promptly settle and pay social, unemployment and health insurance benefits to participants; strictly manage pensioners, monthly social insurance benefits, unemployment benefits and the payment of social, unemployment and health insurance benefits; exploit and bring into full play the efficiency of information technology and the industry's database to inspect, supervise and prevent fraud, abuse and profiteering; synchronously implement measures to manage funds safely, sustainably and effectively; both strictly, effectively and efficiently control and optimize social, unemployment and health insurance funds, and ensuring the interests of participants.
4. To further innovate the content, form and method of communication in the context of complicated epidemic situation and limited resources, ensuring practicality, efficiency, focus, focus, diversity and flexibility that suit the characteristics of each region, customs, traditions, cultural traditions, psychology of each population group; attach importance to promoting the advantages of modern and multimedia forms and methods of communication over internet applications; ensure that people have the best access to all information on social and health insurance policies; expand and develop participants of social insurance and health insurance; Well organize consulting and support activities for organizations and individuals participating in social, unemployment and health insurance; continue to guide and support people to install, register and use VssID - the digital insurance application on mobile devices so that people can enjoy personal customer care activities implemented by the VSS on a digital basis.
5. To review, reduce and simplify administrative procedures, ensuring convenience for businesses and people; continue to expand and diversify forms of providing online public services at level 4 of the Industry; diversify forms of receiving dossiers and returning results of administrative procedures; renew service methods, promote payments through public service organizations, and non-cash payments under the direction of the Government. To focus on perfecting infrastructure, specialized database system on social, unemployment and health insurance, especially the national database on insurance according to Decision No. 714/QD-TTg dated May 22, 2015 of the Prime Minister; integrate, connect and share information and data with ministries and branches; complete and add new features and utilities on the VssID application; Research and implement new technical platforms and solutions for digital transformation for the VSS, especially building a big data analysis and processing system (Big Data) and applying artificial intelligence (AI) in the industry's activities in order to best serve the interests and satisfy the satisfaction of units, businesses and people.
6. To continue to review, rearrange, consolidate and streamline the organizational apparatus in association with downsizing, restructuring and improving the quality of the team. To supplement and complete functions, tasks, powers, working partnership between units; synchronized with the rearrangement of the civil servant structure according to job positions, expertise and profession; to complete the Project “Researching and developing salary tables according to employment positions, titles and leadership positions for civil servants and public employees of the Vietnam's social insurance industry associated with operational results on the principle of financial autonomy and independence from the state budget”.
- To implement decentralization of powers, personalization of responsibilities along with internal inspection and control, timely prevention, detection and strict handling of violations of the law on anti-corruption and standardization poles within each unit.
- To strengthen administrative discipline, further promoting the roles and responsibilities of the heads of agencies and units; assign responsibilities to ensure the transparency principle of people, tasks, process of responsibility and results; regularly take better care of the material and spiritual life of civil servants, public employees and workers; strictly implement epidemic prevention and control measures and comply with the direction of the locality where the Covid-19 pandemic occurs.
7. To build solid and transparent Party and mass organizations; well fulfill assigned tasks; build a contingent of civil servants, public employees and workers of the VSS who are experts in their profession with pure quality according to the standards of public service ethics and office culture; resolutely prevent and push back the deterioration of political ideology, morality, lifestyle and internal "self-evolution" and "self-transformation" manifestations.
8. To continue to maintain and expand bilateral and multilateral cooperation activities, external information in order to mobilize, maximize, and effectively use international resources and experiences for the cause of development of the VSS and effectively implement the Regulation on the unified management of external activities throughout the sector.
9. To actively launch emulation movements in batches (thematic); link emulation movements to fulfill the branch's political tasks with "Studying and following Ho Chi Minh's thoughts, morals and style" and continue to effectively implement emulation movements launched by the Prime Minister to successfully implement the set emulation objectives; To step up the discovery, building, fostering and replication of advanced exemplary models; continue to innovate the method of operation, improve the role and effectively operate the emulation blocks and clusters; reward, ensure accurately targeted people and achievements; to be objective, public, fair and timely in accordance with the law, create motivation for collectives and individuals to strive for excellent completion of the assigned tasks.
On organization and implementation: Standing Committee of Emulation - Commendation of the VSS shall actively advise and help the Party Personnel Committee, the General Director of the VSS to direct research and propose solutions to innovate the emulation and commendation; promulgate documents directing and urging emulation and commendation work in accordance with the characteristics of the situation of agencies, units and localities; conduct guidance, examination, preliminaries, summarization and reports on the results of emulation and commendation work in 2022.
Heads of units directly under the VSS, Directors of Social Security Administrations of centrally-run provinces and cities, and Heads of Divisions and Clusters of Emulation Divisions and Clusters in the Sector shall:
- Develop a plan to organize and respond to this emulation movement, register to participate in the emulation; organize preliminary and final reviews of emulation movements, draw lessons from experience; discover advanced examples to introduce, replicate, and promptly praise and reward collectives and individuals with outstanding achievements, initiatives, and good practices in the emulation movement.
- Continue to propagate, disseminate, and organize the effective implementation of the guidelines and policies of the Party, the laws of the State and the VSS on emulation and commendation.
The General Director of the VSS asked all civil servants, public employees and workers of the VSS to promote the spirit of solidarity, joint effort and consensus, striving to successfully complete the assigned tasks and contributing to join with the whole country to successfully implement socio-economic goals in 2022./.
