Viet Nam Social Security holds training on emulation and commendation

Viet Nam Social Security (VSS) on December 9 organised a national conference virtually on professional training on emulation and commendation. VSS Deputy Director General Le Hung Son chaired the event.

The conference aimed to exchange and provide professional guidance on emulation and commendation work as well as address problems arising during the implementation.

Delivering opening remarks, VSS Deputy Director General Le Hung Son said the VSS had launched a number of emulation and commendation campaigns over the past few years in association with the implementation of political tasks.

The unit has also rewarded individuals and groups with outstanding achievements in order to create motivation and encourage the creative spirit of civil servants and public employees, urging them to continue to strive for successfully completing assigned tasks.

The emulation and commendation work has undergone several changes over the past few years, meeting practical demands, he said.

He noted that the conference must pay attention to instructions on emulation and commendation documents and other new contents with an aim to make VSS emulation and commendation work practical and become a driving force for creativity.

He told participants to discuss the draft document on the organisation of VSS divisions and procedure of title verification in order to minimise formality, improve the quality, make the emulation and commendation work a driving force and an environment for individuals and collectives to strive, increase labour productivity and improve their professional performance, he said.

At the conference, the Department of Emulation and Commendation provided professional guidelines and introduced new contents of VSS Decision No 2418/QD-BHXH dated December 24, 2020 on emulation and commendation regulations.

Decision No 2418/QD-BHXH has a number of new points including emulation content, organisation of emulation movements, standards of emulation titles; form, object, reward criteria; authority to make decisions on rewards; rights and obligations of individuals and collectives to be rewarded.

The commendation work is carried out on the principle of accuracy, publicity, fairness and timeliness. A form of reward can be given many times to one person or unit but multiple forms of reward are not allowed for an achievement.

The emulation and commendation work should give spiritual and material encouragement and ensure gender equality.

The new procedure also adds some regulations on the consideration of awards, the organisation of the emulation movement associated with political tasks.

Do Manh Ha, head of the VSS Department of Emulation and Commendation, said the VSS had prepared a draft instruction on group emulation and commendation.

Activities of the group emulation and commendation include preparation of emulation criteria suitable to the characteristics and operational nature of the Emulation Division and its member units; responding to and organising emulation movements; evaluating results of the emulation movements; exchange of experience in organising emulation movements.

The guideline also stipulates standards of emulation review, the number of units to be voted on, nominations and the voting process.

At the conference, the VSS units and local social security agencies exchanged and shared problems in the implementation process.

The Department of Emulation and Commendation answered questions over difficulties.

The draft compiling committee will summarise participants’ feedback and make relevant adjustments./.
