PM praised achieved results of VSS industry in 2020 and 11 months of 2021

The Government Office has just issued Notice No. 339/TB-VPCP stating the conclusions of Prime Minister (PM) Pham Minh Chinh at the meeting with Vietnam Social Security (VSS) on the situation of task performance in 2020 and 11 months of 2021; tasks, solutions for the last month of 2021 and the next period.

Accordingly, the PM praised the work results achieved in 2020 and the first 11 months of 2021 by the VSS. The whole industry has made great efforts to fulfill the tasks assigned by the Government and the PM, shown in a number of outstanding results. The VSS has:

a) sticked to the guidelines and directions of the Party, National Assembly, Government and the PM, closely coordinated with ministries and branches in formulating and perfecting policies on social, unemployment and health insurance; in particular, coordinated to submit to the competent authorities for promulgation and organized the timely and effective implementation of policies to support employees and employers affected by the Covid-19 epidemic.

b) actively implemented Resolution No. 28-NQ/TW dated May 23, 2018 of the Party Central Committee, achieving numerous set goals; The coverage of social and health insurance has increasingly expanded, in which the subjects participating in voluntary social insurance have exceeded the targets set out in Resolution No. 28-NQ/TW, and health insurance has basically fulfilled the goal of universal coverage.

c) managed the social insurance fund to ensure safety, sustainability and efficiency, contributing to socio-economic development and macroeconomic stability.

d) paid special attention to the inspection and examination; renovated implementation methods, bringing positive effects, improving compliance with the law on social insurance. e) made great efforts in implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee, reducing focal points at departmental and divisional levels, and leading positions at all levels of central and local governments; reduced 2,168 payrolls (10% compared to the assigned payroll in 2016) according to the target in Resolution 39-NQ/TW of the Politburo.

f) been one of the leading agencies in the application of information technology; timely and effectively deployed online public services, electronic payments, electronic transactions, connected, solved administrative procedures on the National Data Axis, launched VssID - Digital Social Insurance application. The VSS's electronic database system has effectively supported epidemic prevention activities over the past time.

However, besides the achieved results, the operation of the VSS still has shortcomings, difficulties and challenges, such as: obstacles in the current legal framework that need review and improvement, especially some provisions in relevant laws (social insurance, health insurance, employment, inspection, etc); the impact of the Covid-19 epidemic caused numerous difficulties in performing the task of developing insurance participants and a number of coverage indicators; the situation of debt payment, late payment of social insurance contributions tends to increase; the settlement of regimes for employees in case the enterprise owes social insurance contributions but has been dissolved, goes bankrupt or the owner is a foreigner absconding; abuse and exploitation of social, unemployment and health insurance funds; In some places, the awareness of the roles and responsibilities of the Party committees and authorities in the implementation of policies and laws on social and health insurance remains inadequate; the awareness of the employer's compliance with policies and laws remains low.

Therefore, in the coming time, the PM directed, VSS shall focus on implementing the following key tasks and solutions:

a) Continue to closely follow guidelines of the Party, policies and laws of the State and the direction of the Government and the PM in order to effectively deploy the assigned functions, tasks and powers with high determination, great efforts, drastic action, and focus.

b) Deeply, fully and comprehensively gain awareness of the role of social security in the market economy, "without sacrificing social progress and justice to pursue economic growth alone". Social security must take the people as both the center and the subject, the goal and the driving force, contributing to the stability and health of the society and the development of the country. Social security must be based on three main pillars: preventing, minimizing and overcoming risks, with flexibility, sticking to reality in the implementation process, putting the interests of the people first and foremost; firmly grasp the situation (especially epidemics, natural disasters, storms, floods, etc.) to promptly advise all levels and branches to handle practical problems.

c) Closely coordinate with ministries and agencies to review and perfect institutions, strategies and planning in the fields of social, unemployment and health insurance; urgently set up a working group to review legal problems related to the provisions of the Laws, Decrees, Decisions and Circulars and propose the competent authority to amend, especially the provisions of the Law on Social Insurance , Employment Law, Inspection Law, ensuring synchronous, feasible, consistent with the Resolutions of the Central Government and resolve difficulties and obstacles in the management field of VSS.

d) Continue to promote the development of participants in social, unemployment and health insurance; settle the regime to ensure accuracy, timeliness and convenience; continue to innovate the way to serve the people, encourage the processing of documents through the online public service system and non-cash payment. Timely conduct programs to support employees and employers affected by the Covid-19 epidemic in accordance with the Government's Resolutions, the PM's Decision, evaluate the implementation results, propose amendments and supplements to ensure timely and effective implementation of regimes and policies for beneficiaries.

e) Review and arrange the organizational apparatus and staff in the direction of streamlining, effective and efficient operation in accordance with the provisions of Resolution No. 18-NQ/TW, Resolution No. 19-NQ/TW of the Central Government, Plan No. 07-KH/TW of the Politburo; thoroughly grasp and strictly implement the Resolution of 4th plenum of the Party Central Committee, Resolution 26-NQ/TW and the Plan 10-KH/TW of the Politburo, build a contingent of cadres of the social insurance industry with quality, capacity, prestige, equal to their duties, especially the leaders; preserve and consolidate internal unity, promptly appointing leading cadres once there is a shortage.

f) Strengthen inspection and examination; ensure flexibility and efficiency; promptly detect and handle illegal, negative, wasteful, payment evasion, fraud, profiteering from social, unemployment and health insurance funds; focus on recovering expenditures for wrong purposes, in violation of regulations, debts and late payment.

g) Safe, sustainable and effective management of social, unemployment and health insurance funds, both ensuring the interests of employees and contributing to macroeconomic stability and socio-economic development of the country, putting the interests of the nation above the interests of the industry.

h) Continue to further promote administrative procedure reform and digital transformation, build a database, improve governance capacity, service quality, shorten the time to handle administrative procedures; anti-corruption and negativity; Improve infrastructure, connect and sharing data with ministries and branches, ensuring smooth, accurate, fast, secure and safety, facilitating the settlement of administrative procedures on the network environment.

i) Work closely with media agencies to innovate and improve the efficiency of information and communication activities in a diversified, flexible and practical manner, so that people can best access all information about policies on social, unemployment and health insurance./.
