Prime Minister urges strengthening mass mobilization at State agencies

Permanent Deputy Prime Minister Pham Binh Minh has recently signed Prime Minister’s Directive No 33/CT-TTg asking ministries, sectors and localities to continue to step up and renovate mass mobilisation work of State administrative agencies and all-level authorities in the new situation.

According to the directive, over the past few years, mass mobilisation work of State administrative agencies and all-level authorities has been strengthened and renovated thoroughly, closely and clearly demonstrated the consistent mass mobilisation viewpoints of the Party.

The work has taken care of and improved all aspects of people's lives, promoted democracy and the role and mastery of people.

In particular, the effective implementation of Prime Minister’s Directive No 16/CT-TTg dated May 16, 2016 on “strengthening and renovating mass mobilization work at State administrative agencies and all-level authorities in the new situation" has made an important contribution to overall achievements of the country. However, the implementation still has some limitations that need to be addressed.

The Prime Minister requested ministries, ministerial-level units, Government’s agencies, people's committees of provinces and centrally-run cities to focus on grasping and institutionalising orientations, policies and laws of the State and the Party on mass mobilization in the new situation associated with recovering the socio-economy and developing the country in the post-COVID-19 period.

It aims to address the limitations and continue to perform the mass mobilisation work in the future, as well as create a massive change on awareness and action, institutionalise the Party's policy on mass mobilisation work in accordance with the Resolution of the 13th National Party Congress and other resolutions and decisions of the Party Central Committee.

The Prime Minister emphasised that mass mobilization should be identified as a task of the whole political system.

One of the key tasks is to build a transparent, open and strong State administration serving the public towards democracy, the rule of law, professionalism and modernity.

The mass mobilisation work at State administrative agencies and all-level authorities must be effective, making practical contributions to national construction, development and international integration.

The Prime Minister urged promoting dissemination and education to raise public awareness on the meaning and importance of mass mobilisation as well as the position, role and responsibilities of State administrative agencies, all-level authorities, civil servants and public employees in performing mass mobilisation tasks.

They must ensure that mass mobilization work is always close to the people.

Ministries, sectors and localities must continue to follow the mass mobilization emulation movement in the fields of economy, culture, society, security and defence in association with the implementation of the Politburo’s Conclusion No 01-KL /TW dated May 18, 2021 on continuing to implement Directive No 05-CT/TW on learning and following President Ho Chi Minh's ideology, morality and style.

Ministries and localities have also been told to conduct a comprehensive administrative procedure reform in the 2021-30 period following the Government’s Resolution No 76/NQ-CP dated July 15, 2021, as well as streamline personnel and conduct digital transformation.

Cadres and Party members, especially strategic level cadres, leaders, civil servants, public employees and those working in the armed forces need improve their morality and uphold their attitude with the working style of “respecting the people, staying close to the people, understanding the people, learning from the people, and being responsible for people”.

The Cabinet leader requested agencies to implement the Law on Access to Information to ensure citizens' right to access information, hold dialogues with and receive people.

Based on the practical situation, ministries, ministerial-level agencies, Government’s agencies and people's committees of provinces and centrally-run cities must set up yearly mass mobilization plans, evaluate implementation results and send reports to the Ministry of Home Affairs before December 15 every year for the Prime Minister’s review./.
