Director of Nghe An Provincial Social Security Office Hoang Van Minh reported, in 2021, despite the context of difficulties due to the heavy influence of the Covid-19 pandemic and natural disasters, under the direction of the Government, the leadership of the Provincial Party Committee, the supervision of the Provincial People's Council; the attention and assistance of central ministries and branches; especially of the VSS, Ministry of Health; together with the determination and great efforts of the whole political system, the people and the business community, the implementation of social and health insurance policies has achieved remarkable results; making an important contribution to the socio-economic development, ensuring social security in the province. Specifically:

By the end of December 2021, the whole province has 2,917,035 social, health and unemployment insurance participants. Health insurance coverage rate reaches 91% of the population (completing the province's socio-economic targets). The number of social insurance participants is 358,528 (reaching the coverage rate of 19.28%; exceeding the socio-economic target of the province (18.09%) by 1.1%). In which: compulsory social insurance has 254,944 participants, reaching 104.9% of the assigned plan, an increase of 18,542 people compared to the end of 2020 (an increase of 7.84%); Voluntary social insurance has 103,584 participants, reaching 112.3% of the assigned plan, an increase of 26,470 people compared to the end of 2020 (up 34.33%). Nghe An is the bright spot of the country in terms of developing the number voluntary social insurance participants of more than 100,000, equal to 9% of the total number of voluntary social insurance participants across the country.

Total collection of social, health and unemployment insurance by the end of December 2021 is 7,258,978 million VND, reaching 100% of the assigned plan. The total debt of social, health and unemployment insurance (including late payment interest debt and state budget debt) is 288,769 million, down from 0.05% in the same period in 2020. The whole province handled 117,244 turns of people enjoying social insurance benefits; managing the payment of pensions and social insurance benefits for 284,721 people with the amount of 9,228,191 million VND. The accumulated total expenditure of social, unemployment and health insurance as of December 31, 2021 is VND 13,547,954 million. In 2021, Nghe An province ensured that it is within the scope of health insurance spending estimates assigned by the Prime Minister (98.9%).

Implementing Resolution No. 68/NQ-CP dated July 1, 2021 of the Government and Decision No. 23/2021/QD-TTg of July 7, 2021 of the Prime Minister, the provincial social security agency has reduced the contribution rate to the occupational accident and disease insurance fund for 7,137 units, equivalent to 165,055 employees, the amount reduced until December 31, 2021: VND 22,805 million (total expected amount to reduce: 41,721 million VND/12 months); supported 16 units, equivalent to 872 employees, who temporarily stopped paying to the retirement and survivorship fund with the total amount: 5,895 million dong; confirmed the list of employees who have temporarily suspended labor contracts, taken unpaid leave, stopped working due to the impact of the Covid-19 epidemic for 937 units with 25,206 employees to carry out support procedures for employees and businesses.

The provincial social security agency has also reduced the unemployment insurance premium for 7,463 units, equivalent to 176,218 employees with the reduced UI payment rate of 26,040 million VND; paid support policies for 196,860 employees with the amount of 470,811 million VND at the request of the Government in Resolution No. 116/NQ-CP dated September 24, 2021 of the Government, Decision No. 28/2021/QD-TTg dated October 1, 2021 on policies to support employees and employers affected by the Covid-19 pandemic from the unemployment insurance fund.

Deputy General Director of VSS Pham Luong Son highly appreciated the active, timely and effective participation of the Provincial Party Committee, People's Council, Provincial People's Committee and the districts, cities and towns as well as the effective coordination of departments and branches in the implementation of social and health insurance policies in the province. In the coming time, Son suggested that the People's Committee of Nghe An province continue to pay attention to directing all levels and branches to well perform the tasks of social and health insurance; in which, to focus on solutions to develop and expand coverage of social and health insurance; to strengthen the management of funding sources for medical treatment covered by health insurance, constantly improve the quality of medical examination and treatment to meet the people's requirements; to research, allocate local budgets, mobilize the participation of the business community, and benefactors to support more funds to buy health insurance cards for people in difficult circumstances, especially those from low-income households, multidimensionally poor and households in agriculture, forestry, fishery and salt production have an average standard of living in the area; towards achieving the goal of health insurance coverage according to the Resolution of the Central Committee of the Party.

Deputy General Director Pham Luong Son requested the Nghe An Provincial Social Security Office to continue to promote the work of advice and proposals, enlist the support of the authorities at all levels in leading and directing; to actively coordinate with departments, agencies, agencies and units to closely monitor the situation of the Covid-19 epidemic to develop solutions, operating scenarios, to organize the implementation of tasks, to respond to the epidemic and strive to complete the assigned targets and plans; especially the targets on developing participants, urging the collection of social and health insurance premiums; to actively coordinate with relevant sectors to settle and pay social insurance benefits properly and fully according to regulations in association with close management of beneficiaries; to promptly implement new regulations on social and health insurance effective from 2022 and support programs for employees and employers affected by the Covid-19 epidemic in accordance with the Government's Resolutions, Decisions of the Prime Minister.

The Vice Chairman of the Provincial People's Committee emphasized that the leaders of the provincial social security agency shall receive the direction of the Deputy General Director of VSS, add it to the task in 2022, and develop a specific action plan to carry out the tasks in the Resolution of the 19th Nghe An Provincial Party Congress, term 2020-2025; also, focus on renewing propaganda in both content and form towards professionalism, suitable for each target group; continue to organize peak communication campaigns, mobilizing the implementation of social and health insurance for all people; strengthen the propaganda approach based on information technology, television and newspapers in parallel with direct propaganda.

Continue to improve service quality for people and businesses; closely monitor the administrative procedure settlement process; well perform the work of receiving feedback from people and businesses to take measures to correct and handle violations.

Promote the implementation of online public services at level 4 of the social insurance sector; continue to conduct electronic transactions, widely deploying VssID - digital insurance application to save time and create maximum convenience for agencies, organizations and individuals.

Strengthening measures to manage and use the health insurance fund in a reasonable, efficient, economical and accurate manner; attach responsibility for management and use of medical treatment funds covered by health insurance to the head of medical facilities; focus on assessment, appraisal, inspection and examination at health insurance facilities to prevent abuse, fraud and profiteering of health insurance funds; ensure the benefits of health insurance cardholders when receiving medical care.

The Vice Chairman of the Provincial People's Committee also suggested that the VSS shall continue to pay attention to and support the province in the implementation of social and health insurance policies in the province, focusing on the management of medical care and health insurance costs in 2022 and the coming time.
