Over 12.1 million employees and more than 363 thousand units to be supported from UI fund: Impressive numbers

Vietnam Social Security (VSS) has just reported to the Ministry of Labor, War Invalids and Social Affairs (MOLISA) on the implementation of policies to support employees and employers affected by the Covid-19 pandemic from the Unemployment Insurance (UI( Fund according to Government's Resolution No. 116/NQ-CP dated September 24, 2021 and PM's Decision No. 28/2021/QD-TTg dated October 1, 2021.

Accordingly, as of November 25, 2021, social security agencies of provinces and cities have achieved the following results:

Firstly, on supporting employers,

As of October 6, 2021, the VSS has completed the determination of a significant reduction for 363.6 thousand units, equivalent to 9.68 million employees with the temporarily calculated amount adjusted to reduce payment (from October 2021 to September 2022) of about 7,595 billion VND.

Second, regarding employee support,

- Received requests for support from 13,044,055 employees, of which: The number of employees who stopped participating in UI is 1,301,935; The number of employees participating in UI is 11,742,120 at 343,381 units (equivalent to 96% of the total number of units and 99% of the employees participating in UI that have been sent a list for review by the social security agency); The number of employees who voluntarily did not receive support was 28,145.

- The total amount of payments and settlements is VND 28,886 billion (equivalent to 99% of the settled amount) for 12,187,736 people, most of which are paid through personal accounts.

Achieving the above results shows that the VSS has entered the implementation of the policy urgently and drastically. It has issued guiding documents, guiding social security agencies of provinces/cities, such as: Official Letter No. 3224/BHXH-BCD dated October 13, 2021 on identifying beneficiaries; Official Letter No. 3186/BHXH-BCD dated October 11, 2021 on updating employee support payment data under Decision No. 28/2001/QD-TTg into the software; Official Dispatch No. 3273/BHXHBCD dated October 18, 2011 on coordination in implementing policies to support employees affected by the Covid-19 pandemic from UI fund; Official Dispatch No. 3651/BHXH-TCKT dated November 12, 2021 providing additional guidance on support payment; Official Dispatch No. 38/8/BHXH-CSXH dated November 25, 2021 providing additional guidance on implementing policies to support employees and employers affected by the Covid-19 pandemic.

The VSS has organized 05 working delegations led by the General Director and Deputy General Directors working as Team leaders at the social insurance agencies in 9 provinces and cities (including: Hanoi, Bac Giang, Bac Kan, Cao Bang, Vinh Phuc, Thai Nguyen, Quang Ninh, Hung Yen, Bac Ninh). Accordingly, the delegations inspected, urged and promptly resolved difficulties and obstacles in the implementation of Resolution No. 116/NQ-CP dated September 24, 2021 of the Government on support policies for employees and employers affected by the Covid-19 pandemic from the UI Fund.

On November 6, 2021, an industry-wide online conference was held to review the support for employees and employers from the UI fund according to Decision No. 28/2021/QD-TTg and evaluate the collection and development of participants of social, health insurance.

Continue to promote and diversify the propaganda and dissemination of policies to support employees and employers affected by the Covid-19 pandemic from the UI Fund according to Resolution No. 116/NQ-CP and Decision No. 28/ 2001/QD-TTg focused on the following contents: beneficiaries, benefit level, process, time, application form, etc. Especially, in the past time, right after receiving reports on cases of taking advantage of the support policy under Decision No. 28/2001/QD-TTg in the form of texting and calling to scam employees, the VSS has warned on numerous media platforms and made recommendations when employees receive phishing messages.

Aware of the important significance of implementing policies to support employees and employers affected by the Covid-19 pandemic from the UI Fund, the social security agencies of the provinces and cities have always been proactive and made efforts to implement, ensure support policies to employees and employers in the area quickly, accurately, promptly, with proper-targeted people and in accordance with regulations. Social security agencies of the provinces has implemented synchronous solutions such as: establishing a Steering Committee for the implementation of Resolution No. 116/NQ-CP and Decision No. 28/2001/QD-TTg; promptly reporting and advising the Provincial People's Committee, coordinating with relevant departments, agencies and sectors; promoting reform of administrative procedures, application of information technology, etc. in the spirit of shortening the settlement time, without creating procedures so that employees and employers receive support as soon as possible; actively contacting employers, employees who has stopped participating in UI and is eligible for support to carry out procedures to receive support, etc./.
